IDAHO FALLS SCHOOL DISTRICT NO. 91
Board Meeting Minutes
November 23, 1999
Closed Hearing: The Board of Trustees met at 7:00 P.M. at Ethel Boyes Elementary School to
review two student re-admittance requests.
Good News School
Ethel Boyes Elementary was the "Good News" school for November. The Flag Ceremony and
Pledge ofAllegiance were presented by Girl Scout Troop #136. Principal Dennis Griffeth.
introduced staff and students. A video of the school's special activities and programs was
presented to the Board of Trustees.
Mr. Griffeth introduced Jackie Christiansen who was honored by the Board of Trustees and
Boyes staff as Volunteer of the Month.
Adoption of the Agenda
It was moved by Sharon Parry and seconded by Ernest Jensen to adopt the agenda with no
changes. Motion passed.
SPECIAL ORDERS OF THE DAY
Emissary of Excellence: the Board of Trustees and the Administration honored Technology
Specialist Kim Wilson for her outstanding service to the District.
Teacher Recognition: Retired teacher Afton Bitton was honored by the Board of Trustees. Ms.
Bitton received the JEA National Lifetime Achievement Award as a tribute to her dedication
to journalism education. Ms. Bitton served as advisor to Idaho Falls High School journalism
students for 36 years.
Idaho Falls High School Journalism teacher Mary Noble was honored by the Board of Trustees
as the recipient of the National Medal Of Merit award from the Journalism Education
Association.

CONSENT AGENDA
The following items were presented to the Board:
• Approval of Minutes -October 26, 1999 and the November 1 1, 1999 Work Session
• Payment of Claims: Ratification of Phone Poll
• Travel Requests from Eagle Rock and Taylorview Junior High Schools
Ratification of Phone Poll
• Staff Action items: 3 resignations, 1 reduction in contract and 3 new hires
• Matching Fund Requests: Idaho Falls and Skyline High Schools:
IFHS: Media Center Equipment - $ 690.00
Skyline: Welding Equipment - $1,100.00
Total matching funds awarded to date: $26,$43.03
• Idaho Falls High School Softball Team travel request.
It was moved by Jerry Wixom and seconded by Robert Collette to approve all items listed under
the Consent Agenda as presented. Motion passed.
REPORTS
Student Representatives: Lane Blake, Idaho Falls High School, and Ann Cheney, Skyline
High School, reported on activities and events occurring at their respective schools. Two
students from Westview reported on their experiences and the benefits of attending the Westview
Alternative School.
1SBA Convention: Members of the Board reported on the positive experiences and helpful
workshops presented during the annual Idaho School Board convention held November 10-13,
1999.
Superintendent's Report: Superintendent Manning noted that the employee of the month
honor has been redefined as Emissary of Excellence to better describe the employees who
provide outstanding service to the students and staff of District #91.
He also noted that during the ISBA Convention, District #91's School Report was presented as
an example of excellent public relations by the President of the State Board of Education Harold
W. Davis. He also informed the Trustees that Public Information Officer Cindy Smith-Putnam
of District #91 had received a call from State Superintendent Marilyn Howard commending her
for her work on the District #91 School Report.

Superintendent's Report contd.
Mr. Manning informed the Board of Trustees that District #91 has eight (8) teachers who have
recently received National Board Certification. District #91 has the highest number of National
Board Certified teachers in the state.

Student Re-admittance Requests: It was moved by Sharon Parry and seconded by
Jerry Wixom to re-admit student `E' and student `H' 1998-99. Motion passed.
Soccer Recommendation: It was recommended by Superintendent Manning that the
District approve soccer as a recognized sport beginning in the fall of 2000 at both high
schools at the varsity and humor varsity level for both young men and young women.
Ninth grade students may move up to the high school level, but the sport will not be
included in the junior high school athletic activities. The budget to implement the
addition of soccer has not been presented to the Board's Budget Committee.
The District must notify the Idaho High School Activities Association of the intent to
move forward with the soccer program. Soccer is anon-revenue sport with the passible
exception ofmatches that are held at Ravsten Stadium between Idaho Falls and Skyline
High Schools. The approximate start-up casts will be $40,000 per school and does not
include transportation to matches held out of the District.
The Budget Committee will meet to review the costs and administrative time required to
implement this sport.
It was moved by Robert Collette and seconded by Ernest Jensen to accept Soccer as a
sport for the 2000-01 school year with the understanding that a budget must be set that
will fit within the District's ability to fund the program. Motion passed.

It was moved by Jerry Wixom and seconded by Sharon Parry to adjourn the meeting.
