III BOARD OF TRUSTEES -- BUSINESS MEETING DISTRICT OFFICE BOARD ROOM -- 7:00 P.M. 690 JOHN ADAMS PARKWAY WEDNESDAY, OCTOBER 8, 2014 Vice Chairman Dave Lent opened the meeting at 6:45 PM and called for a motion to go into Executive Session. Trustee Warden made the motion to go into Executive Session per IDAHO CODE §67-2345 (1) (b) Personnel. Trustee Haws provided the second. A roll call vote was taken: Dave Lent - yes Deidre Warden — yes Larry Haws - yes Bryan Zollinger — yes Lisa Burtenshaw —excused EXECUTIVE SESSION Superintendent Boland and the Board of Trustees met in Executive Session pursuant to Idaho Code §67-2345 (1) (b) regarding a personnel matter. Trustee Zollinger made a motion to return to Open Session at 6:50 PM. Trustee Haws provided the second. Motion carried 4 ayes, 0 nays. The Pledge of Allegiance was led by Gail Rochelle. ADOPT AGENDA Trustee Haws made a motion to adopt the agenda as presented. Trustee Zollinger provided the second. Motion carried 4 ayes, 0 nays. Superintendent's Report —written comments are attached. c. Patron Input — Written comments, if provided, are attached. • Lynn MacAusland, patron and Skyline government teacher, shared comments regarding Tiered Licensure. d. IFEA Report - President Angela Gillman reported • A public meeting regarding the Tiered Licensure Proposal was held in Pocatello last night. o There was a strong push from representatives in attendance to get people to embrace tiered licensure o Skeptical of promises made for higher teacher salaries, we've heard that before and they haven't come to life o There is a huge concern about the ties to teacher evaluations o There seems to be a rush to get this through the Legislature this year o A lot of unanswered questions • A public forum will be held tomorrow night at the O.E. Bell Building at 6:00 p.m., to meet Jana Jones, candidate for State Superintendent of Public Education, Bert Marley, candidate for Lieutenant Governor and A.J. Balukoff, candidate for Governor, everyone is invited to attend • Emotion Bowl — the IFEA will be selling food prior to the Emotion Bowl on October 25th, proceeds will go to help the Children's Fund A discussion was held regarding the outcome or perception of the tiered licensure meeting and who is promoting the tired licensure proposal. e. Education Foundation Report — No report. f. First Readings i. Title 1 Parent Involvement Policy Gail Rochelle, Director of Student Achievement and School Improvement, reviewed that Federal funds are provided to the district and come with guidance for meeting the requirements. This policy is being created to address parental involvement and student achievement within the Title 1 Program. Eleven out of our twelve elementary schools and both middle schools currently receive Federal funding. This policy stipulates that we have in place actions to ensure accessibility for parents who are not native English speakers themselves and it also provides for more parent input regarding decisions about parent involvement. Gail stated it is fairly detailed based on the checklist of requirements that was provided. District 91 Federal Programs Audit is scheduled to begin on October 20, 2014, these audits occur once every three years. A discussion was held. Superintendent Boland reviewed this is the first reading of the proposed policy. It will be posted on the district webpage for patron input and added to the November 191h agenda for the second reading. ii. 2015-2016 School Calendar Superintendent Boland reviewed three calendar options drafted for the 2015-2016 school year. All of the calendars include a week off at Thanksgiving, two weeks off at Christmas, a weeklong Spring Break and the continuation of the Late Start Monday, but have different start and end dates. The options include a before Labor Day start, after Labor Day start and a mid -week start. The Superintendent 10/08/2014 D91 Board Minutes Page 2 of 3 stated we have been in communication with District 93 to try and align some of the dates but they are not at that point yet. The after Labor Day start does have some drawbacks with fall activities starting around August 20th. A discussion was held. The calendar options will be posted on the district webpage to solicit patron input and placed on the November 191h agenda for the second reading. Board members are expected to finalize the calendar at the December 101h meeting. CONSENT AGENDA Trustee Zollinger made a motion to adopt the Consent Agenda as presented. Final Reading— Board Policy 1004.11 Student Data Superintendent Boland stated the final reading of this policy was pushed up because it is mandated by the State Board of Education in statute that it be passed. It is the recommendation of the administration that the policy be adopted as presented. Trustee Warden made a motion to adopt 1004.11 - Student Data Privacy and Security Policy as presented. Trustee Haws provided the second. Motion carried 4 ayes, 0 nays. b. Employee 2014-2015E Trustee Haws made a motion to release Employee 2014-2015E from their contract as requested. There will be many different activities including Powder Buff, the Tiger Stomp, and also new this year is a Fundraising dinner that the football team will serve food to the people that buy tickets to the dinner. • Our ladies soccer team has gone undefeated during their regular season. 4- w; t ht ho s h``S � d,g h..�.r- 7�v� n`f'7t— • The summer track senior projects will be presenting their projects this coming Monday. Also the Fall track students will turn in their proposal letters in tomorrow. Instruction: • Our brand new science wing has been completed and all the teachers and students enjoy the classrooms and the new lab space that they provide. Technology: • The new Intercom system has been installed and is running wonderfully. • The Public Relations Officer has put together weekly activity schedules that are displayed on the TVs during passing period. Election Sul, . s ...6hOon .4W I Superintendents' Report 10-8-14 • Mtgs with Leadership classes re Advanced Opportunities scheduled for IFHS 10/14 2:40 and with SHS 10/28 also at 2:40. • Will be polling the board on Monday the 13" for payment of claims, usually included in the consent agenda. With the change in meetings from Tuesdays to Wednesdays, a couple of months will be impacted until we realign our accounts payable timelines to the new meeting schedule. End of September (291h & 30th)a principal, teacher, & student from each of the schools participated in the first of 4 New Pedagogies for Deep Learning workshops. District 91 is one of 22 "Studio Districts" selected from across Idaho to participate in this global partnership. The United States cluster is made up of approximately 37 schools in Federal Way Washington and 63 schools from Idaho. Other countries participating are Australia, Canada, Columbia, Finland, Latvia, Norway, Senegal, the UK, and Uruguay. o Day one: Quaglia Institute for student aspirations (Russell Quaglia) focused on student voice & aspirations o Day two: Michael Fullen keynote with focus on instructional (pedagogical) changes. o In brief, concepts presented (ie. Student Voice, 3 guiding principles: Self-worth, Engagement, and Purpose; the Six C's: Character, Citizenship, Communication, Critical Thinking, Collaboration, Creativity) align very tightly to our vision. o Concepts also tightly align to NTN components — presented in a much broader manner. NTN has developed a way to operationalize for a school, aim of this project is to develop o Have scheduled our first "debrief" & "next steps" meeting for Wednesday, October 151h o Regional Idaho Leads October 28" o Studio District Meeting #2 is December 17th • Intended to be a 3 year project— Idaho's participation is funded through the Albertson Foundation. (we are required to pay sub costs, using Title II funds) IDAHO FALLS SCHOOL DISTRICT #91 PUBLIC INPUT SHEET Guidelines for Patron Involvement In School Board Meetings School Board meetings are meetings of the elected Board of Trustees held In public for the purpose of conducting the business of the Board. Patron input is invited during board meetings on the following basis: To reauest to speak to the Board of Trustees: In order to be recognized, the patron must sign and complete the Public Input portion below prior to the beginning of the meeting. The Public Input Sheet should be located on a table at the back of the boardroom. Patrons will be recognized by the Chairman of the Board. Public Input should not exceed three minutes. The Board will listen to public input without comment except to ask germane questions. Expressions must be appropriate to the public setting. Discussion of personnel matters or personal attacks are not appropriate. Board Policy 506.0 item 5 states that complaints against a particular teacher or District employee shall be in writing. The contract between District 91 and the teacher's association, as well as traditional concepts of the due process of law, require that the affected employee be notified of a written complaint. The Chair has the authority to control the meeting whenever necessary. Last night, l attended a public hearing about the State Department of Education's Tiered Ucensure proposal. The room was packed with concerned educators who expressed grave concerns about its implementation. We were told that the stars are aligned for the first time in many years. The state legislators are Willing to put money into teachers' salaries—but only if there is accountability. And the tiered licensure model is being touted as the way to move that forward. And it was emphasized that time is of the essence because If this Is not passed now, the monies will be grabbed by other state entities. We were also told that this model is the way to attract and to retain great teachers in Idaho. I disagree. This model will tum away the best and brightest hopefuls and veterans. It will crush the culture of looming, collaboration and trust that we have worked so hard to create. It will crea e untold anxiety every year with no safe harbor to take risks, to reflect and to rest. W Wk Num blOWS 64, It proposes to tie one's salary from a model premised on conversation and collaboration and growth (Charlotte Danielson's frameworks) to a vehicle of financial consequence and punishment. It places one's financial future to the hands of two administrators who we all know are already overwhelmed and as stressed as the classroom teacher. Requiring yearly evidence of 22 components is untenable. Furthermore, by requiring that one's right to teach be tied to student growth at the classroom level, one's evaluation and therefore income could be diminished by students and events beyond his or her control. I urge this board to vaIA3te its culture that Par empowers and reject in no uncertain terms the State Department's attempt to railroad this tiered licensure through the legislature.
