Chairman Lisa Burtenshaw called the meeting to order at 6:00 PM. Trustee Haws made a motion to go into Executive
Session pursuant to Idaho Code §67-2345 (1) (b) Student Hearings. Trustee Zollinger provided the second. A roll call
vote was taken:

EXECUTIVE SESSION
Superintendent Boland, Assistant Superintendent Caudle and the Board of Trustees met in Executive Session pursuant
to Idaho Code §67-2345 (1) (b) regarding student hearings.
Trustee Lent made a motion to return to Open Session at 7:05 PM. Trustee Haws provided the second. Motion carried
4 ayes, 0 nays.

Chairman Burtenshaw called the meeting to order at 7:08 PM. The Pledge of Allegiance was led by teacher Julia Buell.
SPECIAL ORDERS OF THE DAY
a. Volunteer of the Month
Fox Hollow Principal Tammi Utter introduced Jennifer Roos, PTO Co -President, as the Volunteer of the
Month. Mrs. Utter shared that Jennifer made her feel welcomed as the new principal at Fox Hollow this year.
Tammi stated Jennifer is there whenever the PTO is doing anything, like the Skyline Homecoming Parade
float, the Halloween Carnival, One District One Book, Field Days, Book Fairs and helping in her own children's
classrooms.
Chairman Burtenshaw thanked Jennifer for all her time and support and presented her with a certificate and
a token of appreciation. Jennifer introduced her family and thanked all those who came in support of her
tonight.

b. Student Presentation — Dora Erickson 6" Grade - No report. Debbie Wilkie will contact the teacher to get
more information.
c. Data Presentation
Dr. Sarah Sanders, Principal, A. H. Bush Elementary provided a video presentation sharing student growth
achievement data at Bush Elementary this year. Dr. Sanders answered questions from the Board and stated
that it is awesome to see the growth made by students from the fall to the spring assessments. A discussion
was held. Dr. Sanders stated they are planning to hold spring assessments for the current, and incoming,
kindergartners to be able to provide some early interventions prior to the start of the school year in August.
The Board commended Dr. Sanders for her leadership and the good work that she and her staff are doing.
ADOPT AGENDA
Trustee Lent made a motion to amend the agenda to add under Section III. Reports/Input/Information, item f. First
Reading of Revisions for Board Policy 804.0 — Performance Evaluations, under Section V. Action Items, item j.
Employee 2013-2014J and under Section VI. Executive Session, Idaho Code, Section 67-2345 (1) (b) Personnel. Trustee
Zollinger provided the second. Motion carried 4 ayes, 0 nays.
Trustee Zollinger then made a motion to adopt the amended agenda. Trustee Haws provided the second. Motion
carried 4 ayes, 0 nays.

f. First Reading of Revisions for Board Policy 804.0 — Performance Evaluations
Superintendent Boland reviewed there were statutory changes made this year that requires some minor
changes to the language in our policy. The district's evaluation plan must be submitted to the State
Department prior to July 1, 2014. A discussion was held about placing this item on the June 101h agenda
for the final reading in order to meet the required deadline.
g. Other Items — Board Chair Lisa Burtenshaw shared that she had resigned her position from the Idaho
School Board Association Executive Board due to travel expectations and family commitments. Trustee

Lent stated he would like the board to consider moving the noon work session meeting to an evening time
slot. The board will discuss and set meeting dates and times at the Annual Meeting to be held on July 22,
2014.
CONSENT AGENDA
Trustee Zollinger made a motion to adopt the Consent Agenda as presented. Trustee Haws provided the second. A
discussion was held regarding the request for classroom sound systems. Motion carried 4 ayes, 0 nays.

ACTION ITEMS
a. Accept/Reject K-6 Math Curriculum Adoption
Superintendent Boland reviewed this is the third and final reading for the K-6 math curriculum adoption and
the only feedback received has been overwhelmingly positive. Assistant Superintendent Caudle provided a
one-page informational sheet highlighting the math curriculum committee recommendations.
Superintendent Boland commended Curriculum Coordinator Todd Brown and the committee for all the time
and work they put in to selecting a curriculum that will serve District 91 students well. A discussion was held
about purchasing enough resources to accommodate the larger student numbers in the upcoming lower
grades.
Trustee Haws made a motion to adopt the K-6 math curriculum Math in Focus as presented. Trustee Lent
provided the second. Motion carried 4 ayes, 0 nays.
b. Accept/Reject Athletic Training Agreement with Bingham Memorial Hospital
Superintendent Boland stated the proposed agreement for athletic training services by Orthopedic Institute
of Bingham Memorial Hospital has been in review over the past few months and by the district's legal
counsel. It is the recommendation of the administration that the agreement be approved for the 2014-2015
school year.
Trustee Lent made a motion to accept the Athletic Training Agreement with Bingham Memorial Hospital for
the 2014-2015 school year as presented. Trustee Haws provided the second. Motion carried 4 ayes, 0 nays.
c. Accept/Reject Revisions for Board Policy 1003.11- Extracurricular Non-academic Activities
Superintendent Boland reviewed that this is the section in policy that deals with nonpublic students
participating in extracurricular activities. The current policy is very outdated so this would bring our policy
into compliance with Idaho Code and IHSAA rules.
Trustee Zollinger made a motion to accept the revisions for Board Policy 1003.11— Extracurricular Non-
academic Activities as presented. Trustee Haws provided the second. Motion carried 4 ayes, 0 nays.
d. Accept/Reject Emerson Alternative High School Schedule Change
Superintendent Boland stated the proposed changes were presented by Principal Robin Busch and student
senate leaders from Emerson Alternative High School at the last work session. The schedule change would
allow students to earn one additional credit per block as they work towards graduation requirements.
Trustee Haws made a motion to approve the Emerson Alternative High School schedule change as presented.
Trustee Zollinger provided the second. Board members were impressed that students came and presented
the proposal engaging them in the process and helping them build a culture that empowers. Motion carried 4
ayes, 0 nays.
e. Accept/Reject 2014 Audit Engagement Letter with Galusha, Higgins & Galusha
Carrie Smith, Director of HR and Finance, reviewed that Galusha, Higgins & Galusha have been performing
the district's audit for many years and every year at this time we receive a letter to engage in their services.
Carrie stated the cost for these services would be in the same range they were the previous year at $39,000.

Trustee Lent made a motion to accept the 2014 Audit Engagement Letter with Galusha, Higgins & Galusha.
Trustee Haws provided the second. Trustee Zollinger recused himself from voting since he has a family
member employed by Galusha, Higgins and Galusha. Motion carried 3 ayes, 0 nays.
f. Accept/Reject Updated Taylorview Property Appraisals
Carrie Smith reviewed that as required by Idaho Code we are presenting the updated appraisals for the land
across from Taylorview on Castlerock Lane. Carrie stated there are two lots, the smaller one appraised at
$51,000 and the larger one at $74,000. It is the recommendation of the administration that the board accept
the appraisals and include them in the records of this meeting.
Trustee Zollinger made a motion to accept the updated Taylorview Property Appraisals as presented. Trustee
Haws provided the second. Motion carried 4 ayes, 0 nays.
g. Authorize Sale of Surplus Properties by Sealed Bid
Carrie Smith reviewed as discussed in an earlier board facilities committee meeting the district has a number
of unused properties that are no longer beneficial to the district which it make sense to dispose of. The list of
properties include, the old Erickson parking lot, the former music building on the corner of Holmes Avenue
and 7t" Street, the Taylorview property discussed earlier and eleven modular classrooms. The
recommendation would be to put these items up for sale using a sealed bid process. A discussion was held
about dissemination of this information to local realtors since real property is available and after the
outcome of the bid process is known this item will come back to the board for final approval.
Trustee Zollinger made a motion to authorize the sale of surplus property by sealed bid as presented. Trustee
Haws provided the second. Motion carried 4 ayes, 0 nays.
h. Student 2013-2014G
Trustee Zollinger made a motion to expel Student 2013-2014G for the remainder of this school year with the
option to petition the board in August 2014 for re -enrollment in the 2014-2015 school year. Trustee Haws
provided the second. Motion carried 4 ayes, 0 nays.
i. Student 2013-2014H
Trustee Lent made a motion for a change of placement for Student 2013-2014H including a transition plan
from the 8t" grade to high school next year when this student comes back. The student must also complete
all the credits necessary to successfully complete the 8t" grade. Trustee Haws provided the second. Motion
carried 4 ayes, 0 nays.
Chairman Burtenshaw called for a motion to reconvene to Executive Session at 8:20 PM. Trustee Haws made a motion
to meet in Executive Session per Idaho Code §67-2345 (1) (c) Negotiations and (b) Personnel as amended. Trustee

• Spring Sports going to State: Boys Golf, Track, Tennis (2 teams of doubles), Softball

Superintendent's Report 5-13-14
As the end of the school year approaches the calendar is filled with activities:
• SBAC testing is complete at the secondary schools and the elementary schools will finish this
week.
• AP exams conclude this week.
• High school sports conclude with state competitions Thursday through Saturday
• Trina will be meeting with secondary principals to tomorrow to review and begin finalizing
master schedules and associated staffing.
• Fourth grade Rendezvous runs Tuesday through Thursday next week.
• The retirement banquet is next Thursday evening.
• We have our final learning walk scheduled for Friday the 23rd at IFHS with a focus on LDC.
• The 61 grade track meet begins on Wednesday the 28th and concludes on Friday the 301H
• High school commencement exercises begin with Emerson on June 2nd followed by SHS on the
3rd and IFHS on the 4th
• The last day of school, June 61 will also be the first day of moving for Edgemont, Longfellow, and
Skyline in preparation for demolition and remodeling.
• Our final meetings with principals are slated for June 10 -12 with mathematics inservice and
data presentations. Each principal will provide a presentation that includes:
o What they set to accomplish this year
o What measurable results they obtained
o Strategies used
o Obstacles encountered
o Lessons learned
o How resources were aligned to support the goal(s)

PUBLIC INPUT SHEET
Guidelines for Patron Involvement in School Board Meetings
School Board meetings are meetings of the elected Board of Trustees held in public for the
purpose of conducting the business of the Board. Patron input is invited during board meetings
on the following basis:
To request to speak to the Board of Trustees:
In order to be recognized, the patron must sign and complete the Public input portion below prior
to the beginning of the meeting. The Public Input Sheet should be located on a table at the back
of the boardroom.
Patrons will be recognized by the Chairman of the Board. Public input should not exceed three
minutes. The Board will listen to public input without comment except to ask germane questions.
Expressions must be appropriate to the public setting. Discussion of personnel matters or
personal attacks are not appropriate.
Board Policy 506.0 item 5 states that complaints against a particular teacher or District
employee shall be in writing. The contract between District 91 and the teacher's
association, as well as traditional concepts of the due process of law, require that the
affected employee be notified of a written complaint.
The Chair has the authority to control the meeting whenever necessary.

First of all, I would strongly encourage the board to very seriously consider the adoption
of the new math curriculum. This is at least a decade overdue and I am excited for our
students to finally be taught math in a productive and logical way.
Secondly, I continue to be concerned for the lack of regard this district shows for our
teachers. I feel they continue to be overlooked for their commitment and dedication.
My daughter who is a senior currently has a teacher that she adores. She went into the
class at the start of the year dreading it because of the subject matter. However, she
quickly learned that the teacher has so much passion for the subject and has made it
come alive for everyone, it has now become my daughter's favorite class. This teacher,
who is a part time teacher, puts in more hours than anyone at the school. My daughter
frequently sees her still at the school well after the school day has ended, even though
she only teaches the first three hours of the day. Last night she made herself available
to her students until 8:30 pm to help them do some last minute preparations for their AP
test today. Three students showed up for that extra help and this teacher was still
willing to give up her evening for those three. She has been so dedicated and
committed to her role as a teacher that she has been a huge inspiration to my daughter.
I wouldn't even know where to start in expressing my gratitude to her for the fire that
she has Ignited in a less-than-driven student. And yet, I just learned that because she is
part-time, there will not be a position available for her next year, despite the fact that she
does not want to stop being a teacher.
I was stupefied to learn that the high school can somehow muster the resources to offer
several classes of "Hollywood History" yet can't find the resources to maintain the
position of an outstanding and dedicated government teacher. There is no way anyone
could possibly convince me that a class in Hollywood history could prepare our students
for anything. But the school is willing to continue that travesty while willingly dropping a
class that our students desperately need. There is no way you could possibly replace a
teacher like this one. But the real question is: why would you want to?
In case anyone here is losing sleep over the question of why so many patrons continue
to choose charter schools, online schools, homeschooling, or even moving to other
districts, the real question is why is district 91 not doing more to promote and protect
good teaching? In your last round of budget cuts, heaven and earth was moved to save
sports while librarians were cut to part-time. Is District 91 about education or extra-
curriculars? Perhaps our priorities are backwards. It's not administrators, counseling,
or extra-curriculars that draw people to the district. It's great teaching. Let's stand
behind our teachers and start valuing the kind of devotion that changes students lives.
Does District 91 value quantity or quality; dedicated, motivating teachers or the bottom
line?

We recognize the challenge of having enough subs in the district to cover anticipated, let alone
unanticipated, absences. Teachers are trying their best to plan ahead.
The IFEA very much appreciates having a place at the table as the district works through the
identification and distribution of the Leadership Stipend funds.

Board Meeting

On behalf of Tonya Bunnell, Program Director,
The Ed Foundation wanted to thank everyone for their contributions during the Idaho Gives Project on
May 1".
Contributions to the District 91 Education Foundation raised $8,200 and after winning a $500 Golden
Ticket and $1500 for 2nd Place in unique contributors, over $10,000 was raised that day to help fund
student field trips next year.
