Chairman Burtenshaw called the Budget Hearing to order at 6:33 PM. Carrie Smith, Director of HR & Finance and Bryce
Bronson, Comptroller, provided copies and shared a PowerPoint presentation reviewing the FY2017 Budget proposal. A
discussion was held.
Chairman Burtenshaw called for public comments regarding the budget proposal. Mr. Suketu Gandhi shared comments
regarding dedicated funds for supplemental books, revival of the RAD Program and increasing the number of school
days. Written comments are attached.
The Board thanked the Administrative Team for their hard work and expertise to prepare a balanced budget each year.
The Budget Hearing meeting concluded at 6:55 PM.

Chairman Burtenshaw called the Business Meeting to order at 7:00 PM. The Pledge of Allegiance was led by Bryce
Bronson.

IFEA Report - Margaret Quade, IFEA Co-President, reported:

The 2016 Education and Retirement Celebration, held on May 19, was a big success. The new
venue, Willards Art Center, worked well and brought new life to the annual event.
IFEA sponsored a class for teachers this past month on dealing with difficult students which was very
well attended.

IFEA Delegates are in Driggs this week to set goals and brainstorm ideas to help serve their members
professionally throughout the upcoming year.
Lisa Scott and Margaret Quade, IFEA Co-Presidents, are planning to attend the National Education
Association’s Representatives Assembly in Washington D.C. later this month.
The 2016-17 New Teacher Breakfast is scheduled for Wednesday, August 17, 2016, more details will
be announced after plans are finalized.

i.Board Committee/Community Conversation Updates
Facilities Committee - Trustee Warden reported that the High School Redesign Open House
was held at the Willards Art Center on May 25, 2016. Hummel Architects shared drawings of
the proposed modernization plans at Idaho Falls and Skyline High Schools. Trustee Warden
stated overall patrons and community members expressed support for the designs but did
not envy the Board of Trustees for the decisions they have ahead of them. The site plans are
available to view on the district website and everyone is encouraged to take a look at them.
ii.Idaho School Board Association Meetings
Summer Leadership Institute, July 21, 2016, 1:00-6:00 p.m. in Rigby
Annual Convention, November 9-11, 2016 in Boise

Surplus Items – Whiteboards and Smartboards
Superintendent Boland reviewed that some of the technology upgrades being done this summer included
installation of interactive whiteboards and projectors in more classrooms across the district. The existing
whiteboards and smartboards will be taken out and donated to the Habitat for Humanity ReStore rather
than being dumped in the landfill. The district has contacted Habitat for Humanity to confirm they are
willing to take the surplus items.
PROPOSALS
a.BP 408 Child Nutrition Charge Policy and Procedures - Second Reading
Superintendent Boland stated this is the second reading of modifications to Board Policy 408 – Child
Nutrition Charge Policy and Procedures. No public comments have been received and no changes were made
since the first reading last month. No further discussion. This item will be moved forward to the July 13, 2016
agenda as an Action Item.

a.Adopt FY17 Budget
Trustee Haws made a motion to adopt the FY2017 Budget as presented. Trustee Zollinger provided the
second. Chairman Burtenshaw praised the administrative team for their work on the budget and for making
it a smooth process for the Board to review. Motion carried 4 ayes, 0 nays.
b.2016-17 Leadership Premiums
Superintendent Boland reviewed the list of Leadership Premium offerings proposed and stated there is one
change going into fiscal year 2017, the minimum premium is now $900 but the state appropriation is still
$850 per FTE. This change is in response to those districts issuing every teacher a premium last year. The
menu consists of District Directed and Managed and Building Directed and Managed Leadership Premiums
available for those functions listed in each category. A discussion was held.
Trustee Zollinger made a motion to accept the proposed 2016-17 Leadership Premiums. Trustee Warden
provided the second. No further discussion. Motion carried 4 ayes, 0 nays.
c.Piper Jaffrey Financial Services Agreement
Superintendent Boland stated that Eric Heringer, with Piper Jaffrey, has served as our financial advisor

previously and will be here on July 13 to discuss the high school redesign and modernization proposal. Eric
will be here to talk about the numbers and tax implications associated with a bond. Superintendent Boland
reviewed that there are no costs associated with the agreement until such time a bond is proposed and
passed. A discussion was held.
Trustee Warden made a motion to approve the Financial Services Agreement with Piper Jaffrey as
presented. Trustee Haws provided the second. No further discussion. Motion carried 4 ayes, 0 nays.

d.2016 Audit Engagement Letter with Galusha, Higgins & Galusha /Wipfli LLP
Carrie Smith reviewed that Galusha, Higgins & Galusha has combined with Wipfli to be able to provide more
services to their clients. Carrie stated the cost is comparable to what the district has paid in the past and
would recommend engaging their services.
Trustee Haws made a motion to accept the 2016 Audit Engagement Letter with Galusha, Higgins &
Galusha/Wipfli LLP as presented. Trustee Zollinger provided the second. No further discussion. Motion
carried 4 ayes, 0 nays.
e.ISBA 2016-2017 Membership Renewal
Superintendent Boland reviewed ISBA member services and the invoice for the annual membership renewal
with the Idaho School Board Association. A discussion was held.
Trustee Zollinger made a motion to accept the ISBA 2016-2017 Membership Renewal as presented. Trustee
Haws provided the second. Chairman Burtenshaw stated she really liked the ISBA membership and that it
also provided a forum for the district if needed. Motion carried 4 ayes, 0 nays.
f.Authorization for Contract Extension with New Tech Network
Superintendent Boland reviewed that the current 4-year contract had expired and this would give the
district a 2-year contract extension with New Tech Network. A majority of the cost is for the Echo User
licenses for students but it also includes some coaching and leadership workshops. Superintendent Boland
stated the district has two teachers that are now certified to train new teachers as they are hired.
Trustee Warden made a motion to authorize the 2-year contract extension with New Tech Network as
presented. Trustee Zollinger provided the second. No further discussion. Motion carried 4 ayes, 0 nays.
g.Westside Remodel Bids
Superintendent Boland introduced Paul Jenkins, Bateman-Hall, in the audience tonight to answer any
questions the Board may have regarding the proposed remodel. Superintendent Boland stated the bids
received were not as favorable as we had hoped, there was a $40,000 difference between the estimate and
where the bids came in. This project could be put off and bid again next spring but where this is
predominately a safety issue it is the recommendation of the administration that the Board award the bids
as stipulated for bid packages #2 through #11 and #14 and then make a second motion to give Bateman-Hall
authorization to award up to $10,000 for bid package #13 for Plumbing and HVAC. At this point, the
superintendent stated that the option for the larger window would not warrant the $8,000 expenditure at
this time. A discussion was held regarding the fact that no responsive bids were received for package #13
and that soliciting bids would be the best way to proceed at this time.
Trustee Haws made a motion to accept the Westside remodel bids for packages #2-11 and 14 as stipulated.
Trustee Zollinger provided the second. No further discussion. Motion carried 4 ayes, 0 nays.
Trustee Zollinger then made a motion to authorize Bateman-Hall to award bid package #13, for plumbing
and HVAC, in an amount not to exceed $10,000. Trustee Warden provided the second. Motion carried 4
ayes, 0 nays.

EXECUTIVE SESSION
Chairman Burtenshaw called for a motion to go into Executive Session at 7:45 PM. Trustee Warden made a motion to go
into Executive Session, pursuant to IDAHO CODE §74-206 (1) (b) personnel matters.
Trustee Zollinger provided the second. A roll call vote was taken:

The Board of Trustees and Superintendent Boland met in Executive Session regarding Employee 2015-2016C. The Board
of Trustees continued in Executive Session regarding the superintendent’s annual evaluation.
Trustee Warden made a motion to return to Open Session. Trustee Haws provided the second. Motion carried 4 ayes, 0
nays.
ACTION ITEMS

Trustee Haws made a motion to remove Employee 2015-2016C from probation and offer a contract for the
2016-2017 school year. Trustee Zollinger provided the second. Motion carried 4 ayes, 0 nays.
b.Extend Superintendent’s Contract Through June 30, 2019
Trustee Zollinger made a motion to extend Superintendent Boland’s contract through June 30, 2019. Trustee
Haws provided the second. Motion carried 4 ayes, 0 nays.
Trustee Warden made a motion to adjourn. Trustee Zollinger provided the second. The meeting adjourned at
8:15 PM.
The next meeting is the Annual Board Reorganization Meeting scheduled for Wednesday, July 13, 2016 at 7:00
P.M. at the District Office.

Guidelines for Patron involvement in School Board Meetings
School Board meetings are meetings of the elected Board of Trustees held in public for the
purpose of conducting the business of the Board. Patron input is invited during board meetings
on the following basis:
To request to speak to the Board of Trustees:
in order to be recognized, the patron must sign and complete the Public Input portion below prior
to the beginning of the meeting. The Public Input Sheet should be located on a table at the back
of the boardroom.
Patrons will be recognized by the Chairman of the Board. Public input should not exceed three
minutes. The Board will listen to public input without comment except to ask germane questions.
Expressions must be appropriate to the public setting. Discussion of personnel matters or
personal attacks are not appropriate.
Board Policy 506.0 item 5 states that complaints against a particular teacher or District
employee sholl be in writing. The contract between District 91 and the teacher's
association, as well as traditional concepts of the due process of low, require that the
offected employee be notified of o written complaint.
The Choir has the authority to control the meeting whenever necessary.

Three things that the budget needs: 1) Dedicated money for purchase Of Supplementary
books, and 2) revival of the RAD Program, the Gifted and Talented Program for KG -3, and 3)
increasing the number of student school days to 180 days.
It is an established fact that the textbooks for secondary school mathematics adhering to
the Common Core Standards do not exit. Teachers assemble instructional materials from
resources as they teach students. Some resources do exits for the secondary school mathematics
in the Common Core Mathematics (may be acceptable outside of Idaho), but it has not been
approved for use in Idaho Public Schools. From the inspection of an Algebra I used in high
school, it is evident that that it lacks the needed quality of exercises, and there is lack of
reinforcement of previously learned materials. However, quality exercises do exists, but they are
available outside of US. It is hoped that a dedicated budget be made to purchase quality
mathematics books for teachers' resources that would give them access to excellent mathematics
exercises. It is expected that teachers would have easy access to complex and challenging
problems, and having them in their possession would facilitate them in giving excellent problems
in their classrooms.
RAD program benefited my child in grades KG -2. The budget cut eliminated the
program. Focus of RAD was for the students to read at a deeper level. This way, they would
thoroughly comprehend the text. Because of the tangible benefit RAD has br!2K it should be
restored. This way, it would bring benefits to highly qualified students in KG — 2 grade.
The calendar for 2016-2017 has 176 school days. The first few days and the last week Of
the schools do not provide instructions. Thus, about 6 instructions days are lost. In other words,
176 school days amounts to 170 tangible instructions days. A way to rectify this is to increase the
number of instructions days to 180, and then to 186 days. Number of days of instructions is more
important than the actual classroom time. Additional instructional week means that students
would learn additional topics. This brings tangible benefits to the students.
6-8-16 Superintendent's Report
• Staffing update:
o Secondary: 5 full time positions vacant— Math (3) SHS, IFHS (Offer pending), Eagle
Rock; FCS @ ER, Spanish @ Compass. Also have a music position (orchestra emphasis)
for elementary & MS beginning — puzzle scheduling with several variables dealing with
travel between schools.
o Elementary: 1St @ Fox, 3rd @ Hawthorne, 4t" @ Hawthorne & Edgemont, 5t" @ Erickson
& Temple View, 6t" @ Linden Park (7 vacancies w/ possible 8t" at TV pending)
• High School Advisory Restructuring for 2016-17 school year:
o Both schools will hold on Mondays between 2nd & 3rd periods (30 minutes)
o All students assigned to an advisory section
o IFHS differentiated by grade level needs
o SHS working on school -wide intervention/enrichment—summer project
o Faculties at both schools heavily involved & supportive of changes
• HS redesign presentation at IF City Council work session
o Overall reaction from council members positive
o Sets the stage for bi-annual meetings/discussion

Suketu Gandhi's Comments on Involving University Professors with Education June 8, 2016
The discussion for today involves entire Idaho. It is not directed at the School District 91, or any
teachers in particular. It is appropriate to address to the Board with a hope that action will be
taken through Idaho School Board Association.
When the State Department of Education sought public comments on the teacher's certification
rule with regards to Chemistry, Mathematics and Physics (on April 21, 2016), it was easy to
identify missing requirements associated with specific subject matter. Suitable comments were
submitted to State Department of Education.
For Chemistry, the explicit requirement is courses in Organic Chemistry, and Inorganic
Chemistry. The missing requirement was Physical Chemistry. Physical Chemistry provides the
theoretical foundation of the Periodic Table of the Elements, gas laws, and thermodynamics. To
be more specific, Physical Chemistry consists of one semester quantum mechanics, and one
semester of thermodynamics. In trimester system, it consists of one trimester of quantum
mechanics, one trimester of thermodynamics and one trimester of chemical kinetics (at UCLA).
For Physics, the missing explicit requirements were upper division of Mechanics, Electricity &
Magnetism and Optics & Waves. The propose rule only states 20 semester hours of the course.
When teaching Physics, the curriculum consists of Mechanics, Electricity & Magnetism and
Optics & Waves
In high school teaching of Mathematics, the rule calls for only two semester of standard calculus.
However, for teaching courses below calculus, teachers should take three semesters of calculus.
This impacts the quality of teaching. Specifically, in Geometry, students learn how to derive
surface area of sphere, and volume of a cone, pyramid, and sphere. Surface area and volumes of
a three dimensional objects are part of the standard 3`d semester of Calculus class, which goes
under the title of multivariable calculus. In Geometry, non -calculus approach to derivation is
challenging, but having the knowledge from calculus will make it easy to understand the
derivation. For teaching calculus, additional course work needed include Real Analysis, and
Differential Equations Calculus students learn mathematical proofs, and differential equations.
Having a background in Real Analysis and differential equations give foundation for teaching
mathematics which are part of standard AP Calculus BC course. It is also important that every
math teacher should know Linear acrd Matrix Algebra. This course is not part of the mathematics
curriculum, but it should become part of it.
Having advanced knowledge in specific subject area facilitates in identification of omissions.
However, this may be the "tip -of -iceberg". It would be better when university professors, who
have the specialized knowledge, to be involved in the major education policy formulation. This
includes teacher's qualifications. Their knowledge would be valuable to identify multiple ways
to demonstrate the needed content knowledge for certification of the teachers in specific subject
area. For example, one may not need to take Quantum Mechanics from the Chemistry
Department, if one is taken from the Physics Department.
The State Department of Education knows this. If IBSA also presses for this, as well as Idaho
Board of Education, then the involving university professors with subject matter expertise will
become a reality. It is hoped that the Board will press IBSA the State Department of Education to
engage with university professors in formulation of teacher's qualifications for all subject areas.
