Trustee Wilson made a motion to go into Executive Session pursuant to Idaho Code §74-206 (1) (b) Personnel and (c) Property. Trustee Haws provided the second. A roll call vote was taken: Lisa Burtenshaw – yes Dave Lent - yes Deidre Warden – yes Larry Haws - yes Larry Wilson – yes EXECUTIVE SESSION Superintendent Boland and the Board of Trustees met in Executive Session for discussions regarding Employee 2017-2018F, and property acquisition. Trustee Warden made a motion to return to Open Session at 7:10 PM. Trustee Lent provided the second. Motion carried 5 ayes, 0 nays. The Pledge of Allegiance was led by Brandt LaFond, Compass Academy student representative. ADOPT AGENDA Trustee Haws made a motion to adopt the agenda as presented. Trustee Lent provided the second. Student Reports – written comments, if provided, are attached.  Idaho Falls High School – Justin Shadley reported.  Compass Academy – Priya Tumuluru, Elizabeth Peters, and Brandt LaFond reported.  Skyline High School – Fatima Sanchez reported. The students were also asked to share information about what their fellow students think of Class Choice, the new online registration software, that secondary students are now using to register for classes. The students reported overall they liked the online registration, it gives students more control of their own schedule. However, they shared that the system still needs some tweaking on the credits area to get it working properly. The students also reported they are preparing for the Annual “Souper” Bowl canned food drive, IFHS and SHS together are hoping to collect 150,000 cans this year for the Idaho Falls Food Bank. b. Superintendent’s Report Superintendent Boland reviewed that the district has launched the boundary change process to convert Ethel Boyes Elementary, one of the new buildings, from a two-by school to a three-by school and reduce Temple View Elementary from a three-by school to a two-by school. Temple View is beginning to see enrollment pressure, Boyes has additional space so it makes sense to make the changes now the superintendent stated. Parents from different neighborhoods throughout the Boyes and Temple View boundaries, have committed to work together to come up with a recommendation to bring to the Board of Trustees at their meeting on February 14. Supt. Boland stated anyone is welcome to attend the meeting as an observer, they would then share their thoughts with their neighborhood representative to bring to the group in order to keep the representation balanced. The group is planning to meet once a week, for the next three to four weeks, at Eagle Rock Middle School beginning Thursday, January 11, 2018 at 6:30 PM. c. Patron Input (Sign-in required) – written comments, if provided, are attached. Karisa Baczuk shared concerns about not having a district policy in place regarding the spread of bed bugs, to provide some protection for students and staff members. Chairman Burtenshaw stated someone from the district administration would contact Karisa to follow-up on the issue with her. d. IFEA Report – Marcia Bingham and Joyce Rogers, Co-Presidents reporting.  The IFEA is hosting an Ice Bocce Tournament on February 3, 2018 at Tautphaus Park. The cost is $40 per team, four people to a team, and all proceeds will go to the IEA Children’s Fund.  IFEA Class Offerings – Master Educator Premium 1 and 2 classes, and the Education Law class will all be held over the next few months.  John Conquergood will represent the IFEA at the board work session on January 12, 2018. 01/10/2018 D91 Board Minutes Page 2 of 4 e. Other Items i. Board Business/Committee Updates  Idaho School Board Association Awards The District 91 Board of Trustees earned the Master Boardmanship Award from the Idaho School Boards Association at their annual convention. Individual Board members also received awards for their service and commitment to their own continued leadership education.  Day on the Hill – February, 19-20, 2018 Superintendent Boland, Trustee Lent, Trustee Warden and Trustee Haws are planning to attend the ISBA Day on the Hill Conference in February. Day on the Hill provides an opportunity for board members to meet with local legislators to discuss legislative issues impacting public education. ii. Monthly Budget Report – a copy was provided in the board packet for review. No further discussion was held. iii. Policy and Statute Discussion Regarding Head Lice & Bed Bugs Superintendent Boland led the discussion and stated this is the first time as a district we have experienced a problem with bed bugs that he was aware of. Based on information put out by the CDC, head lice and bed bugs are not classified as disease agents, the CDC refers to them as a nuisance. They are icky and can be expensive and very time consuming to get rid of. Superintendent Boland shared information provided by legal counsel regarding the reason not to have a policy in place excluding students with either condition. The best way to resolve these issues is through parental and student education and not exclusion of the students. For teachers and staff members they are considered occupational hazards. The district uses guidelines provided by the CDC to help mitigate school-wide outbreaks. A discussion was held. CONSENT AGENDA Trustee Warden made a motion to approve the Consent Agenda as presented. Third Reading – New Board Policy 502.2 – Website Accessibility and Nondiscrimination Superintendent Boland reviewed this is the third and final reading for the new policy regarding website accessibility and nondiscrimination. No patron input has been received to date. It is the recommendation of the administration to approve the policy as presented. Trustee Warden made a motion to accept new Board Policy, Section 502.2 – Website Accessibility and Nondiscrimination as presented. Trustee Haws provided the second. Motion carried 5 ayes, 0 nays. b. Employee 2017-2018F Trustee Warden made a motion to place Employee 2017-2018F on probation as directed by the administration. Trustee Wilson provided the second. Motion carried 5 ayes, 0 nays. c. Replacement and New Fuel Equipment and Software Superintendent Boland reviewed documentation for the fuel pumps, replacing the old th equipment and software at the current 7 street bus lot, and adding new equipment for the new bus lot next to Eagle Rock. The total cost for equipment, installation and staff training is roughly $35,000. A discussion was held regarding the concern that the total cost was not clear on the quote provided. It was suggested that this item be tabled until the next meeting and a better summary of the cost should be provided. Trustee Lent made a motion to table Action Item c., Replacement and New Fuel Equipment and Software, until the Board’s concerns have been addressed as stated. Trustee Warden provided the second. Motion carried 5 ayes, 0 nays. A Board work session will be held on Friday, January 12, 2018 at 10:00 a.m. at the District Office for discussions regarding facilities and future bond. All students in our Student Leadership class have used it except the freshmen 2. Is the program empowering, well the idea is at least. We understand it is a very good idea but execution and implementation is flawed and not easy for students. Classes block students into very rigid schedules that require even more consultation with the counselors. If anything it makes the process even more complicated and hectic. Upperclassmen don't like it up the younger clansmen (because of open credits) can find some use in it. 3. It seems just to be another step for seniors, it needs some improvement What we have been doing: * Christmas assembly- we raised $4,000 for kids at IFHS who would not have had a Christmas otherwise. We helped facilitate hunch time activities and dress up days also during Christmas week. * Wisdom Wednesdays- we have welcomed in leaders in the community to talk about leadership in both their career, and life overall Speakers so far: 1. Roger Plothow * Foreign exchange involvement and christmas party was a great opportunity for everyone involved! * Souper Bowl Preparation is fast underway. Our combined district goal this year is 150,000 cans. IFHS invites you all to participate in the Souper Bowl, again, like we did last year! We learned that one-third of the Idaho Falls Food Bank's annual donations come from this food drive; we cannot give up this tradition. As Superintendent Boland reminded the community in The Post Register last year, many of our students worry about where their next meal is coming from. We cannot allow our students to go hungry; we cannot allow our community to go hungry. We need your help. IFHS Student Government is asking the personnel at the district office and ancillary departments to contribute to the Souper Bowl. We were thrilled when you chose to participate last year, and we are cordially inviting you to step up and join in the efforts to "tackle hunger." Last year, we transitioned the focus of Souper Bowl from an "emotional" competition between Skyline and Idaho Falls High School into a shared district food drive. Like last year, this year IS NOT a competition against schools and is instead a competition against hunger. We are asking for your involvement. With your donations and participation, we will help our students better understand the intrinsic value of such a project. We will gladly accept however many cans you collectively donate. We want you to know that if you reach the goal of 2,000 cans (or more), we will host Breakfast with the Tigers at the district office for all departments that choose to participate. We used it a lot at the end of last school year. We also used it at the end of trimesters. - Did we like it? It puts students in control of their learning so we liked it. Go to counselors less? Yes, especially at the end of the year when signing up and creating a schedule for the next. J��u��r� l�, 2�1g ►2�.�o�-t Skyline High School 208.525.7770 January 2018 Dear Business Owners and Managers: You may have heard about the "Soup"er Bowl, a competition in which Skyline and Idaho Falls high schools face off to see who can gather/raise the most cans of food or money to stop hunger. Despite the competition, the three District 91 high schools — Skyline, Idaho Falls, and Compass- have joined together with a unified objective while maintaining a healthy competition. We have decided that the battle is not between schools, it is against hunger. Our goal is to again raise over 100,000 cans of food. The food drive starts January 22 and ends February 2. The schools have agreed upon the division of the city of Idaho Falls so that the students are able to contact local businesses, doctors, etc. If you are receiving this letter, you are in Skyline High School's portion of the division. As a combined effort, Skyline, I.F.H.S., and Compass are hoping you will contribute to the cause by donating items for raffles, cans or cash. These donations will contribute to our school's total count. Please know that your time and efforts are appreciated by each individual school, by District 91, and most importantly by those who depend on this food. Currently, this food drive is one of the largest contributors to the Community Food Basket of Idaho Falls all year round. Last year, the contributions from Skyline alone provided 30% of the food served at the Community Food Basket. We would like that percentage to increase each year. In addition, Skyline serves our own student body with a certified food pantry where they can get food boxes for themselves and family members. This food drive was able to help support our school pantry and keep it filled for the entire school year thanks to the support of our community. In the past, local businesses have provided the much needed support for our food drive to be a success. Business owners have written substantial checks to become corporate sponsors, offered special promotions to support the food drive, and have donated items for our raffles. All efforts support Skyline, the food drive, the community, and the Community Food Basket of Idaho Falls. We would love to contact you to discuss your involvement in the success of this major community endeavor to alleviate hunger in the Idaho Falls area.
