HomeMy WebLinkAbout2009_04_28 Board MinutesBOARD OF TRUSTEES BOARD MEETING DISTRICT OFFICE BOARD ROOM April 28, 2009 Present from the Board of Trustees: Present from the Administration: Mary Ann Smith, Board Chair George Boland, Superintendent David Lent, Vice Chair Guy Wangsgard, Director of Business Ernest Jensen, Treasurer Gail Rochelle, Director of Secondary Jerry Wixom Karla LaGrange, Director Elementary Caroline Meagher, Recording Clerk Board Chair Mary Ann Smith called the meeting to order. Pledge of Allegiance was led by London Watkins. WORK SESSION a. Gifted and Talented Program Report: Karla LaOrange, Director of Elementary Education, reported that over the past year, the Gifted and Talented committee, which was formed in response to the state mandate of Idaho Code 33-2003, has been meeting to enhance the Gifted and Talented Program. Karla invited some PACE students to bring in their completed projects on solar energy so the board can see the level of work that the kids complete. The kids each presented their projects and their findings. All the kids expressed that they really enjoyed the level of study in the series. The committee has written a new Board Policy that will be presented to the Board during the May 12`h meeting as a first reading, This will become an action item during the July 14`h Board meeting. b. Budget Review: Superintendent Boland reported that the administration was hopeful that the legislature would have set a school budget by now. Without that information, the district remains in a holding pattern, waiting for JFAC to set the budget. Scott Marotz, District Attorney, reported the timeline if the district were to pursue declaring a Financial Emergency. With that possibility, Scott advised the Board of Trustees to consider holding a Public Hearing for the presumed budget cuts in response to the budget holdback. By holding the Public Hearing the first week in May, we can pursue, if necessary, a Financial Emergency. Page ] of 2 SUP 08-09 BRD MIN ACTION ITEMS a. Ratify Supplemental Levy Election Results Jerry Wixom motioned to ratify results from the Supplemental Levy Election held April 14, 2009. Ernest Jensen seconded the motion. Four Aye votes — motion carried. b. Ratify telephone poll results for Raysten Stadium bid award David Lent motioned to ratify results from the Raysten Stadium bid award held on April 16, 2009. Ernest Jensen seconded the motion. Four Aye votes — motion carried, c. Edgemont Gardens Elementary Day Proclamation Superintendent George Boland reported that Edgemont Gardens Elementary School will celebrate their 50tn anniversary and they would like the board of trustees to declare that date "Edgemont Gardens Elementary Day," Ernest Jensen motioned to proclaim Edgemont Gardens Elementary Day as noted, David Lent seconded the motion. Four Aye votes — motion carried. d. Declare an emergency exists at AH Bush Elementary for emergency expenditures per Idaho Code 67-2808. Dana Wood, Director of Operations, reported that the administration recommends that the district pursue this status so repairs can be made to the building over the summer in a timely manner, bypassing the lengthy bid process. Scott Marotz, district attorney, reported that the term "emergency" exists only in the sense that our engineers have identified violations in code from construction that was performed in 2004. The district attorney is currently seeking resolution for these violations. Jerry Wixom motioned to declare that an emergency exists at AH Bush Elementary for emergency expenditures per Idaho Code 67-2808. Ernest Jensen seconded the motion. Four Aye votes — motion carried. Payment of Claims --May 12, 2009 The total claims against the School District in the tax -supported funds for this month are $ 2,295,198.29. Board members are encouraged to contact Guy Wangsgard at 525-7508 before the meeting if they have questions about any of these claims against the district. If any individual member feels the need to raise the issue of a particular claim at the meeting for public discussion they may do so at that time.
