I. TITLE: Environmental Safety and Health (ESH) Specialist
QUALIFICATIONS:
Bachelor of Science in Environmental Engineering, Waste Management, Chemistry or Chemical Engineering and 5 years experience working in an ES&H field. Other degree or professional experience
may be considered.
Strong computer skills including:
Advanced skills in Word, Excel, Outlook, and PowerPoint.
Advanced Microsoft Windows skills (document, file, and folder management)
Internet research skills
Ability to analyze and interpret technical data and communicate it to non-technical individuals.
Must have experience working with AHERA, OSHA, EPA, RCRA, ASHRAE and other safety and Environmental standards or codes.
Knowledgeable in the application of Material Safety Data Sheets and chemical management.
Ability to develop necessary training in all aspects of ES&H.
Ability to work independently with little direction.
Must have a track record of strong organizational, communication, and customer service skills.
Current Idaho Drivers License with a clean driving record.
Ability to work with staff, students, and the public.
Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
REPORTS TO: Director of Operations
JOB GOALS:
To support the delivery of School District 91’s written, taught, tested and reported curriculum and contribute to maximizing student achievement.
To support the Director of Operations in helping maintain the physical school plant in a condition of operating excellence so that full educational use of it may be made at all times.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Develops implementation plans for a district-wide ES&H program that includes:
Chemical management
Hazard Communication and spill control
Waste management
Classroom environmental quality monitoring
Asbestos management
Lead Renovation, Repair and Painting program
Water Quality
Assists in addressing Division of Building Safety inspection findings as requested.
Identifies, responds to and assists in mitigation of hazardous workplace conditions.
Drafts and proposes district policies adhering to local, state and federal ES&H regulations. Ensures compliance with all ES&H regulations, and keeps abreast of any changes to laws and
regulations that impact the district.
Oversees the collection of samples and measurements of hazardous materials, and the coordination of the removal/disposition of physical, biological and chemical hazards.
Consults in the design and development of facilities, work areas and work procedures with respect to ES&H.
Is responsible for preparing, maintaining, and updating environmental policy and procedure manuals.
Serves as contact with all federal, state, and local environmental regulatory bodies with regards to ES&H.
Conducts routine building environmental condition audits.
Establishes an ES&H program and trains facilities and custodial groups, as well as faculty, to necessary levels.
Works with the custodial and maintenance team leads to coordinate activities and training.
Maintains records and completes paperwork for waste management, asbestos program, Lead Renovation, Repair and Painting and Operations department chemical inventories.
Participates in inspections and prepares the appropriate documentation needed to identify safety measures to assure compliance with state and federal regulations.
Looks for ways to improve the classroom environment through innovative monitoring techniques.
Collects quarterly drinking water samples from drinking water wells in accordance with Idaho Department of Environmental Quality
Coordinates necessary contractors and supervises their performance for asbestos abatement and air sampling, fire extinguisher annual service, fire alarm testing, fire sprinkler testing
and hazardous waste disposal
Maintains fire extinguisher maps, coordinates fire extinguisher maintenance and performs fire extinguisher inspections for buildings without a head custodian
Monitors water chemistry levels in boilers, closed loop heating systems and cooling towers
Performs monthly tests on emergency lighting fixtures in buildings without a head custodian
Maintains high standards of ethical behavior and confidentiality.
Has regular and predictable attendance.
OTHER DUTIES AND RESPONSIBILITIES
Performs all other duties as assigned.
VII. TERMS OF EMPLOYMENT:
This position is scheduled for 8 hours per day, 254 days per year. Benefits will be in accordance with approved Board policy. Wages will be according to the District 91 salary schedule
grades 14-16, commensurate with education and experience.
Grade 14 Requisites
Must acquire the following certifications/qualifications within 180 days
A
sbestos Worker (medical exam and fit test)
Asbestos Supervisor
Asbestos Building Inspector
Asbestos Project Designer
Asbestos Management Planner
Lead Renovator
49CFR HazMat/ DOT Shipper
Asbestos management Planner
12 credit hours in an approved Environmental Science/Waste Management program with a minimum 2.75 GPA
Grade 15 Prerequisites
All requisites for grade 14 and 6 years relevant experience (3 years relevant experience if internal candidate)
Grade 16 Prerequisites
All requisites for grade 15 plus
MS degree in Hazardous Waste Management or environmental science with emphasis in environmental law, waste management and environmental chemistry and 10 years relevant experience (7
years relevant work experience if internal candidate) or a Bachelors degree in Hazardous Waste Management or environmental science with emphasis in environmental law, waste management
and environmental chemistry and 15 years relevant experience (12 years relevant work experience if internal candidate).
This is an “at will” position in that the employer or employee may terminate employment at any time, or for any reason consistent with applicable state or federal law. The “employment
at will” policy cannot be changed verbally or in writing, unless the change is specifically authorized in writing and expressly approved by the Board of Trustees of District 91.
VIII. EVALUATION:
Performance of this position will be evaluated annually by the Director of Operations in accordance with provisions of the Board’s policy on the evaluation of classified personnel.
IX. WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Work is performed in an office (50%) and in the field (50%).
This position has been given an overall physical classification of light duty.
1 – 33% 34 – 66% 67-100%

**Lifts over 50 pounds with proper body mechanics and 2 or more workers.
