III BOARD OF TRUSTEES -- BUSINESS MEETING DISTRICT OFFICE BOARD ROOM -- 7:00 P.M. 690 JOHN ADAMS PARKWAY WEDNESDAY, NOVEMBER 18, 2015 Trustee Deidre Warden, Vice Chair, called the meeting to order at 6:43 PM. Trustee Haws made a motion to go into Executive Session pursuant to Idaho Code §74-206 (1) (b) student. Trustee Lent provided the second. A roll call vote was taken: Deidre Warden — yes Dave Lent —yes Larry Haws —yes Bryan Zollinger — yes Lisa Burtenshaw — N/A (arrived later for the regular meeting) EXECUTIVE SESSION Mr. Randy Hurley, Director of Secondary Education and Acting Superintendent, met in Executive Session regarding a student hearing. Trustee Haws made a motion to return to Open Session at 7:05 PM. Trustee Zollinger provided the second. Motion carried 4 ayes, 0 nays. The Pledge of Allegiance was led by Jordan Coggins, a Theresa Bunker 3rd Grade teacher. ADOPT AGENDA Trustee Warden made a motion to adopt the agenda as presented. Trustee Haws provided the second. Student Reports - Student representatives were asked to share input regarding high school class scheduling and class offerings this month. Written comments, if provided, are attached. i. Emerson — Isaac Murphy reported. ii. Skyline — Addie Barnes and Melissa Klingler reported. iii. Compass—Amber Romriell reported. iv. Idaho Falls— Nicholas Stubblefield reported. Chairman Burtenshaw thanked all of the students for their input and stated that she would be calling to schedule times to visit and provide answers to their questions brought forth tonight. Student want to know why the district chose to have late start Monday's instead of an early release on Friday's for teacher collaboration time and if there are plans to add a class for senior projects. b. Patron Input —written comments, if provided, are attached. The following people shared comments regarding the 2016-2017 School Calendar options: Becky Harmon, Theresa Bunker Faculty Representative, Tammi Utter, Fox Hollow Principal, Aaron Jarnagin, Skyline High School Principal and Bob Devine, Idaho Falls High School Principal. Comments were made regarding embedded professional development held throughout the school year, professional development all at once prior to school was really hard this year, a shorter first week would help students get back in a routine and support for bringing back parent -teacher conferences at the secondary level. Mr. Suketu Gandhi provided comments regarding the ISAT-II Assessment for secondary schools. c. IFEA Report - Angela Gillman, President, reported. • Teacher Evaluation Process Training held recently was very well received, more sessions are being planned for January and March. • 2015-2016 School Calendar — would like to support the suggestion of embedded PD throughout the school year, bring back October In-service days so teachers can take advantage of state-wide offerings, group teachers in like groups for PD rather than requiring everyone to attend district led PD and the date for Elementary Back -to -School Night. • Children's Fund - Fundraising efforts continue • Law and Ethics classes are planned for January or February • ESSA Waiver — in support of less assessments and more teaching time • Idaho Public Teachers.org — an informational poster was provided for the District Office d. Education Foundation Report — no report. e. Other Items Board Committee/Community Conversation Updates Trustee Deidre Warden provided an update regarding the Instruction that Engages Committee meeting held on November 5, 2015. Trustee Bryan Zollinger provided an update from the Facilities Committee which met on October 16, 2015 to walk through our comprehensive high schools and touring the new Rigby and Madison High Schools to get an idea of what can be done to bring our buildings up to 21" Century learning spaces. Chairman Burtenshaw led a discussion about vision, mission, setting priorities and building on traditions to add new and engaging ideas. There was discussion about bringing forward Request for Qualification's for design services, general contractor and a construction manager to look at our facilities and what options are available. Chairman Burtenshaw asked the facilities committee members to work on a timeline regarding scope and schedules for the board to review prior to starting the RFQ's. 11/18/2015 D91 Board Minutes Page 2 of 4 ii. Monthly Budget Report — a printout was provided for board members. Trustee Lent asked about the line item for board insurance which Carrie Smith gave clarification that the district is required to carry liability insurance. Second Reading— 2016-2017 School Calendar Options Randy Hurley, Acting Superintendent, reviewed this is the second reading for calendar options 1 and 2. The only thing that had changed since the first reading was the August contract days for teachers were added. Mr. Hurley stated that a third calendar option had emerged after hearing the feedback from administrators and teachers regarding professional development and more instructional time. The new option, Option 3, has a start date of Wednesday, August 24, and a short first week. It includes two days of embedded professional development during the school year on Friday, October 7t" and Monday, January 16, rather than having all professional development at the start of the school year. The last day of school would be June 2. A discussion was held regarding posting the new option as soon as possible and personally emailing those who have already sent feedback so they are aware of the new option to provide further comments if they would like to. The third reading for the calendar is scheduled at the December 91" meeting and may be tabled until January if needed. ACTION ITEMS a. Student 2015-2016A Trustee Haws made a motion to admit Student 2015-2016A as recommended by the administration. Trustee Warden provided the second. Chairman Burtenshaw recused herself as she was unable to attend the Executive Session discussion. Motion carried 4 ayes, 0 nays. Trustee Zollinger made a motion to adjourn. The students would like to thank the Board forthe Tiew building. They love the new smell and the beauty of the building. Students for the most part are really comfortable In their new surroundings. Question 1: Calendar: Most students at Emerson liked the Option 1 calendar but overall the students were split between both option 1 and 2. Students really gave no reason for their preference. Question 2: Different classes we would like to see offered in the District that would help all students. • More foreign languages • SI 11UP Odbb— WU14111g, MUM duLu, uItflAllUdl I • Basics of computers • Art and the study of architecture This Friday we are doing our annual Thanksgiving Dinner at 12:30 and the Board Is invited to attend. We all know that most of the time, if someone had a say in when they had to come to school and when they didn't have to, most people would just not come, or only come when it was convenient. This is why giving power to students is risky. But I want to point out an example of when It worked out. Four years ago this district introduced Compass Academy as a new High School. Back then we had a schedule just like the other High Schools and many students were having a hard time keeping up with the different way of foaming, the stress of groups, and all this all day.from this experience students came up with the idea of more free time to get work done, and because of this feedback, our Director, Mr. Bertasso, was able to come up with our College schedule. Everyone has an opinion, and who better to give that opinion and feedback than the students that need to experience it. I can see a very distinct change in the school schedule if students were to have a say. For example, many students feel that the time between Thanksgiving break and Christmas is short and useless. Many have suggested combining the two breaks and have the whole month of December off. Then the second trimester can start without the desire to go back into another time to sit at home. Obviously everything we do can have a good and bad affect. I'm going to keep using my experiences I've had at Compass to make my point, because that is what I know. At Compass we use something called Class choice to pick our classes for every trimester. And this week we as students had to pick the classes we wanted and make all of these classes fit into our schedule. This is a big amount of trust of our faculty to allow us as students to be in charge of our schedule and to make sure we're getting enough credits to graduate. The pros I see to this are allowing the students to do what they want and what they think is most important to them makes them more excited to learn or more willing to learn. Con's are always there, and some in this case are some students aren't trustworthy and won't take enough classes or won't take the right kind of classes to better benefit themselves and their path to graduation. Under the existing rules, 7'b grade math students will only take -I& grade matbernatics exams, and a grade mathematics students will only take a grade mathematics exam. One must know that those who need extra help, students take 6a' grade math, and others take 76 grade, 9& grade, and. Algebra math courses. Students in 8a` grade mathematics are evaluated by 9m grade mathematics test. Those taking Algebra need to be evaluated by Algebra. standards. The advanced students are expected to score very high on 7a` grade, and those who need extra help will scone low on the 7'h grade mathematics. This does not provide information. The feedback the parents get through assignments and tests inform parents about their children's classroom performance. The missing information is the adherence to the grade level Common Core Mathematics standards at the classroom level. At the individual parental level, this problem cannot be resolved with the State Department of Education. It is hoped that the Board will take this issue with the both the State and the Federal authorities to change the exam requirements. • When substantive comments are made on the issues concerning education, it is to prevent the government from making error. These words were articulated by Justice Jackson of the US Supreme Court in 1950 in another case came before him, but still remain valid in the public input. The purpose of provocative statements is to identify pressing educational issues into the decision makers' consciousness. When this happens, issues would be resolved. • Board has eard ueulWthat SAT tests have defects in the manner in which they score, and lack of adherence to the curriculum for the English portion. If the news report of new SAT are accurate, and College Board means what it advertises, then the scoring of the test will be based on the correct answers. The English portion will be based on the curriculum. Mathematics portion will also be based on the mathematics curriculum Those who learn mathematics through Singapore's mathematics instructional materials will have an advantage in scoring high in mathematics. The needed changes would not have occurred without the criticism on the SAT Tests in both English contents and their scoring method.
