Chairman Burtenshaw called the meeting to order at 7:00 PM. The Pledge of Allegiance was led by IFEA
President-Elect Mary Robinson.
ADOPT AGENDA
Trustee Lent made a motion to adopt the agenda as presented. Trustee Zollinger provided the second.
Motion carried 4 ayes, 0 nays.
WORK SESSION
a.FY16 Budget Discussion
Carrie Smith, Director of HR & Finance, provided and reviewed the proposed FY16 Draft Budget
handout. Carrie shared this will be published in the local newspaper as per state statute and stated
things are finally headed in the right direction with a projected increase in state revenue this year.
A big portion, 85-90 percent, of the increase will be put back into employee salaries and benefits.
Discussions were held regarding general fund contingency, dedicated funds, extra-curricular and
co-curricular transportation and stipends. A budget hearing meeting is set for June 10, 2015 at 6:30
p.m. prior to the regular business meeting.
CONSENT AGENDA
Trustee Zollinger made a motion to adopt the Consent Agenda as presented. Trustee Haws provided the second. No
further discussion. Motion carried 4 ayes, 0 nays.

ACTION ITEMS
a.Negotiated Master Contract Ratification
Superintendent Boland provided and reviewed the 2015-2016 Negotiated Master Contract ratified
earlier today by the teachers association. The district will be picking up the 3% increase for health
insurance, a 10% increase in life insurance and the 2.5% increase in the base pay and stipends.
Discussions were held regarding added extra-curricular and co-curricular costs, a year-end athletic
report will be finalized and shared later, and a one-time payment for all full-time employees in the
December 2015 paycheck based on the liquid fund balance remaining once the audit is completed.
Superintendent Boland stated the teachers had a 100% approval which has never happened
before. Angela Gillman, IFEA President, shared that the teachers were very happy about the
increases.
Trustee Haws made a motion to accept the 2015-2016 Negotiated Master Contract ratification as
presented. Trustee Zollinger provided the second. Motion carried 4, 0 nays.
b.Extend Applicable Provisions of the Negotiated Master Contract to Administrative & Classified
Staff
Superintendent Boland stated it is the recommendation of the administration to extend the
applicable provisions of the Negotiated Master Contract to the administrative and classified staff.
Discussion was held regarding eligibility for additional contract days.
Trustee Lent made a motion to extend the following provisions from the Negotiated Master
Contract to full-time classified and administrative staff:
Sick, personal and death in family leave
Medical, dental and life insurance
One-time payment of $100.00 in the December paycheck
In addition, I move that the base for the classified and administrative salary schedules be increased
by 2.5% and three days be restored to the administrative work calendars and the classified work
calendars where practical. Trustee Zollinger provided the second. No further discussion. Motion
carried 4 ayes, 0 nays.
Chairman Burtenshaw called for a motion to convene in Executive Session. Trustee Haws made the motion
to go into Executive Session per Idaho Code §67-2345 (1) (c) property. Trustee Lent provided the second. A
roll call vote was taken:

EXECUTIVE SESSION
Superintendent Boland and the Board of Trustees met in Executive Session at 7:45 p.m. pursuant to IDAHO
CODE §67-2345 (1) (c) regarding a property matter.
Trustee Haws made a motion to return to Open Session at 8:05 PM. Trustee Zollinger provided the second.
Motion carried 4 ayes, 0 nays.

PM.
