BOARD OF TRUSTEES -- WORK SESSION DISTRICT OFFICE BOARD ROOM — 7:00 P.M. 690 JOHN ADAMS PARKWAY WEDNESDAY, AUGUST 27, 2014 Vice Chairman Lent called for a motion to go into Executive Session at 6:32 PM. Trustee Warden made the motion to go into Executive Session per Idaho Code §67-2345 (1) (b) student. A roll call vote was taken: Dave Lent —yes Deidre Warden — yes Larry Haws —yes Lisa Burtenshaw— N/A Bryan Zollinger — N/A (arrived later) EXECUTIVE SESSION Superintendent Boland and the Board of Trustees met in Executive Session pursuant to Idaho Code, §67-2345 (1) (b) regarding a student hearing. Present from the Board of Trustees: Dave Lent, Vice Chair Deidre Warden, Treasurer Larry Haws, Clerk Bryan Zollinger, Trustee Chairman Lisa Burtenshaw - excused Present from the Administration: George Boland, Superintendent Carrie Smith, Director of HR & Finance Kevin Klingler, Director of Operations Margaret Wimborne, Communication & Community Engagement Coordinator Debbie Wilkie, Recording Clerk Vice Chairman Lent called the meeting to order at 7:04 PM. The Pledge of Allegiance was led by Mike Clements. ADOPT AGENDA Trustee Warden made a motion to amend the agenda to add Action Item g. Student 2014-2015B. Trustee Haws provided the second. Motion carried 4 ayes, 0 nays. Trustee Haws then made a motion to adopt the agenda as amended. Trustee Zollinger provided the second. Motion carried 4 ayes, 0 nays. WORK SESSION a. Board In-service i. Board Training - no assigned training. 8/27/2014 D91 Board Minutes Page 1 of 4 ii. Committee Reports - Corporate Sponsorships Trustee Warden reviewed that she and Superintendent Boland had met with Drew Facer from Idahoan Foods regarding a plan to implement community corporate sponsorships with Idaho Falls School District 91. Mr. Facer would like the District and Board of Trustees to identify what exactly they will be asking of the corporate sponsors and then schedule a meeting with all of the sponsors identified by Mr. Facer. Trustee Warden, Trustee Lent and Supt. Boland, as a Board Committee, will schedule to meet in September to establish the criteria. A follow-up meeting will then be scheduled with Mr. Facer and other interested sponsors. A discussion was held about building positive relationships within the community and that it could possibly be something used to help enrich the senior project graduation requirement. iii. Other Items Superintendent Boland turned the time over to Kevin Klingler who provided a list and reviewed the projects completed by the maintenance and grounds departments this summer. The Board thanked Kevin for completing all this work and asked him to share their gratitude with his staff. b. Construction Updates — Mike Clements, Chief Operations Officer, Bateman -Hall Mike provided documentation and reviewed the Idaho Falls School District No. 91 Construction Progress Reports for August 2014 including change orders, schedule updates, potential issues and impacts and the overall bond budget summary. Mike stated that after delays with the site work at Longfellow Elementary it would be best to delay the start of school one week for those students. Edgemont Elementary is good to go. Upgrades to the science wing at Skyline is about eighty percent complete, just waiting on the resin countertops for the chemistry lab. Theresa Bunker site improvements are 100% complete and ready for the final report next month. A discussion was held regarding use of the science classrooms without the countertops, Mike will check with the City of Idaho Falls to see if they will allow occupancy. Mike stated that board members could text or call him to schedule a tour of Skyline. C. Paws To Read Pilot Report — Katie Fielding, Program Katie provided a handout and reviewed the Paws -to -Read Pilot Program (Pets And Willing Students to Read) housed at Hawthorne Elementary last year. Katie provided documentation regarding the program, some challenges she came across and recommendations for the district if they choose to implement this program in the future. Approval from the board needs to be included in the meeting minutes for documentation required by the State Department of Education. Trustee Zollinger made a motion to amend the agenda to include Action Item h. Approve the Longfellow Elementary September 91h Delayed Start Date. Trustee Haws provided the second. Third Reading - Child Nutrition Charge Policy Superintendent Boland reviewed this is the final reading for revisions made to Board Policy 408 Child Nutrition and Wellness regarding the charge policy. The Superintendent stated that no public comments have been received to date. It is the recommendation of the administration that the policy changes be approved as proposed. Trustee Zollinger made a motion to adopt the revisions to Board Policy 408 Child Nutrition Charge Policy as written. Trustee Warden provided the second. No discussion. Motion carried 4 ayes, 0 nays. b. Agreement with the City of Idaho Falls Police Department to Provide School Resource Officers for the 2014- 2015 School Year Superintendent Boland reviewed that he, Kelly Coughenour and Randy Hurley met with the Chief McBride, Lt. Cook, Sgt. Hoffman and SRO's Crowley and Landes on August 201h to review the stipulations of the agreement. The superintendent stated this is the same contract we have had in place for the past few years only the dates have been changed. 8/27/2014 D91 Board Minutes Page 3 of 4 Trustee Haws made a motion to approve the Agreement with the City of Idaho Falls Police Department to provide School Resource Officers for the 2014-2015 school year as recommended. Approve Strategic Plan for Posting on District Website Superintendent Boland provided and reviewed the final Strategic Plan Overview. The superintendent commended Margaret Wimborne for taking all the raw material and putting it into a consistent format. The superintendent reminded the Board that once school gets started the target pieces will be added. As intended by statute, it is a living document that will continue to be refined as we go. A discussion was held. Trustee Warden made a motion to post the District Strategic Plan on the website as presented. Trustee Haws provided the second. No further discussion. Motion carried 4 ayes, 0 nays. d. Ratify Telephone Poll Conducted on August 18, 2014 to Release Employee 2014-2015C from Contract Trustee Zollinger made a motion to ratify the telephone poll conducted on August 18, 2014 releasing Employee 2014-2015C from their contract as requested. Trustee Haws provided the second. No discussion. Motion carried 4 ayes, 0 nays. e. Ratify Telephone Poll Conducted on August 20, 2014 to Release Employee 2014-2015D from Contract Trustee Haws made a motion to ratify the telephone poll conducted on August 18, 2014 releasing Employee 2014-2015D from their contract as requested. Student 2013-2014E Trustee Haws provided a motion to allow Student 2013-2014E to re -enroll at Emerson High School per stipulations as determined by the administration. Motion carried 3 ayes, 0 nays. Trustee Zollinger recused himself since he was not present during the discussion. g. Student 2014-20158 Trustee Warden made a motion to allow Student 2014-2015B to enroll in District 91 by waiving Policy 608.3d with limits on the number of foreign exchange students. Trustee Zollinger provided the second. Motion carried 4 ayes, 0 nays. h. Approve Longfellow Elementary September 9, 2014 Delayed Start Date Trustee Bryan Zollinger made a motion to approve the one week delayed start until September 9th at Longfellow Elementary due to unforeseen construction delays. Trustee Deidre Warden provided the second. Motion carried 4 ayes, 0 nays. Trustee Warden made a motion to adjourn. Trustee Haws provided the second. There is approximately three weeks of work for the cabinets, plumber and clean-up after the tops arrive. This will shift the turnover date from the anticipated date of September 22nd to tentatively October V.
