HomeMy WebLinkAbout1999_09_28 Board MinutesBOARD OF TRUSTEES IDAHO FALLS SCHOOL DISTRICT NO. 91 Board Meeting Minutes September 28, 1999 7:00 P.M. -- The Board of Trustees toured the Curridulum Writing Lab located in the District Office to observe the work being done to implement the Curriculum Unity Model. 7:40 P.M. — Executive Session: The Trustees met in a closed session to review a personnel item according to Section 67-2345©, IDAHO CODE. 8:10 P.M. — Regular Board Meeting OPENING CEREMONIES Chairman Alan Reed led the Pledge of Allegiance. SPECIAL ORDERS OF THE DAY Sunnyside Teacher Terry Belnap was honored by the Board of Trustees and the Administration as the recipient of the Elementary Level Regional Science Award for Region VI by the Idaho Science Teachers Association. Ms. Belnap will receive her award at the ISTA Conference in Coeur d'Alene, ID on October 8, 1999. ADOPTION OF THE AGENDA It was moved by Ernest Jensen and seconded by Sharon Parry to adopt the agenda with the addition of an Executive Session — Personnel, S.67 -23459C), Idaho Code following VI. Action Items. Motion passed. CONSENT AGENDA Approval of Minutes: It was moved by Sharon Parry and seconded by Robert Collette to approve the minutes of September 14, 1999, as written. Motion passed. Travel Request: Skyline High School Royal Ensemble choir students requested Board approval of a travel request allowing the group to perform at the American Director's Association Northwest Convention in March, 2000, in Seattle, WA. The cost per student will be approximately $500 and the group will conduct fundraising activities. The group will miss two days of school, March 9-10, 2000. It was moved by Ernest Jensen and seconded by Robert Collette to approve the travel as requested. Motion passed. • 0 Page Two -- Board Meeting Minutes September 28, 1999 REPORTS Skyline Student Representative Ann Cheney reported on Homecoming activities. Unity Model Report Curriculum Supervisor Craig Ashton thanked the Board of Trustees for their support and affirmation of the curriculum unity project. He also affirmed Assistant Superintendent Ken Schow and the Maintenance Department for their efforts in constructing the curriculum writing lab. The District 91 Curriculum Unity project is a model for other districts according to the Albertson's Foundation. It is an ongoing project; teachers are on task and support the unity model. The project will be reviewed again in January and May. The Idaho Falls Education Association will be a partner in this effort. Benefits of the project are already becoming evident in the higher student achievement at individual schools. The curriculum alignment will reduce some of the frustration for students. Enrollment Report Assistant Superintendent of Instruction John Murdoch reported that the district has 151 fewer students this year and the kindergarten class is the lowest it has been in several years. Dr. Murdoch reviewed the enrollment history covering 1991-1999 and the actual enrollment comparison of schools affected by the boundary change. Superintendent's Report The recent article in the Post Register regarding technology certification for District 91 teachers implied that teachers were lagging behind when, in fact, the deadline for all teachers to be certified is 2001. District 91 teachers are working toward this goal and the district is providing extensive in-service to assist their efforts. There is a possibility that Soccer will be added as a high school sport next fall. High school athletic directors and principals have been asked to provide information and a report will be given to the Board of Trustees at the October 12 Board meeting. In addition, a meeting will be initiated to review 9`h grade wrestling. r� 0 Page Three — Board Meeting Minutes September 28, 1999 ACTION ITEMS Final Reading of Policy Revisions: It was moved by Ernest Jensen and seconded by Sharon Parry to adopt the revisions for the following policies: Motion passed. 813.4 — Employee Sexual Harassment 814.0 — Drug and Alcohol Free Workplace 1005.17 — Student Sexual Harassment The revised policies will be distributed to all schools. Impact Aid Survey: It was moved by Jerry Wixom and seconded by Robert Collette to designate Assistant Superintendent Kenneth A. Schow as the Authorized Representative of the Board of Trustees to file the application for and in behalf of School District 91 for fiscal year 2000 under the provisions of Title VIII ESEA. The date of the Impact Aid survey will be October 25, 1999. Motion passed. Special Education Manual Adoption: It was moved by Jerry Wixom and seconded by Sharon Parry to adopt the new Special Education Manual. Motion passed. Safety Bussing Applications: It was moved by Robert Collette and seconded by Ernest Jensen to approve the applications for safety bussing. The applications included one new addition. Motion passed. Executive Session: Personnel, S67-2445 ©, IDAHO CODE: It was moved by Jerry Wixom and seconded by Sharon Parry to enter into Executive Session to discuss a personnel item. Motion passed. Time: 9:02 P.M. Return to Open Session: It was moved by Jerry Wixom and seconded by Ernest Jensen to return to Open Session: Motion passed. Superintendent's Salary: It was moved by Sharon Parry and seconded by Ernest Jensen to extend the same salary increase to the Superintendent as that given to the certified staff. Motion passed. ADJOURNMENT It was moved by Jerry Wixom and seconded by Ernest Jensen to adjourn the meeting. Motion passed. •
