Dave Lent, Board Chair, called the meeting to order.
Pledge of Allegiance was led by Jerry Wixom.

Jerry Wixom moved to amend the agenda, pursuant to Idaho Code 67-2343, to add Action Item (a) Acceptance of
the Joint Budget Committee recommendation to restore the medical stipend for the 2010-2011 school year.
Good Faith Reason: Action is required to enable employees to adjust their W-4 if desired and permit adequate
time for payroll to process any changes as well as the potential one-time payment by the December 171" payroll.
Deidre Warden seconded. Motion carried.
Deidre Warden then moved to adopt the agenda as amended. Lisa Burtenshaw seconded. Motion carried.
WORK SESSION'
a. Supplemental Levy Discussion
A discussion was held regarding an election to renew the District 91 Supplemental Levy that will expire in
2011. As the new election consolidation law takes effect on January 1, 2011 there are specific dates set
aside to hold all elections, the second Tuesday in March, the third Tuesday in May, the last Tuesday in
August and the Tuesday following the first Monday in November of each year. By law, the district will be
required to give Bonneville County a 45 day notice of the set election date in order to prepare for that
election. If the said election is to be held on March 8, 2011 a resolution for the supplemental levy would

need to be included on the December 14, 2010 meeting agenda. Guy Wangsgard provided handouts
showing historical tax rate information, supplemental levy election history and a fund balance projection
model for the Board to review.
ACTION ITEM
a. Acceptance of the Joint Budget Committee recommendation to restore the medical stipend for the
2010-2011 school year.
Superintendent Boland stated the District 91 Joint Budget Committee had met earlier today to discuss
options for the Federal Jobs Bill Funds that became available today. The committee made a
recommendation to use a portion of the funds to restore the $1500 medical stipend as negotiated with
the IFEA in 2009.
In view of funds available as a result of the Federal Jobs Bill, Jerry Wixom moved to accept the Joint
Budget Committee recommendation to restore the medical stipend for all eligible employees to $1500,
or the prorated portion thereof as stipulated in the Negotiated Master Agreement, for the 2010-2011
year. Restoration will be provided through a one-time payment in the December 171" paycheck.
