EXECUTIVE SESSION
At 5:00 pm Chairwoman Hill called for a motion to go into Executive Session. Trustee Radcliffe made a motion to go into
Executive Session pursuant to Idaho Code §74-206 (1) (b) Personnel and Student. Trustee Cogliati provided the second. A

Superintendent Dr. Jim Shank and the Board of Trustees met in Executive Session to discuss personnel matters regarding
Employee 2021-2022 L. Executive Session concluded at 5:57 PM. Board Business Meeting called to order at 6:00 PM b y
Chairwoman Hill. The Pledge of Allegiance was led by Mrs. Milton's 3rd grade students from Edgemont Elementary.
ADOPT AGENDA
Chairwoman Hill requested a motion to adopt the agenda. Trustee Radcliffe made a motion to adopt the agenda, second by

REPORTS/INPUT/INFORMATION
A. Student Reports
Compass Academy - Student Representative Ben Orr reports for the end of the school year, they have completed the
elections for Compass Council for next school year with extra members to fill in when needed. Graduation is the 23rd at
Motor Vu Drive in and Compass Academy Prom being held the 21st at 8:30pm. He states the awards assembly is this
Friday the 13th at 1:45 pm. He states the Capstone showcase was completed, where the seniors present their senior
projects. Community members and board members were invited to come view the showcase. He introduces Mia Brown,
the new communication director for Compass Academy who will present next year. He thanks the Board for opportunity
to present to them this year, as this is his final student report. Trustee Hill thanks Ben and tells him that he has done a
great job this year.
Idaho Falls High School- Student Representative Rylee Sessions reports student government elections were done for
next year. She states that they are planning of the 4th of July parade float and also they are working on a fun run/walk
for Skin Cancer to raise money to help students in the area. She adds that if you would like more information to contact
Idaho Falls High School before the end of the year. She states as the Seniors prepare for the end of the year, they will
have Senior Sob, Senior Sunset, and their last day of school is next Thursday the 19th and graduation is the 26th. She
gives a huge congratulations to all the seniors.
Skyline High School – Student Representative Ari Burgen reports Senior trip is coming up to Lagoon. She also stated
the Freshman election was done and have lots of new faces coming in.
B. Celebrations
Celebrating CTEC
CTEC Coordinator, Bobbi Finlayson presents Celebrations in combination
with their HRS report. She reports in CTEC, all their programs have a student organization at the state level with competitions
locally, regional, state-wide, and nationally. She states in May the Business Professionals of America start with their competitions
and the rest of the them are in the summer. Last summer, they had the first auto student win at the national level. This year,
Jeremy Bird, Autobody teacher will also take another student to nationals with at state winner. She then states they will be
starting the STRAP program (Student to register apprenticeship program) this month. She states that this month we will have our
first student participate with this program, starting at 16 years old getting paid at $25 an hour and finishing in the apprenticeship
program his junior/senior year in welding. She states in the strap program the students get paid for every year that they complete
an internship plus their education. She states that hopefully b y the time he graduates he will be making $75 an hour. She states
the program has been successful in the Boise area for three years. Bobbi states the other celebration is in the growth in CTEC in
programs, they will be adding 6 classes. The adds with be another Auto teacher, construction, firefighter, industrial mechanics, law
enforcement, and welding. She states that they are currently working on registration. She then states that this year is the first
year that School District 91 has had students complete the Basic Technical certificate through ISU for Pharmacy students. She
reviews the graduation programs she handed out to the Board, so they can see all the students graduating in the CTE programs
with the certifications they have accomplished during the year.
Celebrating Skyline High Schools NAF Academy of Business and Technology, by Kristen Dunnells.
Kristen Dunnells, NAF teacher, introduces Austin McAffee who is an
officer in their NAF(National Academy Foundation) academy. She explains the NAF program, pathway of classes, and requirements
for the program. Austin states he works at Reed's Dairy and explains his experience with work and the NAF program have
benefited him which have given him more opportunities. Kristen states that the NAF program has been awarded for the second
year in a row the highest achievement called Distinguished.
Celebrating Idaho Falls High School BPA, by Business Technology Teacher, Tanner Smith.
Tanner Smith, BPA teacher, He introduces three students who are
involved with BPA and many of them compete. He explains that the program continues to grow.
Celebrating 3rd Grade class at Edgemont Elementary for their recycling project, by their teacher Laura
Milton. Laura Milton, 3rd grade teacher at Edgemont Elementary
introduces a few of her students to talk about their recycling project with Happyville garden.
C. Superintendent's Reports
Superintendent Shank introduces Dan Keck, Assist. Supt. Secondary
Education, Kelly Coughenour, Assist. Supt. Elementary Education, and Brooke Stostich, Coordinator of Learning Loss
intervention to talk about summer school. Each of them talk about the plans of summer school in elementary, middles
schools, and at the high school levels. They also discuss which schools will be hosting the
summer school programs. They provided the Board with handouts that are attached in the board agenda.
D. High Reliability School's Report
Superintendent Shank introduces Principal of Dora Erickson
Elementary, Mark Hunsaker to present his HRS school report. Principal Hunsaker presents a PowerPoint, which is
attached in board agenda.

DISCUSSION
A. Master Facilities Plan and Bonding
Superintendent Shank review bond history that was provided by Hummel and was shared with the Board. He introduces
Margaret Wimborne, Director of Communications and Communit y Engagement. She provides a brief summary of bond history
starting in 2016 with the Board at the time. She states at the time the Board did work with the communit y to focus on three
central questions. 1. What are the knowledge skills and attributes that are students need to be successful? 2. What does
learning look like if we want them to leave us with those skills and attributes and knowledge? 3. What do schools need to look
like in order to allow that learning environment? Margaret then states the Board identified the greatest need for improvement
was to our high schools with updates and renovations to the buildings. She further discusses a new high school that the Board
had decided a better long-term investment. She discusses some of the work that was done in the last bond and the bond did
not pass with many areas in the district with a low number of voters. She states in 2018 had two ballot questions, one being a
base bond for $86.2 million that included renovations to Skyline High School, new Idaho Falls High School, and remodel of
Idaho Falls High School existing campus to be CTE center. The additional question was asking for $13.3 million that would pay
for district-wide performing arts center that would be located at Skyline High School and some multi-purpose space for PE and
athletics at the new high school campus. She reviews some of the reductions made in the 2018 bond scope and the results in
the bond with the two ballot questions. The Board thanks Margaret for the bond history information.
Superintendent Shank speaks about the work done with the Board in the current Master Facilities Plan and reviewed the
estimate provided by Mike Clements, CEO from Bateman-Hall for the all four projects in the Master Facilities Plan. He asks
what the Board's disposition is for the Bond and timeline. Trustee Hill states the bond is not a want for the Board it is a need
for the students and community. Trustee Radcliffe asks for a clarification with the new high school enrollment to be for 1300
students. Superintendent Shank states the numbers were for the 1300 students and would need to be updated to reflect the
new projections of 1500 students. Superintendent Shank discusses if a new elementary school goes in on the southside we
need to be able to staff that building. He states there is a general fund consideration to pay salaries for the staff. Trustee
Radcliffe asks if Angela Pendlebury can provide a general cost for staffing an elementary school. Angela states the w ay the
State funds is bases on student population, but it would be a prediction at this point. Trustee Hill states that phasing the
projects does not have any benefit to the district. Trustee Wilson states there is a need and Trustee Hill states the need will
continue to grow. Trustee Radcliffe states that in 1970 Skyline was built to be adaptable, expandable school as the district
grew and the only expansion that has been made there was building the new gym. She states the community has shown us

that is not how they want to grow the schools with phasing. Trustee Hill would like to see the numbers from Piper-Sandler for
a bond for $220 million and $250 million. Superintendent Shank asks what about the timeline would look lik e and does not
think August would be a good time. Trustee Hill suggests November would be best to educate the community and the Board to
prepare for a bond. Trustee Wilson states the sooner we can get the information to educate ourselves and the community,
then we can plan for a bond timeline. Trustee Cogliati states she has concerns about a new school not meeting the student
enrollment capacity. Trustee Hill states that we need to see updated plans to reflect the growth. Margaret Wimborne states in
2018 the plan was for 1500 with potential to grow to 1800 students. Superintendent Shank asks of the plans presented does
the Board like the way they look or do we need to give Hummel different direction. Trustee Wilson states some of the
renderings do not need to be so ostentatious in look however having the glass face is nice. Trustee Radcliffe states having it
nice and serviceable would be great. Superintendent Shank asks about the Skyline A uditorium being apart of the project.
Angela Pendlebury states is was included in 2017 but not in the next bond. The Board discusses that it should be included for
both high schools. Superintendent Shank thanks the Board for their input and states we will get to work.

Superintendent Shank asks the board if they have any questions on the policies presented. Trustee Wilson asks that in policy
407.3.2, it is stated no tobacco, drugs, and alcohol and needs to also reflect no vaping. Superintendent Shank states we will
make that change as well as update any part in the policies to reflect Superintendent or designee, in place of just
Superintendent.
B. District Curriculum Materials Adoption Committee Proposal
Kris Smith, Director of Curriculum and Professional Development presents the District Curriculum Materials Adoption
Committee per state law 33-512A, stating that each Idaho school board to appoint a curriculum adoption committee. He states
that it is very specific in who be on the committee. There needs to be a twelve (12) member committee that includes three (3)
Teachers, One (1) Board member, One (1) District administrator, One (1) Community member, and Six (6) Parents. Trustee
Wilson asks if someone will be appointed from the Board or if we need a volunteer. Trustee Wilson states he would volunteer
and Trustee Radcliffe states that she would like to rotate for the some of the curriculum. Kris states that they have not
specified how many times a year this committee needs to meet. He proposes that in the next month he would put the word
out and work with Margaret from communications and bring back that recommendation next month.
C. K-6 Counseling Curriculum Proposal
Kris Smith, Director of Curriculum and Professional Development reviews the work synopsis he has provided to the Board and
is attached in board agenda.
