Dear Dr. LaOrange,
Subject: 2023-2024 ISU Early College Program MOU
Per our National Alliance of Concurrent Enrollment Partnerships (NACEP)
accreditation standards and in order to ensure communication and
relationships with our partnering schools is strengthened, you will continue to
receive a Memorandum of Understanding every summer for the upcoming
academic year.
Enclosed you will find the MOU and list of dual credit courses offered at your
individual high school(s) as well as the approved instructors. We do realize that
last minute changes happen and perhaps this is not a correct list. If that is the
case, please contact Suzanne Peck in the Early College Program office at (208)
282-3904 or pecksuza@isu.edu as soon as possible. We will send an amended
MOU to you with these changes corrected.
This year we are sending your MOU via DocuSign. Once you have signed the
MOU, a copy of the signed document will be available to all parties. I ask that you
please review and sign the MOU prior to your school district starting in the fall.

Memorandum of Understanding
Early College & CTE Advanced Opportunities Programs and
Idaho Falls School District #91
for the 2023-2024 Academic Year
THIS MEMORANDUM OF UNDERSTANDING (MOU), entered into by and between IDAHO STATE
IDAHO FALLS
SCHOOL DISTRICT #91 and for courses identified in the attached Exhibit A.
Program Goal: To provide academically-prepared Idaho high school students an opportunity to earn
lower division general education credits, as well as elective ISU credits required for an Associate degree
or certificate, with the intent of preparing students for a successful post-secondary education and/or
career and work experience.

Concurrent Enrollment or Dual Credit as defined under this MOU occurs when a public high school
student enrolls in an approved ISU owned course for college credit being taught by an ISU department

Purpose
The purpose of dual credit is to provide an opportunity for eligible high school students who want to
take ISU courses that will simultaneously meet the requirements for graduation from an Idaho high
school, as well as better prepare them for post-secondary education and the work world. Dual credit

technical education opportunities to qualified Idaho high school students. Oversight of these courses is
monitored by the respective ISU department faculty ensuring that the course content and rigor are
equal to that of a course being taught on campus.
Terms of Agreement
Students
Students eligible to take ISU concurrent enrollment courses must be an Idaho high school student and
enrollment in ISU concurrent enrollment courses being taught at the high school. Students must meet
the following eligibility requirements:
1. Age 16 OR have completed half of their high school graduation requirements AND;
2. An unweighted 2.7 grade point average (GPA); AND
3. Signature of parent/legal guardian approval for students under the age of 18.
Should a student not meet age or GPA requirements, a recommendation from a high school official is
needed. This signature suggests this student is ready to take college level courses and that advising has
taken place in this regard. Students must complete an Early College Program application the first time
they start taking a course. It is the responsibility of the student to register for their course(s) through
BengalWeb before each published deadline. Any student who chooses may opt to drop or withdraw
from a course before the published deadlines, and will complete this step in their BengalWeb account.
Students using Fast Forward funding to pay for their dual credit courses are required to have advising
once they reach 15 credit hours. Advising is available to them by one of our dual credit coordinators.
Additionally, students can meet this advising requirement with a CCA or counselor at their school.

High school instructors pursuing approval to teach dual credit courses must make application to the
Early College or CTE Program by the published deadline (on website) for each respective semester or
trimester. Approval of dual credit instructors is completed by the ISU department chair or program
director, as applicable, of the corresponding requested course. The applicant instructor and their
principal will be notified via letter of the course and instructor approval. Once an instructor is approved,
and in order to continuously offer concurrent enrollment courses each year, they must stay in
compliance with the Early College Program as well as the department policies and curricula
requirements.
New instructors are required to attend an orientation workshop prior to starting their course in the high
school. This is completed by the Early College Program as well as respective department faculty liaison.
Every instructor is required to attend an annual discipline specific workshop hosted by the respective
department. Before the start of every course, the instructor will submit their syllabus to their
department faculty liaison for approval.
High school instructors are given the status of adjunct instructor or affiliate instructor when approved to
teach courses through the Early College Program. Adjunct instructors receive a stipend paid directly to
school district for distribution. Adjunct instructors will receive a contract for each course listing the
payment for their enrollments and when these will be paid after the registration deadline of each new
course term.

communication and claim their ISU account. This is necessary for them to be able to register in

Credits Earned
Enrollment in an ISU course taken for dual high school and college credit will result in the establishment
course on an official ISU transcript. The student earns credit toward a high school diploma as well as
college credit
Associate of Arts in University Studies
Early College Program students who meet the degree credit requirements and have a cumulative
undergraduate GPA of 2.0 or higher are eligible to graduate from Idaho State University with an
Associate of Arts in University Studies. To be eligible a student must:
Complete a total of 60 credit hours including:
o 37 General Education Objective Credits
o 15 Major Requirement Credits
6 additional credits from Arts and Humanities and/or Social and Behavioral Sciences in the
College of Arts and Letters
9 additional credits beyond the General Education Requirements from College of Arts and
Letters, Business, Education, Science and Engineering, or the division of Health Sciences
(restrictions: COT, ACAD, and physical activity courses: CAAC or PEAC)
o 8 Additional Elective Credits, from across the university, as needed to meet the 60 total credits
At least 15 credits must be resident credits (credits earned at Idaho State University for ISU bearing
courses)
Delivery Method and Location
Eligible high school students may participate in taking courses offered for both high school and college
credit in a variety of methods, including:
1. Classes taught on a high school campus by department approved high school instructors;
2. Classes taught on an ISU campus, on-line, or via distant learning by ISU faculty;
3. Online courses taught in partnership with Idaho Digital Learning Alliance (IDLA)
Students can take courses on an ISU campus in Pocatello or Idaho Falls through our On-Campus Dual
Enrollment Program. This program was created in conjunction with the Early College Program and
campus departments to set aside a limited number of seats per approved course for Early College
Program students. Please note, regular ISU students will be given first priority for enrollment for these
courses.
Course Content
As noted above, course content is monitored by ISU. As such all syllabi must be approved by the
cooperating department at ISU. Once a syllabus has been approved by the sponsoring ISU department,
any changes to content (e.g. course books, assignments, etc.) must also be approved by the department.
This excludes minor changes to due dates, in-class activities, etc.
Tuition and Fees
Tuition and fees, as approved by the Idaho State Board of Education, may be charged to high school
students for participation in the dual credit program. Students will be charged $75 per credit for dual
credit courses taught at the high school by a high school teacher, as well as ISU courses delivered on
campus by an ISU faculty member, or courses taught through IDLA. Students taking courses on an ISU
campus are subject to other fees not covered by Fast Forward (ie: course fees, textbooks, and parking
permits). ISU will work in partnership with the Idaho Advanced Opportunities office and respective
partnership school districts to approve requests for funding through the Fast Forward Program and will
apply these funds to student accounts upon receipt of funding.
