BOARD OF TRUSTEES -- WORK SESSION

Chairman Lisa Burtenshaw opened the meeting at 12:03 p.m. and called for a motion to adopt the agenda.
Trustee Lent made a motion to adopt the agenda. Trustee Haws provided the second. Motion carried 4
ayes, 0 nays.
Chairman Burtenshaw called for a motion to go into Executive Session at 12:03 PM. Trustee Warden made
a motion to go into Executive Session pursuant to Idaho Code §74-206 (1) (b) Personnel. Trustee Lent
provided the second. A roll call vote was taken:

EXECUTIVE SESSION
Superintendent Boland and the Board of Trustees met in Executive Session regarding a personnel matter.
Trustee Warden made a motion to return to Open Session at 12:07 PM. Trustee Haws provided the
second. Motion carried 5 ayes, 0 nays.

WORK SESSION
a. Facilities Discussion
Superintendent Boland led a discussion regarding the recently posted Requests for Qualifications
(RFQs) for Construction Manager/General Contractor (CM/GC) and Design Professional Services to
see what would be necessary to bring our high schools up to 21" Century learning environments.
The superintendent provided handouts and reviewed enrollment projections, a flowchart and
timeline for possible upgrades at Idaho Falls and Skyline high schools, multi-purpose rooms at
three of our existing elementary schools and a new elementary school on the south end of town.
Discussion items included design and CM/GC contract negotiations, bond election, district -wide
boundary changes and future supplemental levies. Superintendent Boland stated these
discussions are in the early planning stages and once the RFQs come back in February we should
have a clearer picture for moving forward.
Trustee Zollinger excused himself at 12:55 p.m. to return to work.
ACTION ITEMS
a. CMGC/Design Services Selection Process
Superintendent Boland reviewed the flowchart and timeline for the Construction Manager/
General Contractor (CM/GC) and Design Services selection. The CM/GC RFQ proposals are due
back on February 8, 2016 and the Design proposals on February 22, 2016. It is the
recommendation of the administration to have Superintendent Boland, Kevin Klingler, Director of
Operations, Aaron Jarnagin and Bob Devine the two high school principals and any board
members interested in serving on the selection committee. A discussion was held.
Trustee Warden made a motion to accept the CMGC/Design Services Selection Process outlined in
the flowchart as presented. Trustee Lent provided the second. No further discussion. Motion
carried 4 ayes, 0 nays.
a. Employee 2015-2016H
Trustee Haws made a motion to allow Employee 2015-2016H to be released from contract
effective today as requested. Trustee Warden provided the second. Motion carried 4 ayes, 0 nays.
b. Calendar Changes
Early Release Day — Friday, March 11, 2016 for all Secondary Schools
Superintendent Boland reviewed that the student leaders from IFHS and SHS have asked
for an early release day as an incentive for students as they collect canned food for the
Annual Souper Bowl. Students from both high schools work collectively seeking donations
for the local food bank. Last year students gathered approximately 92,000 cans but fell
short of their goal. The goal this year is 100,000 cans. The superintendent stated
elementary schools are already out on March 111h for parent -teacher conferences and
secondary schools have enough hours built into the schedule that would allow them to
still meet the state requirement. It is the recommendation of the administration to allow

all secondary schools an early release day on March 11, 2016 contingent upon meeting
their goal of collecting 100,000 cans.
ii. Partial Release Day — Tuesday, April 12, 2016 (Statewide SAT Testing Date for Grade 11)
Superintendent Boland stated the SAT statewide testing date is set for Tuesday, April 12,
2016. It is the recommendation to allow a partial release for Grades 9, 10 and 12 so the
test can be administered effectively to students in Grade 11.
Trustee Warden made a motion to allow early release on Friday, March 11, 2016 for all
secondary schools, contingent upon reaching their goal of collecting 100,000 cans of food
and a partial release day, no school for Grades 9, 10 & 12 on Tuesday, April 12, 2016, for
SAT testing for Grade 11 as presented. Trustee Lent provided the second. Motion carried 4
ayes, 0 nays.
The next board meeting is on February 10, 2016 at 7:00 p.m. at the District Office. Trustee Haws made a
motion to adjourn. Trustee Warden provided the second. Meeting adjourned at 1:16 PM.
