Superintendent John Murdoch was excused.
The Pledge of Allegiance was led by Trustee Ernest Jensen.
Mike Marshall, Principal of Edgemont Elementary School, introduced Janine Cadwallader, volunteer at
Edgemont. Jeanine has given dedicated assistance to Edgemont for the last five years, providing treats and
activities, as well as seasonal art activities, donating gift bags and classroom materials. She is always
positive, enthusiastic, and pleasant. Jared Fuhriman commended Mrs. Cadwallader for her efforts and
awarded her the Volunteer of the Month award.
Mr. Marshall then introduced Kris Horsburgh, secretary at Edgemont Elementary. She has worked at various
schools in District 91 for more than twenty years, the last twelve years at Edgemont. Mrs. Horsburgh makes
every effort to help parents, students and teachers in a caring, sincere way. Jerry Shively commended Mrs.
Horsburgh, and awarded her the Emissary of Excellence award.
ADOPTION OF THE AGENDA
Jerry Shively moved and Jared Fuhriman seconded the motion to adopt the agenda as written. Motion passed.
STUDENT TRAVEL REQUESTS
Ernest Jensen moved and Jerry Shively seconded the motion to approve the following student travel requests:
Eagle Rock, Clair E. Gale and Taylorview seventh and eighth grade student council to the Student

Council Conference in Boise on November 10, 11, and 12, 2005.
Skyline High School and Idaho Falls High School debate teams to Carol College in Helena, MT on
Dec. 2 and 3; the Alta High School TOC Tournament in Sandy Utah Dec. 9 and 10; and the

National Forensics League National Tournament in Dallas, Texas June 13 – 18.
Skyline High School’s orchestra and symphonic band to perform at the Heritage National Music

Festival, traveling April 6 – 9 to Anaheim, California.
Skyline High School’s DECA students to the Western States DECA Marketing Conference Nov. 17 –
20, in Portland, Oregon.

Skyline’s Character Ed. Students to the Character Education Partnership national forum, Oct. 20 –

REPORTS
FY05 Audit Report - Chairman Jerry Wixom commended Galusha, Higgins and Galusha for a complete and
in depth audit report. Judy Brower discussed the audit in detail. Mrs. Brower reported that the district is in a
solid financial condition. Actual revenues and expenditures are very close to projected amounts. However,
the trend of using fund balance to pay for ongoing expenses is a concern. Mrs. Brower thanked the district for
their accommodations during the audit.
Student Reports
Sadie Vandersloot, Skyline High School student representative, distributed cookie and glow sticks to the
Board. She reported on the following student activities: during Homecoming the students raised $2,000.
Emotion Bowl week is packed with activities, along with Red Ribbon week. The students will present skits at
the elementary schools promoting Red Ribbon week and teaching the students to be drug free.
Mason West, Idaho Falls High School student representative, reported on the following activities: Emotion
Bowl week, volleyball, football, tailgate party, college fair, choir concert, club competition, Parent-Teacher
conferences. During Red Ribbon week students will also be visiting elementary school promoting drug free
students.
Patron Input – None
IFEA - Jan Lang, IFEA President, reported that during a school supply drive on Sept. 27, eleven boxes were
sent to victims of Katrina. On Oct. 5, five large boxes were sent.
Mrs. Lang recommended postponing a vote on the calendar for one month so that teachers can be surveyed
regarding the two calendar proposals.

Education Foundation – Daryl Snyder reported that the foundation is still trying to find a Foundation
Development Director and have received several resumes. The Foundation has purchased a banner to help

with advertising at football games. The Advisory Board is complete and will meet Oct. 26.
Superintendent’s Report – School Spotlight – Edgemont
Mike Marshall, Principal of Edgemont Elementary School presented a powerpoint presentation showing
Edgemont’s growth and outlining the goals and practices that have helped improve student performance.
Policy 002.2.1 – First Reading This policy is regarding the dropping of students from the school rolls when
the student misses 5 days without parent contact.
Policy 1003.4.3.C - First Reading – Minor wording change to interscholastic athletics participation.
PROPOSALS
Policy 306.2 - Second Reading – Bids and Quotations
2006-07 and 2007-08 Calendars – Mrs. Jan Lang, IFEA President, asked for an opportunity to survey teachers
regarding the proposed calendars.
ACTION ITEMS
Federal Impact Aide Survey – Ernest Jensen moved and Jared Fuhriman seconded the motion to authorize
Guy Wangsgard to file for and in behalf of School District #91 for fiscal year 2006 under the provisions of
Title VIII ESEA (Impact Aid). Motion passed.
Business Management Software Bid – Ernest Jensen moved and Jerry Shively seconded the motion to award
the business management software bid to Skyward in the amount of $143,673 plus travel expenses. Motion
passed.
EXECUTIVE SESSION
Jerry Shively moved and Jared Fuhriman seconded the motion to move to executive session for discussion of
personnel, Section S67-2345(B), IDAHO CODE, and negotiations, Section S67-2345 (C) IDAHO CODE.
Motion passed.
Jerry Shively moved and Jared Fuhriman seconded the motion to move to open session. Motion passed.
OPEN SESSION
Ernest Jensen moved and Jared Fuhriman seconded the motion to support the administration’s suspension of
Teacher 2005-06A. Motion passed.
Tracie Miller moved and Jerry Shively seconded the motion to adjourn. Motion passed.
