Board Meeting Minutes
February 25, 2003

Chairman Alan Reed called the meeting to order and welcomed guests.
The Pledge of Allegiance was led by Jerry Wixom.
Dr. Murdoch introduced Desi Laughlin, Supervisor of Special Services. Mrs. Laughlin introduced Nancy
Collard, school companion. Mrs. Laughlin read a letter from Wade Smith describing Mrs. Collard many
contributions to the school companion program, and Alan Reed honored Mrs. Collard with the Emissary of
Excellence Award.
I. ADOPTION OF THE AGENDA
Ernest Jensen moved and Jerry Wixom seconded the adoption of the agenda. Motion passed.
II. MATCHING FUNDS
Jerry Wixom moved and Brian Crouch seconded the motion to approve the following matching funds:
Skyline High School
Digital Cameras $594.50
Theresa Bunker
2 Laser Printers $1330.68
Motion passed.
VL ACTION ITEMS (VL e. High School Travel Requests)
Brian Crouch moved and Jerry Wixom seconded the motion to approve high school travel as follows:
Skyline Cheerleaders to National Competition in Anaheim California March 27-April 1, 2003.
Skyline German Exchange program to travel with their German partners to Salt Lake City and Arches
National Park in April. The Board took no action on the German Exchange travel in June, as this is outside
of the school year.
Idaho Falls High School Tiger Times staff to the National Journalism convention in Portland April 10-13,
2003.
Motion passed.

III. CONSENT AGENDA
Jerry Wixom moved and Ernest Jensen seconded to approve the Board Meeting Minutes of February 12,
2003 and February 18, 2003. Motion passed.
IV. REPORTS
Alyson Zollinger from Idaho Falls High School reported on many of the high school activities. Included were:
Tigeretts — Superior and Excellent ratings
Rock-a-thon for the Development Workshop
Expressions choral group attending All Northwest
Basketball is participating in District tournament
Family Reading at Linden Park
School Play — "Can't Take It With You" starts tonight
Scholastic team seeded # one against all the schools in Idaho
Christina Larsen from Skyline reported on activities including:
Debate
School Play — "Twelve Angry Women"
Softball
Multi -Cultural week
Girls State
Girls Basketball
Wrestlers participating in state contest
Yearbook — all in color and will include a CD
President's Club Breakfast
Scholastic Club seeded 2" d
Patron Input —
Heidi Crouch, a teacher from Idaho Falls High School, proposed thee military leave policy be tabled
indefinately and suggested each person called up meet with the Superintendent in order to follow federal
law.
Richard Helmer, a former Board Member for School District #91, spoke in favor of the Supplemental Levy.
Ellis Hampton spoke regarding the need for the Supplemental and strong direction in these uncertain times.
Judy Smith expressed trust in the Board to support the needs of the district.
Shannon Vaughn, mother of three students in District #91, expressed support for setting the levy high
enough to retain a high level of education.
IFEA — No Report
Superintendent's Report — Dr. Murdoch introduced Shelly Smede, curriculum specialist, who gave a
powerpoint report on the expanded curriculum guides. Mrs. Smede modeled the great use these guides are
to the teachers as a source for lesson plans as well as use of the links to state standards.
Superintendent Murdoch introduced Dick Clute, Supervisor of Federal Program, who then introduced Mary
Bybee of the Bonneville Youth Council. Mrs. Bybee discusssed the results of a community survey, and
distrubuted a handout describing the many activities handled by the Youth Council. She also showed
statisstics showing large declines in juvinile referrals to law enforcement agencies.

Dr. Murdoch reported that Jerry Jacobson has been appointed to lead the activities related to the
Supplemental Levy.
V. INFORMATION/DISCUSSION ITEMS
Military Leave - Policy 809.5 Military will remain in the second reading. Options will be presented to the
Board at the March 11, 2003 meeting.
VL ACTION ITEMS
Sharon Parry moved and Jerry Wixom seconded the motion to adopt Policy 1002.0 Attendance. Motion
passed.
Ernest Jensen moved and Jerry Wixom seconded the motion to adopt Policy 3022.2.1 — General Fund
Contingency. Motion passed.
Brian Crouch moved and Sharon Parry seconded the motion to accept the bid from Bingham Mechanical
for Phase III HVAC Revision for Skyline High School in the amount of $808,500. Motion passed.
Ernest Jensen, School Board Budget Committee Chair, moved that Idaho Falls School District #91 call for
a supplemental levy in the amount of $6,800,000 for fiscal years 2004 and 2005. He also moved that the
election be held on March 13, 2003, at times and places to be published in the Post Register on March 2
and March 9 as required by Idaho Law.
Sharon Parry seconded the motion, stating that it was good to have Mary Farner, President of the IFEA
present at the Board Budget Committee meetings. In the budget committee meeting, Mrs. Farner expressed
agreement in understanding what the budget needs are. Mrs. Parry said that Monday's meeting of the
Committee was notable — there was a deep understanding of the need to address budget cuts in a good faith
manner, while also recognizing the need to set the levy at a realist amount of increase. She also noted Mrs.
Farner's agreement in these decisions. Mrs. Parry expressed her feeling of positive support for the
Supplemental Levy.
Mr. Reed reported several patrons had called him to express support for raising the level of the levy in
order to maintain the district program.
