OPENING EXERCISES
The Pledge of Allegiance was led by Jared Fuhriman.

ADOPTION OF THE AGENDA
Jerry Wixom moved and Jared Fuhriman seconded the motion to adopt the agenda as written.
Motion passed.
STUDENT TRAVEL
Jared Fuhriman moved and Sharon Parry seconded the motion to approve the request for the
Royal Blue Choir from Skyline to travel to the San Diego State University Invitational Choral
Festival April 21 — 24th, and Idaho Falls High School Cheerleading Squad to travel to Los
Angeles March 18 — 22 d to compete at the USA National Cheerleading Competition. Motion
passed.
MATCHING FUNDS
Jerry Wixom moved and Sharon Parry seconded the motion to approve matching funds of
$6,600.00 for Bush Elementary School for the purchase of computers. Motion passed.
CONSENT AGENDA
Sharon Parry moved and Jared Fuhriman seconded the motion to approve the consent agenda
consisting of Board Meeting Minutes of January 27, 2004 and payment of February claims.
Motion passed.
REPORTS
Patron Reports
Steve Shearer spoke to the Board regarding the withdrawal of the Idaho Learning Academy
Charter School petition, and gave appreciation to the Board for their time spent reviewing the
petition.
IFEA
Gene Lund, IFEA President reported on the ratification meeting held Wednesday, Feb. 4. The
general assembly voted to ratify the negotiated agreement.

Superintendent's Report
Dr. Murdoch discussed the district IRI results and distributed a graph showing growth in all
grades K-3 from 2003 to 2004. Interventions are planned at each elementary school to move
students to targeted levels.
PROPOSALS
2004-05 Bell Schedule — Dr. Murdoch discussed the adjusted school starting times used this year
and evaluations of that schedule. After much work and detailed planning, it is believed that the
starting times for the secondary schools can be brought back to 8:30 a.m. (from 9:00 this year),
with the elementary schools starting at 8:00, 8:20, and 9:00 a.m. Some issues are still being
addressed. The schedule has been shared with principals, will be distributed across the district
today, and feedback gathered.
ACTION ITEMS
Purchase of Food Storage Building — Jerry Wixom moved and Sharon Parry seconded the motion
to accept the purchase agreement for the Food Storage Building at 530 W. 21St St., Idaho Falls, ID
83404. Motion passed.
Ratify Negotiated Agreement — Jerry Wixom moved and Jared Fuhriman seconded the motion
that the tentative agreement, as presented in the 2003-2004 Negotiated Settlement Items
document, be ratified; that the classified and administrative employees receive the same increases
in salary and benefits, with the exception of transportation employees receiving a 1 % one time
payment and increase in benefits and excluding all classifications of substitutes. Motion passed.
Sharon Parry noted that the language in Item 10-2 — Hours, "Elementary teachers will be
provided sixty (60) continuous duty-free minutes of preparation time four (4) times per week
during the last hour of the scheduled school day " should be worked out to show clarity of the 60
minutes after students leave for the day.
Jerry Wixom moved and Sharon Parry seconded the motion to adjourn and tour the new Clair E.
Gale gymnasium. Motion passed.
