Chairman Burtenshaw called the meeting to order at 6:35 p.m. and asked for a motion to go into Executive Session.
Trustee Haws made a motion to go into Executive Session, pursuant to Idaho Code, Section 74-206 (1) (b) Personnel, (c)
Property, and (e) Negotiations. Trustee Wilson provided the second. Roll call was taken:

Chairman Burtenshaw called the business meeting to order at 7:04 p.m. and asked Gunner Watson with Scout Troop #611
to lead the Pledge of Allegiance.

ADOPT AGENDA
Trustee Warden made a motion to amend the agenda to remove Action Items i. Employee 2017-2018G, and j. Employee
2017-2018H. Trustee Haws provided the second. Motion carried 5 ayes, 0 nays. Trustee Warden then made a motion to
adopt the agenda as amended. Trustee Lent provided the second. Motion carried 5 ayes, 0 nays.
REPORTS/INPUT/INFORMATION
a. Student Reports – written comments, if provided, are attached.
i. Compass Academy – Priya Tumuluru reported.
ii. Idaho Falls High School – Justin Shadley reported.
iii. Skyline High School – Fatima Sanchez reported.
Student representatives were asked what they have learned through their interactions with the Board of Trustees
and district administration this past year, and what made them run for the office of student representative at
their schools. Priya shared that interactions with the school board and administration has given student leaders a
chance to reflect on what they are doing each month at Compass, and that it is an opportunity for them to give
back to their school. Justin stated he has learned about the roles and responsibilities of the administration and
school board, and has gained a better understanding of school governance. Justin also introduced Erik Overa, the
new Idaho Falls High School student representative. Fatima stated she has become more comfortable speaking in
front of adults after reporting to the school board each month. Fatima introduced Miles Cook, the new Skyline
High School student representative, who stated he ran for office to become more involved at school.
b. Superintendent’s Report
i. Temple View Elementary STEM School Designation, Sarah Childers
Superintendent Boland stated that Principal Sarah Childers and her staff have been working quietly but
diligently to meet the requirements to become a designated STEM school. Two years ago Temple View
Elementary was awarded a $50,000 Idaho State STEM School Grant to help them accomplish their goal.
Over the next school year, they will be working with Advanced Ed to complete their STEM credentialing
program. Superintendent Boland introduced Principal Childers who shared information regarding the
approved legislation, and the 4.5 million dollars designated to the STEM Action Center for professional
development, school grants and materials the schools may need. Principal Childers stated it is the goal of
the State to have the first batch of applicants approved by October 2018. If selected, Temple View
Elementary would receive $10,000 a year for the next five years to continue their journey. Principal
Childers stated it was fun to share their journey with the Board and played a video that the students and
teachers made.

Teachers Donna Packer, Tyana Hulett, Coni Potorff and Marie Hammon provided comments regarding reading
programs, and the proposed ELA curriculum adoption.
d. IFEA Report - Joyce Rogers and Marcia Bingham, Co-Presidents
Joyce Rogers reported that contract negotiations went smooth and everyone involved worked collaboratively to
reach a consensus that will help benefit the students. Joyce stated that the Annual Education and Retirement
Celebration will be held at the Willard Arts Center on Wednesday, May 16, 2018, it is a 70’s themed celebration
and everyone is welcome to attend. Joyce stated the IFEA would like to continue working with the district in
support of a bond for the high school redesign projects. Joyce also shared that she is really retiring at the end of
this school year and introduced Kirstin Wheeler who will be joining Marcia Bingham as Co-President. Kirstin
shared she has been a teacher for 12 years, the past four years in Idaho Falls School District 91, and stated she
loves the way the association and the district works together and is thrilled to be part of such a productive
relationship.

i. Board Updates
Transportation Facility Progress Report - A progress report was provided in the packet for board
members to review. Construction on the facility is progressing well. A brief discussion was held.
HS ReDesign Bond Resolution – A discussion was held regarding another date to meet and
discuss bond scope and specific resolution language. Chairman Burtenshaw stated this item
would be addressed later as an action item.

PROPOSALS
a. ELA Curriculum Adoption – K-8 ELA Content Specialist Team
Superintendent Boland introduced Jennifer Jackson, Director of Curriculum and Professional Development,
(written comments are attached) who reviewed that Todd Brown, Curriculum Coordinator, and the K-8 Content
Specialist Team made up of 40 teachers and instructional coaches from throughout the district, have all spent a
great deal of time over the past three years working to identifying the needs, studying and reviewing instructional
resources, and seeking input from stakeholders regarding this adoption. Jennifer recognized the trailblazers who
have sought out and tested solutions with both the EL, Expeditionary Learning, and the Read Side by Side
programs, especially the Longfellow 4-6 grade teachers who have completed a three-year action research study of
the Read Side by Side program. Jennifer stated it is the recommendation of the ELA Team to adopt the EL
Modules in grades 4-6 for core instruction, based on their internal review, an outside independent review and
student achievement data within our district. The ELA Team also recommends that components of the Read Side
by Side program be used for interventions and extensions, primarily for targeting comprehension skills. Todd
Brown, Tonya Scherk, Becky Harmon and Gina Hoggard, teacher representatives from the ELA Team shared
information and provided the following recommendations:
Grades K-3 to use Journeys as the foundation for writing curriculum. Journeys provides sufficient
resources that meet the Idaho Core Standards and the three required genres of writing are addressed in
the curriculum. The committee recommends staff development be provided for writing through the Lee
Pesky Center, and that teachers be given the flexibility to use Lucy Calkins or Traits of Writing as they
choose.
Grades 4-6 to adopt EL in full, modules 1-4, including the recommended supplemental library, and the
D91 created third grade module for transition instruction. The ELA Team recommends Read Side by Side
materials for enrichment, intervention and integration of the science and social studies into ELA for
grades 4-6. The ELA Team recommends giving teachers the flexibility to utilize the Lucy Calkins or the
Traits Writing strategies as needed, and to provide ongoing staff development for EL implementation as
well as professional development for writing strategies.
Grades 7-8 to adopt My Perspectives, the committee was unanimous and very unified about wanting this
curriculum. My Perspectives, in an independent review by Ed Reports, scored 102 out of 102 on their
scale. A real plus is that the lessons are designed for 40-50 minutes which fits the current middle school
model. It offers whole group, small group, and independent learning experiences, and current events.

My Perspectives engages next generation learners, creates student centered learning environments and
makes performance based tasks part of learning.
The information presented tonight will be posted on the district’s webpage for public review, the materials are
available at the district office. A discussion was held. Superintendent Boland stated it is the recommendation of
the administration to add the ELA Curriculum Adoption as an action item at the June 13, 2018 board meeting and
asked that the board waive the third reading stipulated in the Curriculum Management Guide to be able to get
the materials in time for the start of school. Chairman Burtenshaw provided comments regarding the ELA
curriculum adoption, written comments are attached.
b. Second Reading – Board Policy Revisions, Section 306 – Purchasing
Superintendent Boland reviewed this is the second reading of the purchasing policy and in essence is to align our
policy with current state statutes regarding public works construction bid process, procurement of goods and
services bids, and the procurement of goods and services using federal funds. No patron input has been received
to date, this item will move forward to the June meeting as an action item.
ACTION ITEMS
a. Third Reading – New Board Policy, Section 503.1 - Retention of District Records
Superintendent Boland reviewed this the final reading for new board policy regarding retention of district
records. After attending the 2018 Idaho Education Law Conference in April, new language has been added
regarding the designation of a records custodian, most likely the board secretary, to be in full compliance with
Idaho Code with respect to that.
Trustee Wilson made a motion to adopt new Board Policy 503.1 – Retention of District Records as presented.
Trustee Warden provided the second. Motion carried 5 ayes, 0 nays.
b. Fee Based All-Day Kindergarten
Superintendent Boland reviewed that after an earlier presentation regarding the feasibility of offering an all-day
fee based kindergarten option only one area Sunnyside Elementary, with 33 interested parents, met the
requirements outlined to run the all-day option. Should the numbers materialize, we could still take a look at
other areas, Longfellow Elementary was next with 10 interested, Edgemont Elementary had 8, and Temple View
had 6. It is the recommendation of the administration that the board authorize the formulation of an all-day fee
based kindergarten option at those schools that meet the criteria.
Trustee Warden made a motion to approve the fee based all-day kindergarten where schools meet the outlined
criteria. Trustee Wilson provided the second. Motion carried 5 ayes, 0 nays.
c. 2018-19 Negotiated Master Contract Ratification
Superintendent Boland stated the Association met yesterday and ratified the 2018-2019 contract. The
superintendent thanked the Association and the Board’s negotiating team for their work stating this was the
smoothest negotiating session he has seen in the 18 years he has been doing this. The superintend stated that he
felt the contract for 2018-2019 meets the needs of all parties and it is the recommendation of the administration
to ratify the contract as presented.
Trustee Lent made a motion to ratify the 2018-2019 Negotiated Master Contract as stated. Trustee Wilson
provided the second. Motion carried 5 ayes, 0 nays. Trustee Lent thanked the faculty, administrators and
especially the IFEA leadership for working together as a team to make this happen.

d. Extend Applicable Provisions of the 2018-19 Negotiated Master Contract to Administrative and Classified Staff
Trustee Warden made a motion that the following provisions from the Negotiated Master Contract be extended
to full-time classified and administrative staff: sick, personal and death in family leave; medical, dental, and life
insurance; the one-time payment in the November paycheck; and that the administrative and classified salary
schedule bases be increased by 2.5%.
e. Change/Cancel May 23, 2018 Work Session
Chairman Burtenshaw called for a motion regarding the May 23, 2018 work session. Trustee Wilson made a
motion to change the work session to Thursday, May 17, 2018 at 7:00 p.m. in the district office. Trustee Lent
provided the second. Motion carried 5 ayes, 0 nays.
f. Change July 11, 2018 Annual Meeting Date

Superintendent Boland proposed a change for the Annual Meeting scheduled on July 11 to be moved to July 18
since he will not be available, and it would allow more time to prepare the information after coming off of the
July Fourth holiday. Chairman Burtenshaw will not be in town on July 18 but stated she would be available to call
in to join the meeting.
Trustee Lent made a motion to change the Annual Meeting from July 11, 2018 to July 18, 2018 as proposed.
Trustee Warden provided the second. Superintendent Boland noted that the meeting may need to be held at
another location, to be determined, due to the painting and carpet replacement scheduled at the district office
this summer. Motion carried 5 ayes, 0 nays.
g. 2018 Audit Engagement Letter with WIPFLi, LLP
Chairman Burtenshaw stated this is something the district does annually. Carrie Smith stated that the auditors will
be here in June to do a few of the department audits and then they will come back in August to finish up the work
they need to do onsite.
Trustee Warden made a motion to accept the 2018 Audit Engagement Letter with WIPFLi, LLP as presented.
Trustee Lent provided the second. Motion carried 5 ayes, 0 nays. Chairman Burtenshaw added that she really
appreciates Judy Brower’s experience and proactive approach she brings to the district.
h. Employee 2017-2018F Probationary Status
Trustee Warden made a motion that Employee 2017-2018F be continued on probationary status through the
2018-2019 school year. Trustee Haws provided the second. Motion carried 5 ayes, 0 nays.
i. Extend Superintendent’s Contract through June 30, 2021
Trustee Haws made a motion to extend the superintendent’s contract through June 30. 2021 with thanks and
appreciation. Trustee Warden provided the second. Motion carried 5 ayes, 0 nays.
Chairman Burtenshaw reviewed that the next meeting will be held on Thursday, May 17, 2018 at 7:00 p.m. in the District
Office boardroom.

Statement regarding K-8 ELA Curriculum Adoption Process (to be read into the minutes by the board
chair):
The board is highly aware of the lengthy and troublesome process associated with the recommendation
for this comprehensive K-8 ELA Curriculum adoption. I was reminded that it was a little over 2 years ago
when the board took action to table a partial recommendation due to the absence of a clearly identified
adoption process. Even after the July 2016 board adoption of the Curriculum Management Plan,
developed in collaboration with IFEA co-presidents, the fact that it has taken nearly two years to get to
where we are tonight is testament to the challenges of this adoption.
On behalf of the board I would like to thank the IFEA for their collaboration and diligence in working
with the administration to ensure compliance with the Curriculum Management Plan. It is our
expectation that the lessons learned from this adoption will carry forward and the guidelines and
procedures identified in the Curriculum Management Plan, implemented from day one, will result in a
clear,valid, quality curriculum recommendation by the development committee.

Instructional Resource and Support Recommendations
A message to the Board of Trustees from Jennifer Jackson, Director of Curriculum and
Professional Learning:
I'd like the Board to know that I appreciate the passionate educators in our district, and I also
appreciate that there are different opinions and teaching styles among those passionate
educators. I know that we can all agree that providing high quality, equitable and standards-
based ELA instruction to ALL our students is our priority. No curriculum is perfect, but we need
a strong foundation aligned to the Idaho Core Standards for our students to succeed. The Idaho
Core ELA standards were adopted in 2013, and the curriculum landscape has changed a great
deal since then. And now in 2018, it is high time that we formally adopt a standards-based core
ELA curriculum. The ELA content specialist team is made of over 40 teachers and instructional
coaches from all over the district. It's been a long process and at times a little messy, and we've
learned a lot about how to move forward, and I'm grateful for that.
The ELA Content Specialist Team has dedicated a great deal of time over the past three years to
identify the needs, study and review instructional resources, and seek the input from other
stakeholders. I feel very confident in this team's work and expertise in recommending a quality,
equitable, and standards-based curriculum along with a strong teacher support plan for
adoption by the Board of Trustees.
As we move forward with a comprehensive and system-wide ELA curriculum adoption, I want
to recognize the many trailblazers that have led the way on this journey. We have teachers and
principals who have sought out and tested solutions with both the EL modules and Read Side-
by-Side program. I'd like to recognize Longfellow Elementary 4-6th grade teachers for their hard
work and dedication, as they complete the last year of a three-year action research study of the
Read Side-by Side program. While ultimately the ELA team has recommended the EL modules
for core instruction, our review of the Read Side-by-Side program resulted in the
recommendation that components of the Read Side-by Side program be used for intervention
and extensions, primarily for targeting comprehension skills. The publisher of the program
indicated that many districts use the program in this way and is supportive of this plan.
The team recommends that the EL modules be adopted in grades 4-6 for core instruction based
on our own internal reviews, an outside independent review, and student achievement data
from our schools. EL modules have received high marks on every element in an independent,
evidenced-based review by EDReports, a national educator-led organization. Also, looking at
student achievement data within our own district, Inova value-added reports show that schools
implementing EL modules out-performed the Read Side-by-Side school. The Read Side-by-Side
school did not show the same student gains for the last two years in a comparative analysis
using value-added reports:

ELA Content Specialist Team Recommendations by Grade Band:
K-3 ELA Content Specialist Team:
• We recommend using Journeys as the FOUNDATION of our writing curriculum in
kindergarten through 3rd grade.Journeys provides sufficient resources to meet the
Idaho Core Writing Standards for K-3rd grades. All three required genres of writing are
addressed.
• We also recommend staff development on writing from the Lee Pesky Center to address
vertical alignment in teaching writing strategies.
• We recommend that teachers be given the flexibility to continue to utilize Lucy Calkins'
writer's workshop or Six Traits of Writing materials as possible.
4-6th Grade ELA Content Specialist Team:
After many hours of evaluation,the 4th-6th grade ELA committee acknowledges that no
curriculum is perfect but makes the following recommendations:
-Adopt the EL Modules in full (Modules 1-4) including the recommended supplemental
library. We believe it is important to note,the curriculum has received high marks in an
independent review by Edreports, an educator-led, evidenced-based review of k-12
instructional materials.
-Adopt the D-91 created 3rd grade module for transition instruction. This module aligns
with the 3rd grade ELA standards and uses EL protocols to aid in transition from 3rd to
4th grade.
-Provide the Read Side-by-Side materials for enrichment, intervention, and integration
of science and social studies into ELA.
-While the EL modules meet or exceed writing standards, we recommend giving
teachers the flexibility to utilize Lucy Calkins or the Traits writing strategies as needed.
-Provide ongoing staff development for EL implementation as well as PD for writing
strategies.
Middle School ELA Content Specialist Team:
We recommend My Perspectives for the 7th and 8th grade because:

4-13 Curriculum Adoption Committees: As per board policy 604.0 and the Curriculum Management Plan,it is
the shared responsibility for the District's professional staff for the development,implementation,and
evaluation of the curriculum. For major program and multi-grade level adoptions,curriculum
adoption committees will convene based on the established instructional needs for the year.The
committee is to be made of teachers with content area expertise,and every effort will be made to
have representation from each building and grade level impacted by adoption. Using established
criteria,the committee will review core instructional resources and make recommendations for
adoption and implementation. For major program adoption and multi-grade level core instructional
resource adoptions,the committee and superintendent or designee will jointly present the proposal to

8-5-1 Professional Learning
8-5-1-1 All teachers shall participate in staff-development.The purpose of staff-development is to build capacity
with a specified group to meet an identified need within our system. Staff-development can take place during
designated staff-development days,weekly faculty meetings,and up to an hour each week during the
instructional day as the school schedule allows.

Medical Insurance: The committee recommends the renewal of the Blue Cross policy, with the district
paying the rate increase of 3.17%. The individual employee cost will remain the same at$16.72 per
month.The district will continue to offer the HSA eligible plan that the full-time employee could choose
with no cost for individual coverage. Coverage would be prorated based on FTE or hours.
Dental Insurance:The committee recommends the district accepts the Delta Dental renewal at no change
to the current rate. The committee also recommends the district accept the Willamette Dental renewal
at a 5% increase to the current rate.

this office. I can confidently say that my understanding of local civics, communication, and cooperation have

As an Educator we want to create a class culture in which challenge or struggle is viewed as a way to learn, not
as a barrier to learning. This practice asks the teacher to facilitate a higher level of thinking from students by
posing a problem or question and presenting resources that challenge students to explore more than one solution
or answer. In my opinion my job is to model what my expectations are, so I can't really expect my students to
grapple if I haven't done so myself, EL provides the teacher the same challenges as we want for our students.

Travel with an open heart and positive expectations!
After becoming acquainted with the IMET, or Instructional Materials Evaluation Tool, while completing
curricula reviews for the State Department of Education, I was pleased to find that our D91 ELA
committee would be reviewing materials with the same proven, systematic approach. Now, for two
years I've witnessed many dedicated Idaho Falls teachers step back from their personal opinions to
complete a thorough review of the proposed EL modules as well as the Reading Side by Side
curriculum being piloted in district.
The results of that committee work will be presented to you tonight as a recommendation to adopt the
EL modules (including ALL Block and the D91 created third grade module) as our ELA curriculum,
with Side by Side offered as supplemental material. The recommendation is fortified with the
express need to provide each classroom with the recommended texts identified within the EL
modules, as well as ongoing staff development for teaching ELA and Professional Development for
teachers needing to enhance their writing instructional strategies/abilities. I am proud of the D91
teachers that persevered through a tough process to promote what initially came to the table as a
grassroots movement to improve the instructional program in our elementary schools. And, isn't it
wonderful that we came to the same conclusion as evaluators reporting on curricular material for the
esteemed Ed Reports? This independent publication provided extremely high marks to the EL
curriculum.
I am confident that the recommended adoption will help our young Idaho Falls students develop
understanding, through instructional practices that promote critical reasoning and analysis. We're
already seeing evidence of our students honing these skills, as one committee member recently
shared:
During a recent classroom visit, an adult community member shared his status of being a
recent immigrant to the area. Then, a fifth -grader-- with sincere pondering-- asked questions
like, "How has your transition to the U.S. been? "What difficulties have you experienced with
the new culture? And have you ever felt like a victim here?" Indeed, this boy had been paying
attention when his class read Esperanza Rising during EL Module 1.
Another anecdote to further my point:
During the recent ELA Materials Review, a substitute teacher walked up to a table that had
several Reading Side by Side materials laid out for inspection. She gasped and exclaimed, "Oh
I love this curriculum! It's so easy that I can just walk right in and teach it."
sigh...
I know that comment was intended as an affirmation and reason to use it, but seriously? Tto me it
says just the opposite! It does not honor the expertise that teachers bring to the classroom or the
level of achievement our students are capable of when given the chance to experience productive
struggle.
Let's raise the bar... adopt the EL modules for our ELA curriculum.
