HomeMy WebLinkAbout2017_09_13 Board Minutes IDAHO FALLS SCHOOL DISTRICT NO. 91 BOARD OF TRUSTEES -- BOARD BUSINESS MEETING DISTRICT OFFICE BOARD ROOM -- 7:00 P.M. 690 JOHN ADAMS PARKWAY WEDNESDAY, SEPTEMBER 13, 2017 Vice Chairman Larry Haws called the meeting to order at 6:35 PM. Trustee Wilson made a motion to go into Executive Session pursuant to Idaho Code §74-206 (1) (b) Personnel and (c) Property. Trustee Lent provided the second. A roll call vote was taken: Lisa Burtenshaw – excused Dave Lent - yes Deidre Warden - yes Larry Haws - yes Larry Wilson – yes EXECUTIVE SESSION Superintendent Boland and the Board of Trustees met in Executive Session for discussions regarding Employee 2017-2018E’s request to be released from contract and property matters. Trustee Warden made a motion to return to Open Session at 7:15 PM. Trustee Lent provided the second. Motion carried 4 ayes, 0 nays. The Pledge of Allegiance was led by Laura Sleight, Compass Academy Student Representative. ADOPT AGENDA Trustee Lent made a motion to amend the agenda to include the Trustee’s Oath of Office for Zones 1 & 2. Trustee Haws provided the second. Motion carried 5 ayes, 0 nays. Trustee Haws made a motion to adopt the agenda as amended. Trustee Warden provided the second. Wilson, Zone 1 and Trustee Dave Lent, Zone 2. REPORTS/INPUT/INFORMATION a. Student Reports – written comments, if provided, are attached.  Idaho Falls High School – Justin Shadley, Student Representative reported.  Skyline High School – Fatima Sanchez, Student Representative reported.  Compass Academy – Laura Sleight and RJ Steele, Student Representatives reported. b. Superintendent’s Report Superintendent Boland provided handouts and reviewed enrollment numbers for the beginning of the 2017-18 school year. The district has 226 classrooms in kindergarten through sixth grade, making the th overall class size average 23.2. Sunnyside 5 grade is one of the largest classes in the system with four classes. Emerson is at capacity for this first block. Overall enrollment appears to be holding stable. c. Patron Input – written comments, if provided, are attached. Chairman Burtenshaw stated that Mr. Suteku Gandhi submitted comments in writing, they will be entered into the meeting minutes. Patrons Joni Larsen and Katie Hart both provided comments regarding traffic safety and the need for paid crossing guards at Sunnyside Elementary. d. IFEA Report – written comments, if provided, are attached. Marcia Bingham, Co-President reported:  Pizza Night for all new teachers at Papa Tom’s tomorrow night  Bond and New High School Redesign Project support e. First Reading – Board Policy Revisions i. Section 408 – Child Nutrition and Wellness Sarah Sanders, Director of Secondary Education, provided an overview of the proposed updates regarding Board Policy, Section 408 – Child Nutrition and Wellness. Sarah Sanders, Faye Olsen, Child Nutrition Director, and a committee met last spring to review the changes to federal guidelines and bring forward the recommendations tonight. This is the first of the three readings. The policy updates will be posted on the district’s website for patron review th and feedback. This item will be placed on the October 11 meeting agenda for the second reading. A discussion was held. ii. Section 603.1.3 – Graduation Requirements - Transfer Students Sarah Sanders also reviewed the proposed changes for Board Policy, Section 603.1.3 – Graduation Requirements for Transfer Students. Sarah stated a lot has changed since this policy was put into effect, students are taking online classes and have many different opportunities to get high school credits. For us to say that the last 12 credits earned have to be earned from one of our high schools can be an obstacle for some students. Language has 9/13/2017 D91 Board Minutes Page 2 of 4 been added to allow these instances to be looked at and it gives some wiggle room if a transfer student had any extenuating circumstances regarding credits earned. This item will also move forward for a second reading in October. f. Other Items i. Board Committee Updates – no further discussion. ii. September 27, 2017 Work Session Meeting Time - It was decided that the noon work session th scheduled on Sept. 27 would be moved to 5:00 p.m. to work around everyone’s schedules. th iii. ISBA 2017 Fall Region Meeting – Will be held on Wednesday, September 20 @ 6:00 p.m. in Rigby. Trustee Warden, Trustee Haws and Supt. Boland are planning to attend. Trustee Lent and Trustee Wilson are planning to attend the activities being held at Skyline High School that same evening. CONSENT AGENDA Trustee Warden made a motion to approve the Consent Agenda as presented. Trustee Wilson provided the second. No further discussion. Motion carried, 5 ayes 0 nays. Employee 2017-2018E – Release from Contract Request Trustee Haws made a motion to release Employee 2017-2018E from their contract as requested. Trustee Lent provided the second. Motion carried 4 ayes, 0 nays. Chairman Burtenshaw abstained as she was not able to attend Executive Session discussion. b. Water Conservation Agreement with City of Idaho Falls Superintendent Boland stated that the City has some funds to award relative to water conservation efforts. The district recently finished the Taylorview sprinkler system project which met the criteria and provided documentation, so the City has a $20,000 check that would help offset the cost of the project. This may be something they can do again in the future depending on funds the City has available. Trustee Wilson made a motion to accept the Water Conservation Agreement with the City of Idaho Falls. Trustee Haws provided the second. Motion carried 5 ayes, 0 nays. c. District Employee Vendor Approval Superintendent Boland stated that the Student Services Department asked a district employee to print twelve t-shirts for the Consulting Teachers to wear to a meeting. Board approval is needed to contract services from a district employee. Trustee Warden made a motion to approve employee Courtney White as a vendor. Trustee Lent provided the second. Motion carried 5 ayes, 0 nays. The next regularly scheduled meeting will be held on Wednesday, September 27, 2017 at 5:00 p.m., in the District Office Board Room. Trustee Warden made a motion to adjourn. Trustee Haws provided the second. Motion carried 5 ayes, 0 nays. Since the information needed to decide is not readily available, or be discerned in the language that could be understood by a common man, a number of issues need to be addressed. The past bond measures were met with compelling need on the providing proper atmosphere for the students to learn in the elementary grades. However, we do not know whether it is the case this time. In the case of establishment of community college, public discourse revealed the intended beneficiaries, and the cost to the taxpayers. The opponent raised a number of issues, and they were satisfactorily answered by the proponents. In the case of repeal of Luna Laws in 2012, no serious public discussions were held to answer variety of questions. The proponent failed to make a convincing case, and the opponent failed to give detailed discussions on the shortcomings of the laws. As a result, one member of the public had to do research to case vote wisely. Similar situation occurs here. Both perceptions and questions are raised with a hope of obtaining credible and convincing response. Needless to say, past representation made to the Board on the school bond issue (July, 2016 at Compass Academy) did not result in providing the necessary information. These are the unpopular question, but provides very significant information: 1) What area of education will be enhanced due to the renovation? Could the enhancement of education be addressed by improving the curriculum, but within existing buildings? 2) Will there be a marginal, or a substantial impact at best on the learning experience through constructions? 3) Could purchase of additional classroom furniture and fixing up lights without reconstructions, would allow students to enhance their learning experiences? 4) What type of collaboration (or working in groups) that would result from constructions of the schools, but not possible within the existing structure? 5) The Bond is advertised as no increase in tax rate. In the language of a common man, who does not understand the accountingibusiness, wants to know the tax would be paid for $100,000 property without and with existing school bond in 2017 or 2018, 2019. 6) If public resources are used to discuss the need to pass the Bond, could credible opponents of the Bond be given equal time give opposing views? This will enlighten the public on the impact on the school consequences of the bond, be in position to cast vote based on credible information, instead of slogans. 7) What technology needs to be in various course dependent classrooms that is/are otherwise not present? Is it limited to PCs, or video screens/projectors? 8) How will the deficiencies in the existing curriculum be removed when they could be removed without redesign/construction of high schools? The answers to above questions will answer a perplexing question: Is the school imposing the Bond to serve the contractors, or the students? This will enlighten the public on where the school needs to be in the future. Furthermore, the public plays a role to play to prevent the Schools from making errors, as articulated by Justice Jackson (in 1950).
