Trustee Radcliffe made a motion to go into Executive Session pursuant to Idaho Code §74-206 (1) (b) Personnel and Student. Trustee Cogliati provided the second. A roll call vote was taken: Elizabeth Cogliati – aye Paul Haacke – aye Lara Hill – aye Hillary Radcliffe – aye Larry Wilson – aye Superintendent Dr. Jim Shank and the Board of Trustees met in Executive Session to discuss personnel matters regarding Employee 2021-2022 K. Executive Session concluded at 6:11 PM. Board Business Meeting called to order at 6:15 PM b y Chairwoman Hill. The Pledge of Allegiance was led by Kris Smith. ADOPT AGENDA Chairman Hill requested a motion to adopt the agenda. Trustee Hillary Radcliffe made a motion to adopt the agenda, second by Trustee Elizabeth Cogliati. Student Reports Idaho Falls High School- Student Representative Paige Stembridge reports that end of the year projects are starting. They are preparing for the pageant Mr. IFHS for senior boys and it will be April 26th. Next week they are starting Student Government Elections for 2022-2023. She states they are looking forw ard to graduation plans and senior trip to Lagoon, as well as the senior sob. She tells the Seniors to hand in there for the last couple of weeks. She talks about the juniors and sophomores taking the ISAT and SAT testing and wishing them good luck and a job well done. Compass Academy - Student Representative Jaden Schemmers reports they are currently doing the Senior Capstone/senior projects presentations. He also stated their students have completed or are completing ISAT, SAT, and Civic's exams. He then states tomorrow they are doing their annual Compass Flix, which is where the sophomores present projects they have been working on. Prior to Compass Flix they will be having a Family Pasta event. He states later in the month they are planning a Casino night, elections for Student Council for next y ear, and Prom in May. Skyline High School – Student Representative Ari Burgen reports that student body elections were last week and they went well. Next week, they will have class elections and they are preparing for Teacher Appreciation Week. B. Celebrations Celebrating Gatorade Athlete for Girl's Cross Country from Skyline High School, Neleah Roberts. Dan Keck, Assist. Supt. Secondary Education introduces Athletic Director Greg Baczuk and Cross Country Coach, Sean Smith. Coach Smith explains that Neleah Roberts has had a Cross Country Season, she has been State Champ for two years, went to the Regional Meet for Nike and took 3rd, went to the Regional Meet for Footlocker and took 10th, and qualified for Nationals and ended up 24th in the Nation. Due to her success, she was declared the Gatorade Cross Country Athlete of the Year for Idaho. He states in his 32 years of coaching, she is the best girl athlete he has ever coached. He states that last weekend she went to Arcadia, California and placed 3rd in her two mile race at a 10.32 and now she is in the top 30 in the nation in the two mile. Celebrating Finalists for the National Merit Scholarship from IFHS, by Principal Dr. Powell. Alexis Ashby, Colin Binni, and Jason Traynor Principal Powell introduces the National Merit Finalists and explains that they are awarded this from the PSAT qualifying scores. He states 1.5 million enter the competition and these three students advanced on to the finalist stage, which is the top 15,000 of the 1.5 million students. He states in June they will be notified if they have earned a scholarship. He tells the students how proud he is and the school is of them and wish them the best. Each of the students explains what their future plans are. One District, One Book writing contest winners recognized by Margaret Wimborne, Director of Communications and Community Engagement. Margaret introduces students of the One District, One Book writing contest. She states they had to write a Pet Profile, like the one from the book. Winners are Greg Stembridge- Kindergarten, Sullivan Phillips- 1st Grade, Luke Thomas- 2nd Grade, Katelynn Grossman- 4th Grade, Avery Waetje- 5th Grade, and Grace Kateseanes- 6th Grade. She rewards them with a gift bag full of books, gel pens, and gift card. C. Superintendent's Reports Superintendent Shank reports that the update on the legislative report is delayed due to the Legislative Roadshow being on the 14th. He will report at a later date. D. High Reliability School's Report Kelly Coughenour, Assist. Supt. Elementary Education introduces Principal of Westside Elementary, Kelsey Anderson to present her HRS school report. Principal Anderson presents a PowerPoint, which is attached in board agenda. Kelly Coughenour then introduces Principal of Fox Hollow Elementary, Sarah Cherry to present her HRS school report. Principal Cherry presents a PowerPoint, which is attached in board agenda. Dan Keck, Assist.Supt. Secondary Education then introduces Principal Ethan Wilford and Vice Principal, Frances Connor from Eagle Rock Middle School to present their HRS school report. Principal Wildford turns the time over to Paige Waters to present a PowerPoint, which is attached in board agenda. E. Patron Input (Sign-in required) No comments were provided. F. First Reading- Board Policy Revisions & Review Section 402.3 Video Surveillance - Revised Superintendent Shank states the last review of this policy was April 24th of 2001, so this is much needed. He introduces Tito Paredes, Director of Technology, to discuss video surveillance. Tito states that when this original policy was adopted we had about 50 surveillance cameras throughout the district and we now have over 1600 surveillance cameras across the district. Superintendent Shank states the revision of the policy had added language that helps address the requirements listed b y the state. The Board responds with no questions. Kris Smith, Curriculum and Professional Development Director starts the presentations by stating that from the District's Vision and Mission statement, the number one concern is student's are the number one priorit y. He states the number one key to student achievement is classroom instruction and high quality curriculum resources. This gives the teachers the tools to provide the face to face instruction. He states that the District leadership and the Board mak es an impact thoroughly examining, research, and consultation with parents and teachers to identif y the right resources. B. High School US History Curriculum Proposal High School US History Curriculum Proposal is presented by Lisa Armstrong, Secondary Curriculum Coordinator. Her PowerPoint is attached in board agenda. C. Governor's bonus Superintendent recommends approval for the Governor's Bonus for full-time employees receive a $1000 one-time payment and part-time employees receive a $500 one-time payment. Payment will be included in the May 2022 paycheck, and eligibility will be based on the proposed eligibility standards. IFSD91 will be providing the additional funding to provide $500 bonuses for all qualified part-time staff. Trustee Wilson makes a motion that full-time employees receive a $1000 one-time payment and part-time employees receive a $500 one-time payment. Payment will be included in the May 2022 paycheck and eligibility will be based on the proposed eligibility standards. Motion by Larry Wilson, second by Paul Haacke. Director of Technology, Tito Paredes recommends approval and states they only received one bid and it is for wireless access. Trustee Radcliffe makes a motion to approve the E-rate bid, as presented. Budget Hearing Schedule Change Superintendent recommends approval of the budget hearing schedule change, as presented. Director of Finance and Business, Angela Pendlebury states that the County gave guidelines with the criteria for mailing and June 8th is too soon. Angela gave two options for the Board to choose from, option one is having both Board meeting and budget hearing on June 15th or keep June 8th Board Business meeting and add a Special meeting for Budget hearing on June 15th, then Board Work session is on June 21st. Angela proposes to do the budget hearing and Board Business meeting together on June 15th. Trustee Radcliffe makes a motion to approve to move the budget hearing in combination with the Board Business meeting for June 15th, 2022 from June 8th, 2022. PE Credit Superintendent recommends approval for no more than 2 elective credits for participation in Varsity Athletics. He also states that the high school Principals submit conditions for these earned credits. Trustee Haacke asks if one high school wants to do something different. Superintendent Shank states both schools will need to be in agreeance with their conditions for graduation policy. He also suggests that with these conditions, the students work with counselors to mak e sure electing to use these elective credits will be in their best interest for the GPA. Superintendent Shank states that students will have the option to elect these credits. Trustee Cogliati asks about athletes that get injured receiving credit. Superintendent Shank states the students will receive the credit for participation, so coaches or teachers would provide them an alternative to participate. Trustee Haacke asks when this will go into effect. Superintendent Shank states this will go into effect for school y ear 2022- 2023. Trustee Wilson makes a motion to approve the PE credit, as presented. Motion by Larry Wilson, second by Paul Haacke.
