Trustee Warden made a motion to go into Executive Session pursuant to Idaho Code §74-206 (1) (b) Personnel. Trustee Lent provided the second. A roll call vote was taken: Lisa Burtenshaw – yes Deidre Warden – yes Dave Lent – yes Larry Haws – yes Bryan Zollinger – yes EXECUTIVE SESSION Superintendent Boland and the Board of Trustees met in Executive Session, pursuant to Idaho Code §74-206 Employees 2016-2017A and 2016-2017B. (1) (b) Personnel, regarding Trustee Lent made a motion to return to Open Session at 6:52 PM. Trustee Zollinger provided the second. Motion carried 5ayes, 0 nays. BUSINESS MEETING Chairman Burtenshaw called the Business Meeting to order at 7:02 PM. Employee 2016-2017B as posted. Trustee Haws provided the second. Motion carried 5 ayes, 0 nays. REPORTS/INPUT/INFORMATION a.Student Reports – written comments, if provided, are attached. i.Compass Academy - Representatives Emily LaDow and Bryce Spaulding reported. ii.Skyline High School – Representatives Lacey George and Aubrey Thuernagle reported. iii.Idaho Falls High School – Representative Tessa Williams reported. iv.Emerson Alternative High School – Representative Zoe Empey reported. b.Superintendent’s Report Superintendent Boland reviewed enrollment numbers for the beginning of the 2016-17 school year. The superintendent shared that the incoming kindergarten class is under 700 students for the first time in quite a while. Overall elementary is down about 105 students in grades 1-6 and 78 students in kindergarten. The administration had anticipated a smaller kindergarten enrollment after seeing numbers from Kindergarten Round-ups held last spring. Middle schools are down about 15 students and high school numbers are up 85 students from this time last year. Districtwide net enrollment is down about 100 students. Class sizes overall are within the set target points with only a few hot spots at Edgemont and Sunnyside where additional classes were added. Idaho Falls and Skyline high school both have more students than anticipated. A brief discussion was held regarding student growth throughout the region. Supt. Boland also asked board members to complete the survey for the upcoming Communications Audit and reminded them of the ISBA Region 6 Meeting on Sept 21, 2016 in Rigby. A discussion was held regarding ISBA resolutions that will be brought forward this year at the Annual Convention, November 9-11, 2016, in Boise. c.Patron Input – written comments if provided are attached. Patron Ray Reitzel shared comments from a letter he wrote and presented to the Board of Education in Washington D. C. last year. A brief discussion was held. Trustee Lent stated it was nice to hear about the deliberate efforts being taken by our students to include others, referring to the “munch and mingle” lunchtime mentioned earlier by IFHS Student Representative Tessa Williams. d.IFEA Report - Margaret Quade, Co-President reported the following:  IFEA New Educators /Support Specialists Pizza Night was held tonight for all new educators and support staff.  IFEA Board members attended the Region 6 IEA meeting this past week. Margaret thanked the Board of Trustees and Superintendent for their support. Margaret stated that our teacher’s organization is the envy of the state because of the positive relationship they have with the district administration.  A Master Teacher Premium Workshop is available on October 29, 2016 - The Idaho Education Association is bringing trainers in to help teachers be ready when it becomes available. This opportunity would provide an extra $4000 a year for three years if teachers choose to take advantage of it. Classes are filling up fast.  State Board of Education’s School Accountability Public Hearing will be held on Sept. 21, 2016 from 6- 8 p.m. at Eastern Idaho Technical College. The IFEA is getting a committee together to attend the hearing. This is in regards to the compliance piece that goes along with Every Student Succeeds Act.  Public School Funding – an informational meeting will be held on September 27, 2016, more information to come. 09/14/2016 D91 Board Minutes Page 2 of 4 CONSENT AGENDA Trustee Zollinger made a motion to approve the Consent Agenda as presented. The law also stipulates some of the components that need to be included. As a district administrative team they reviewed the plan, clarified the goals for all students to be proficient, still focusing on Literacy, Numeracy and College and Career Readiness. The updated plan is more of a dashboard view with specific benchmarks for the 2016-17 school year. It also includes plans that address the State Funded and Enhanced K-3 Literacy Plan and the College and Career Readiness piece. The superintendent commended Margaret Wimborne for putting the document together in a way that works for multiple audiences. A discussion was held. Trustee Warden made a motion to adopt the District 91 2016-2017 Continuous Improvement Plan as presented. Trustee Lent provided the second. No further discussion. Motion carried 5 ayes, 0 nays. b.Employee 2016-2017A – Release from Contract Request Trustee Warden made a motion to grant Employee 2016-17A release from contract as requested contingent upon the district finding a suitable replacement. Trustee Haws provided the second. No discussion. Motion carried 5 ayes, 0 nays. c.Surplus Vehicle Bid Carrie Smith reviewed that after contacting the winning bidder of the surplus vehicles, a 1985 GMC truck, a 1997 Ford Van and a 2001 Buick Century, they no longer wanted any of the vehicles. Since that was the only bid received, the administration is seeking permission to sell the vehicles in a way would be most advantages to the district. Trustee Zollinger made a motion to approve the sale of the surplus vehicles as described. Trustee Warden provided the second. Motion carried 5 ayes, 0 nays. d.Employee 2016-2017B – Release from Contract Request Trustee Haws made a motion to release Employee 2016-2017B from contract as request without conditions. Trustee Zollinger provided the second. Motion carried 5 ayes, 0 nays. Chairman Burtenshaw called for a motion to adjourn. Trustee Warden made a motion to adjourn. MYJ IDAHO FALLS SCHOOL DISTRICT #91 PUBLIC INPUT SHEET Guidelines for Patron Involvement in School Board Meetings School Board meetings are meetings of the elected Board of Trustees held in public for the purpose of conducting the business of the Board. Patron input is invited during board meetings on the following basis: To request to speak to the Board of Trustees In order to be recognized, the patron must sign and complete the Public Input portion below prior to the beginning of the meeting. The Public Input Sheet should be located on a table at the bock of the boardroom. Patrons will be recognized by the Chairman of the Board. Public input should not exceed three minutes. The Board will listen to public input without comment except to ask germane questions. Expressions must be appropriate to the public setting. Discussion of personnel matters or personal attacks are not appropriate. Board Policy 506.0 item 5 states that complaints against a particular teacher or District employee sholl be in writing. The contract between District 91 and the teacher's association, as well as traditional concepts of the due process of low, require that the affected employee be notified of a written complaint. The Chair has the authority to control the meeting whenever necessary. The whole thing is we all can, but what's sad is a lot of people never receive it. This is my testimony. What I am talking about is that peace and joy that we all have inside us. I think it all started in the 60's to80's when religion was completely taken out of school. What happened we lost our roots to our foundation - the great commandment: Matthew 22:37-39, you should love your Lord god with all your heart, with all your soul, and with all your mind. This is the first and greatest commandment and the second is to love your neighbor as yourself. We don't really do this because we don't do this at home, because of broken child hoods. What I really don't understand is why we can't practice this unconditional love in school. 1 Corinthians 13:2 says "though I have the gift of prophecy and the understand all mysteries and all knowledge and though I have all faith so that I could remove mountains but have no love I am nothing." 1 Corinthians 13:4-6 continues " Love is patient, love is kind and is not jealous; love does not brag and is not arrogant, 5 does not act unbecomingly; it does not seek its own, is not provoked, does not take into account a wrong suffered, 6 does not rejoice in unrighteousness, but rejoices with the truth." Matthew 20:16 tells us that "the last will be first and the first will be last and many are called but few are chosen. This I believe is talking about not finding our true self to me which is the Holy Spirit because we never learn to have the power to look or the ability its really simple 1 Corinthians 13:13 and now abide faith hope love but the greatest is love
