Present from the Board: Alan Reed, Chairman Ernest Jensen, Vice Chairman Jerry Wixom Sharon Parry Robert Collette Adoption of the Agenda Present from the Administration: Dale Manning, Superintendent Dr. John Murdoch Ken Schow Guy Wangsgard Rosalyn McCandless It was moved by Jerry Wixom and seconded by Sharon Parry to adopt the agenda as presented. Motion passed. Consent Agenda It was moved by Sharon Parry and seconded by Jerry Wixom to approve the Consent Agenda which included the minutes of March 26, 2002, and the payment of claims. Staff actions included one medical leave of absence, three resignations and the retirements of Dave Schjeldahl and Yvonne Schjeldahl. Dave and Yvonne have served the students of District 91 for the past 27 and 23 years respectively. Dave has been the Principal at Temple View Elementary for the past eight years. Yvonne retires from the 4`h grade at E. Boyes Elementary School. In other staff action the Board of Trustees recognized George Boland who has recently been appointed Supervisor of Instructional Services. Mr. Boland will assume his new duties on July 1, 2002. Motion passed. Reports IFEA President Mary Famer had two requests; the first dealt with including, in the minutes, a record of Board members present at each regular Board meeting, and a review of Jt. Study Committees according to the Negotiated Agreement. Some Committee deadlines have been extended. Mrs. Farrier informed the Board of Trustees that a new Negotiating team had been named for the IFEA and a survey has been sent to members regarding issues for the agenda. A list of the IFEA Negotiating Team members will be sent to Superintendent Manning. Page Two — Board Meeting Minutes April 9, 2002 Superintendent's Report: Superintendent Manning reported on Federal legislation which involves the Education Act. President Bush has signed legislation that requires public schools to improve teacher quality by 2005. Funds have been dedicated for this purpose, but District 91 will receive less than 1%. The legislation will affect approximately 13% of the students and 4-5% of the budget in our district. Mr. Manning noted that the District 91 already provides top quality teachers with few exceptions. The success of this legislation will be related to local effort, not national mandate. The State Dept. of Education Legislative Update will be held Wednesday, April 10, 2002, at Bonneville High School. Administrators from District 91 will attend this meeting. Action Items Trustee Election Timeline: It was moved by Alan Reed and seconded by Sharon Parry that the Trustees of School District 91, Bonneville County, State of Idaho authorize an election for Trustee Zones 3 & 5. And that said election be held on Tuesday, May 21, 2002, with voting to occur between the hours of 12:00 P.M. and 8:00 P.M. Polling places designated for Zone 3: Edgemont and Teresa Bunker Elementary Schools. Polling places designated for Zone 5: Hawthorne and Sunnyside Elementary Schools. Motion . passed. Robert Collette announced that he would not seek reelection to Zone 3. Executive Session: The Board of Trustees entered Executive Session as posted on the agenda to review negotiation matters according to 5.67-2345©, Idaho Code. Return to Open Meeting: It was moved by Ernest Jensen and seconded by Sharon Parry to return to open meeting. Motion passed. Adjournment: It was moved by Jerry Wixom and seconded by Robert Collette to adjourn the meeting. Motion passed. Time: 2:25 P.M. 0
