Pledge of Allegiance was led by Guy Wangsgard. WORK SESSION a.Facility Upgrade Review: George Boland addressed the Board of Trustees that today’s meeting is for the Board to discuss different bond amounts and types and to determine if there is a need to further reduce the scope of the project to lower the anticipated costs. The administration will receive the Guaranteed Maximum Price on January 16, 2009. A special Board Meeting will be held on January 20, 2009. During the January 27, 2009 work session, the Board of Trustees will set the bond amount and the bond date. Eric Heringer, Seattle-Northwest Securities discussed the different bonding amounts and the costs. He discussed ways to structure the bonding to keep the cost to patrons’ level. The range of cost for the bond is estimated to range from approximately $5.25 per month on a $100,000 Net Market Value home to approximately $11.00 per month on a $100,000 Net Market Value home; depending on the bond amount. The cost of construction is down right now and many contractors are looking for work—so it is a good time for School District 91 to pursue facility upgrades. Jim Knutson and Mike Clements from Trane, Inc. was present to respond to questions in regards to scope of work. The costs associated with the new construction of Dora Erickson Elementary school encompass the potential for rock excavation for the footings. The soil review report should be ready by January 16, 2009. If the costs are lower, that savings will be passed on to the School District. Page 1 of 2 SUP 08-09 BRD MIN 12-16-2008 2 Representatives from ES, Bateman Hall, Design West, MSS (Mechanical System Solutions) were also available to address any questions from the Board of Trustees. The team discussed that this is a good construction economy. They will use hire local resources in the community for this project. Nick Miller, Attorney from Seattle-Northwest Securities discussed the legal steps to seek a bond. 1.The Board needs to call for a resolution as an official board action. This will happen on January 27, 2009. At this time, the Board of Trustees will determine the bonding amount, the scope of the bond and identify polling locations. Nick will help the Board of Trustees to specify the scope of work to be completed with the bond money. 2.The Board of Trustees will canvass the votes. There is a 40-day challenge period after the results are tallied. After that 40 day period, the bond will go on the market. 3.The Board of Trustees will vote on the resolution to give authority to proceed. 4.The Board of Trustees will vote to set the interest rates and lock in the borrowing amount. 5.Publish a notice 3 weeks before the election date.
