HomeMy WebLinkAbout2010_03_09 Board Minutes IDAHO FALLS SCHOOL DISTRICT 91 BOARD OF TRUSTEES BOARD MEETING DISTRICT OFFICE BOARD ROOM March 9, 2010 7:00 PM Present from the Board of Trustees: Present from the Administration: Dave Lent, Chairman George Boland, Superintendent Jerry Wixom, Vice Chair Guy Wangsgard, Director of Business Ernest Jensen, Treasurer Debbie Wilkie, Recording Clerk Deidre Warden, Clerk Lisa Burtenshaw Board Chair, Dave Lent called the meeting to order. Pledge of Allegiance was led by Guy Wangsgard. SPECIAL ORDERS OF THE DAY: Emissary of Excellency: Diana Molino, Ethel Boyes principal, introduced Alexis Rippel as the District 91 Emissary of Excellence. Alexis has been the secretary at Ethel Boyes for the past 13 years, her co-workers consider her one of the best attributes of their school. She has a great sense of humor; she is fashionable, unruffled and a great multi- tasker. Alexis is organized, knowledgeable, efficient, dedicated, an exceptional secretary, but most of all a person of impeccable character. She is the first smiling face you meet at Ethel Boyes. Alexis is kind, caring, honest and patient. Diana expressed her gratitude to Alexis and stated she is very deserving of this recognition. She is a huge source of support for her as well as every staff member, student and parent at Ethel Boyes; with tremendous gratitude she thanked Alexis for her service and also thanked the Board for honoring her with this award. Dave Lent thanked Alexis for the outstanding service and presented her with a certificate and gift card. Volunteer of the Month: Barb Rice, D91 Music Office Secretary, introduced volunteer Joyce Jenks as the recipient of the D91 Volunteer of the Month award. Joyce has been making costumes and helping with the district musicals for the past 16 years. Joyce takes great pride in making costumes, applying make-up, and any that needs to be done. Joyce’s number one concern is that the kids look good on stage. Barb thanked Joyce for everything she does to help. Joyce stated that this award is an extreme honor but the honor has really been working with the students, on average 30 to 80 students each year, who are truly talented individuals. REPORTS/INPUT/INFORMATION: a.Student Reports i.Wade Lenon, representative from Idaho Falls High School reported:  th Girls Choice Dance, March 20, theme is Michael Jackson’s - This is it  th Talent Show, March 16  Student Body Officer Elections coming up in two weeks  Three on Three basketball tournament in recognition of March Madness Wade stated that he is back in chemistry class this trimester and the room is tight, meaning overcrowded, he definitely feels the need for the additional classrooms at IFHS. Wade also expressed the need for more curriculum to stay busy and really utilize class time especially with the changes coming next year. He suggested a more rigorous prep for those taking the ACT, especially in English. b.Patron Input i.Mr. Gandhi, patron, shared ideas of how students can retain mathematical skills over the long summer break thus not wasting a lot of time reviewing when returning to school in the fall. He urged the authorities to provide each student with the appropriate math workbook to use over the summer. The Singapore math is full of multiple step problems and would help the students retain their mathematical skills. c.IFEA – Mitzi Ellingson reported: Mitzi shared the results of the Zoomerang Survey that the IFEA recently conducted within the district. This is the same staff satisfaction survey that was conducted a year ago. Mitzi provided board members with a copy of the results to review at their convenience. Last year 510 employees, certified and classified, participated and this year 483 participated. Lisa Burtenshaw asked to have the safety on the job portion broken down by building to see where the issues are. d.Education Foundation – Terri Frickey reported :  Support My School Program is under way and has been well received  Pass through monies are up 37% from last year, to date over $77,000 has been given to schools – these funds are primarily generated from the flyers set out at the schools.  Cami Smith is working with principals to identify the needs at each building 09-10 BRD MINUTES 03/09/2010 Page 2 of 5  st Mayor Scholarship Fundraising Dinner will be held on April 21 at the Shilo Inn from 6-9 p.m., over $53,000 in scholarship funds have been raised to date for the program this year. Two new contributors are The Hartwell Corp. and Areva.  Scholarship review was held last month and a list of the recipients for the Promise Awards and the Senior Scholarship Awards was provided to each Board Member.  The Foundation recognizes the current and future budget issues the school district is faced with. As a board they hope that their efforts help alleviate some of the burden the district is facing. They will be dispersing funds for the Explore and Plan testing, possibly additional mini teacher grants, applying for more grant opportunities to help with science consumables and the new robotics class. The Ed Foundation Board will be meeting soon to determine how much and what programs will benefit, Terry will keep the Board of Trustees informed of their decisions. e.The Key Work of School Board – Accountability, Jerry Wixom Accountability means taking a fair share of the responsibility for outcomes. Being accountable suggests that one answers for his actions as well as the results of his actions. Accountability includes not only taking credit but also accepting the blame. In public education all shareholders, everyone who participates in the educational process, share the accountability for student success. In public education the bottom line is student results and accountability is manifested by what is done and more importantly about the difference it makes. The system must be able to account for each and every student. Student success is measured by improved student achievement. Clear expectations together with clear measures of mastery are the yardstick for determining student achievement results. True accountability includes student growth and proficiency. Accountability occurs when a district uses the information from student results to make educational decisions. Decisions are then based on facts and focus. Everyone owns accountability for student achievement. Superintendent Boland added that the issue of proficiency and growth is key. Currently there are many measures of proficiency and but no measures of growth that are considered valid and reliable. Hopefully over time the Feds will move from a proficiency model to a proficiency and growth model which is a critical component. f.Superintendent’s Report  Superintendent Boland gave an update regarding the Legislative Session – JFAC made the K-12 appropriations, news was not good but could have been worse, overall the 7.5% reduction will impact District 91 about 4.5 million when looking at all sources. The appropriations bill still has to pass through the House, Senate and be signed by the Governor. The possibility of a mid-year holdback is still being talked about and is dependent on tax receipts, if they continue to come in below the expected amount then it would be a certainty.  Recently completed the four-year planning workshops, High School Starts Now, at the Junior Highs. Parent meetings were held at all three schools with good turnouts. ACT Explore (college readiness) test results were given out, when compared with other 09-10 BRD MINUTES 03/09/2010 Page 3 of 5 students nationally District 91 students scored higher. The ACT Plan test will be given to all sophomores next week.  Pre-registration is under way for K-12 right now. Kindergarten Round-up kickoff was st held March 1 with pre-registration closing on April 9th so we can get some idea of enrollment numbers for next year.  Recruiting Season is kicking off, Karla, Lisa and Gail will be at the Northern Utah Job Fair thth in Logan on Thursday, March 11 and on Saturday, March 13 the first of two District 91 Job Fairs will be held at the District Office with a full schedule of interviews.
