Board Meeting Minutes
May 25,1999
Executive Session: The Board met frarn 7:00 to 7:35 P.M. to review two student discipline
matters according to Section 67-2345(b), IDAHO CODE.
Good News School: Westside Elementar
The Westside Brownie Troop presented the colors and led the Pledge of Allegiance. A group of
Westside students sang the school song. Volunteer of the Month Kristy Wachs was honored by the
Board of Trustees and Administration for her work with the Westside students. Sixth grade
student Warren Maxfield and third grade teacher Charlotte Shaber presented a video, which
highlighted programs anal activities offered at Westside Elementary School.
ADOPTION OF THE AGENDA It was moved by Alan Reed and seconded by Sharon Parry to
adopt the agenda with two changes: remove the PACE presentation from the Special Orders
portion and add an Executive Session after the Action Items portion to review a personnel item.
Motion passed.
SPECIAL ORDERS OF THE DAY
Retiring principals Maureen McFadden and Marvin Quinton were recognized for their service to
the students and patrons of School District #91. Mrs. McFadden has served the district for 21
years and Mr. Quinton for 30 years. Both were presented with an engraved silver tray in honor of
their service.
CONSENT AGENDA
A~nroval of Minutes: It was moved by Sue Fineman and seconded by Sharon Parry to
approve the minutes for the May 11 Board meeting with ane correction. The minutes for
the special meeting held May 18 were also approved. Motion passed.
Matching Fund Request: Temple View Principal Dave Schjeldahl presented a request
for matching funds in an amount nat to exceed $2,467.66 for the purchase of audio/visual
equipment and a computer. Temple View is a 52/48% match school.
It was moved by Jerry Wixom and seconded by Sharon Parry to approve the request for
matching funds in an amount not to exceed $2,467.66. Motion passed.

Staff Actions: The new Music Coordinator Jahn Schooler was introduced to the Board of
Trustees. Mr. Schooler will replace Jerry Shively who is retiring this year. Mr. Schooler has been
the band teacher at Eagle Rock Junior High School since 1975.
It was moved by Sharon Parry and seconded by Sue Fineman to approve aone-year
Maternity Leave of Absence for Lassie Domeier, 5`h grade teacher at Sunnyside
Elementary. Motion passed.
REPORTS
Patron In ut
Deanna Hargis, representing Darcie Martinson, spoke regarding the recent change in
school boundaries and asked that the Board of Trustees and Administration develop a
better process far reviewing important issues with the patrons of the district.
Bob Judge: Mr. Judge commended the Board for the Spectrum program at Longfellow
and the DARE program. He noted that he is still concerned over the way the boundary
issue was handled, but has withdrawn the lawsuit bled by Parents United because of the
outcome of the recent trustee election.
Student Representatives: Skyline student representative Laura Cheney gave her final
report to the Board. Her sister, Ann, will assume this responsibility for the 1999-2000
school year. Laura noted the tragic accident that took the life of Skyline student Mike
Seay last weekend. Coming events at Skyline include the Awards Assembly on June 2
and graduation on June 8 at 7:30 P.M. in the Skyline Gym.
Idaho Falls High School student representative Lane Blake reported on activities and
noted that graduation ceremonies will be held Monday, June 7 at 7:30 P.M. in the Civic
Auditorium.
Middle School Report ; Randy Hurley presented the Middle School Philosoph re .r~..~_ ~'~
with the assistance of Wendy Cavan and Mike Marshall. The phy'les~hy was developed
by all three junior high principals and reflects the plans for implementing middle level
schooling practices. In-service and training sessions will be held during the 1999-2000
school year to assist staff with team-oriented approaches to learning. All principals
support this philosophy. The Board of Trustees commended the three on the work that
had been accomplished to implement this plan.

NSBA Convention: Trustee Sue Fineman reported on the National School Board
Convention that she attended in April. She Hated that there were many valuable
workshops and interesting speakers. Next year's Convention will be held in Orlando, FL
an April 1-4, 2000.
Law Seminar: Trustee Sharon Parry reported on the two-day law seminar she recently
attended in Boise. The seminar was presented by Green Law Offices and focused on
laws relating to education.
Ten copies of a booklet summarizing the current school laws have been ordered and will
be available in September, 1999.
ACTION ITEMS
Special Education Policy -- 616.4: It was moved by Sharon Parry and seconded by Sue
Fineman to adopt this policy as written. Motion passed.
Technology Plan: Jahn Christensen presented the Technology Plan and addressed
questions from the Trustees. The plan will include an update of current policy, which
will be reviewed and adopted prior to the 2000-2001 school year. The Board of Trustees
commended the Technology Committee for their work to develop this plan.
It was moved by Jerry Wixom and seconded by Sharon Parry to accept the Technology
Plan as presented. Motion passed.
Official Results of Trustee Election: It was moved by Jerry Wixom and seconded by
Sue Fineman to accept the official results of the Trustee election for Zones 3 and 5 held
May 18, 1999. Motion passed.
Student Discipline: It was moved by Sharon Parry and seconded by Jerry Wixom to
expel Student `H' 199$-99 and Student `I' 1998-99 for violation of Idaho Code 18-
3302D, Carrying Weapons or Firearms on School Property. Motion passed.
Executive Session -Section 67-2345 b Idaho Code It was moved by Jerry Wixom
and seconded by Sharon Parry to enter Executive Session. Time: 9:06 P.M. Motion
passed.
Return to Open Session: It was moved by Jerry Wixom and seconded by Sue Fineman
to return to open session.

Clarification of Student Disci line Motion: Discussion was held to clarify the
expulsion motion.
It was determined that the term of the expulsion shall be far ane year in both cases.
The expulsions maybe reconsidered if either student `H' or `I' can show sufficient
progress by the end of the first trimester of the 1999-2000 school year. If either student
shows sufficient progress to be readmitted, they will be readmitted based upon the
possibility of alternative placement. It was moved by Jerry Wixom and seconded by
Sharon Parry to approve this clarification. Motion passed.
ADJOURNMENT It was moved by Jerry Wixom and seconded by Alan Reed to
adjourn the meeting. Time: 9:37 P.M. Motion passed.
