BOARD OF TRUSTEES -- WORK SESSION DISTRICT OFFICE BOARD ROOM — 7:00 P.M. 690 JOHN ADAMS PARKWAY WEDNESDAY, FEBRUARY 25, 2015 Present from the Board of Trustees: Lisa Burtenshaw, Chair Dave Lent, Vice Chair Deidre Warden, Treasurer Larry Haws, Clerk Bryan Zollinger, Trustee Present from the Administration: George Boland, Superintendent Kelly Coughenour, Director of Elementary Education Carrie Smith, Director of HR & Finance Gail Rochelle, Director of Student Achievement & School Improvement Margaret Wimborne, Communications & Community Engagement Coordinator Debbie Wilkie, Recording Clerk Chairman Burtenshaw called the meeting to order at 7:00 p.m. and welcomed the scout troop visiting tonight. The Pledge of Allegiance was led by Kelly Coughenour. ADOPT AGENDA Trustee Zollinger made a motion to adopt the agenda as presented. Trustee Warden provided the second. Motion carried 5 ayes, 0 nays. WORK SESSION a. Board In-service Committee Reports • Facilities - Trustees Warden and Zollinger shared that the Facilities Committee met on Feb. 12, 2015 and reviewed projects identified in the original bond scope that still exist today. The committee discussed moving forward with a feasibility study for converting the Taylorview facility to a high school, remodels at IFHS, Temple View, Westside, Eagle Rock, a centralized bus lot and a need for land acquisition northwest of town. A discussion was held. • Student Achievement/Strategic Planning - Trustees Zollinger and Haws shared that the Student Achievement/Strategic Planning Committee met on February 10, 2015. Gail Rochelle provided information regarding district goals for student achievement in literacy, numeracy and college and career readiness, the strategic plan and areas of needs. A discussion was held. 02/25/2015 D91 Board Minutes Page 1 of 2 • Instruction/Technology Integration Trustees Burtenshaw and Lent shared that the Instruction/Technology Integration Committee had met on February 5" and 18" to discuss the barriers that exist for integrating technology in the classrooms more easily. There were also discussions about learning management system (LMS) exposure for students and implementation for an e -learning experience graduation requirement. A discussion was held. • Differentiated/Deeper Learning Trustees Burtenshaw and Haws shared that the Deeper Learning Committee met on February 19, 2015 and discussed expansion of the New Tech model and exploring the Expeditionary Learning model at Sunnyside Elementary. A discussion was held. The committees will continue to meet on a regular basis to discuss their scope of work and options going forward. ii. Other Items — • Chairman Burtenshaw will email board members for input on dates to schedule the ISBA board training sessions. • Vice Chairman Lent commented on how well the Compass Academy application process went on Saturday, February 21, 2015. Superintendent Boland stated that around 139 applications had been received on Saturday and are being verified prior to the general lottery scheduled on March 4, 2015. b. IRI Update Kelly Coughenour, Director of Elementary Education, shared a PowerPoint reviewing outcomes of the Winter Idaho Reading Indicator (IRI) Assessment for kindergarten through third grade district -wide. A discussion was held. Another update will be provided after the Spring IRI Assessment results become available in May. c. Legislative Discussion/Day on the Hill Debrief Superintendent Boland led a discussion regarding legislative updates. The superintendent stated there hasn't been a whole lot going on as far as new legislation, the big thing everyone is waiting for is the career ladder piece which has yet to surface. A discussion was held. Chairman Burtenshaw stated it would be nice to have a place to deposit contact information for the people or groups the trustees meet at the ISBA Convention and Day on the Hill who support education. Over the years as the trustees change we end up losing those contacts, it would be nice to save have them. CONSENT AGENDA a. Staff Action Trustee Warden made a motion to approve the new hire at Idaho Falls High School as presented. Trustee Zollinger provided the second. Motion carried 5 ayes, 0 nays. Trustee Haws made a motion to adjourn. Trustee Warden provided the second. Motion carried 5 ayes, 0 nays. We included these sources in our analysis: • EEA Curriculum & Instruction Implementation Survey Results • IRI Data • Data Board Results • Evaluation of Current Scott Foresman Program as aligned to the Idaho Core Standards Our analysis established that our core reading program is weak and does not meet the Idaho Core ELAStandards. Theteam has recommendeda multi -pronged approach to addressing this issue including: • Establishment of a Long-term K-12 Literacy Leadership Team • K-3 LLA Adoption • Program Specific Professional Development • Reading Instruction Professional Development • On-going Support with a Literacy Coach • Establish Standardized Intervention Program and Protocol 2/26/2015 Questions IRI ACTION PLAN 1.
