Chairman Lent called the meeting to order at 6:31 p.m.
Trustee Larry Haws made a motion to adjourn to Executive Session. Trustee Warden provided the
second. A roll call vote was taken:

EXECUTIVE SESSION
The Board of Trustees met in Executive Session pursuant to Idaho Code §67-2345 (1) (b) regarding a
personnel matter.
Trustee Burtenshaw made a motion to return to Open Session. Trustee Hillman provided the second.
The Board returned to the Open Session at 7:10 p.m.
The Pledge was led by D91 student Michael Francis.

SPECIAL ORDERS OF THE DAY
a. Emissary of Excellence
Trustee Deidre Warden turned the time over to Camille Wood who introduced Justin Hurley,
D91 Network Administrator, as the Emissary of Excellence this month. Justin came to the district
3 years ago from the Post Register. Camille stated that Justin is a rock star when it comes to
technology and she wanted to introduce him and recognize his accomplishments. Justin's duties
include designing and maintaining both the wired and wireless networks, internet content
filtering system, district -wide phone system, email filtering, virus protection, the IEN video
conferencing systems in the high schools, and designing and implementing the keyless entry
systems for the new elementary schools. Justin has worked countless hours stepping up the
wireless installation in all of our schools helping the district create a path for technology that
enables. This past summer Justin, with the help of his father Miles Hurley who teaches
technology at Idaho Falls High School, implemented the BYOD (Bring Your Own Device) guest
wireless network making it safe for students to get out to the web.
Trustee Warden thanked Justin, and the IT Department, on behalf of all of the network users for
all they do to keep the district connected. Trustee Warden presented Justin with a certificate
and token of appreciation.
b. Volunteers of the Month
Trustee Brian Hillman introduced A. H. Bush Principal Sarah Sanders who recognized volunteers
from the Department of Energy. Dr. Sanders first introduced Drew Hathaway, Bush School
student body president, to share a little bit about the program. Drew explained that the DOE
Volunteers come to Bush Elementary twice a week to help run the Smart Start Tutor Program,
the after school program that allows students to get more one-on-one help from the volunteers.
Drew shared that the DOE volunteers recently arranged a field trip for the students to visit the
EBR1 Reactor and then have pizza. Drew stated seeing the reactor was cool and they ate way
too much pizza. Drew stated the students enjoy working with the volunteers that come to help
each week. Dr. Sanders then introduced program organizer Jan Ogilvie who shared that DOE
wanted to partner with schools to promote science and math. They also wanted to start with
the younger students so twice a week about 20 volunteers go to the school to help students
who are having difficulties.
Chairman Lent thanked Jan, and Wade Hildebrandt, for their services. Chairman Lent also
recognized Rick Provencher, DOE Idaho Manager, for allowing the volunteers to help the
students and for taking time to be here tonight.
c. Business Partner of the Month
Trustee Larry Haws introduced Greg Nelson from Nelson Electric as the Business Partner of the
Month. Trustee Haws shared that Nelson Electric helped the district save approximately
$16,665.00 on the new Ethel Boyes Elementary construction project by running the conduit
underground. Trustee Haws thanked Greg for their support and willingness to help the district
then presented him with a certificate of appreciation.

Student Representatives Sydney Borek and Andrew Guadarrama reported.

Student Representative Chelsea Effinger reported.
iii. Idaho Falls High School
Student Representative Caitlin McNamara reported.
iv. Skyline High School
Student Representative Paige Herrmann reported.
b. Patron Input
Chairman Lent reviewed that this is not the time for patrons to make comments regarding issues
related to specific individuals. If patrons were not recognized to speak at this time the board
chairman encouraged them to submit their comments in writing to the board.
Kim O'Niell, D91 educator, commented about Pay for Performance Resolution and
thanked the board for their support for all teachers in the district.
ii. Lynn MacAusland, D91 educator, thanked the board coming up with a way to help all
teachers in the district receive a portion of the merit pay bonus. Lynn asked the district
and the board to consider the possibility of contributing the full amount allocated for
merit pay even if the match monies could not be raised.
iii. Becky McGuyer, D91 educator, relayed concerns from a Senior Project mentor regarding
the Senior Project expectations for a student. Superintendent Boland asked Mrs.
McGuyer to contact Mrs. Caudle to further discuss the concerns.
iv. Melinda Campbell, a Dora Erickson parent, thanked the Board for implementing the
Leader in Me Program, and uniforms, at Dora Erickson. Melinda also thanked the Board
for the Pay for Performance Resolution that would help recognize Dora Erickson
teachers who also work very hard to help their students.
V. Roxanne Rhoweder, a Dora Erickson parent, shared her appreciation for the awesome
teachers at Erickson. Roxanne also stated that the Leader in Me Program has brought
such positive energy to the school.
vi. Jessie McIntyre, a Dora Erickson parent, thanked the teachers at Dora Erickson for all
they do and stated they certainly deserve the merit pay. Jessie also commented on the
positive difference the Leader in Me Program has brought to their school.

c. IFEA Reports —
Angela Gillman, IFEA President Elect, reported that the association will start fundraising for the
IEA's Children's Fund in January. Angela thanked the board for their efforts in coming up with a
way to show support for the teachers in our lower economic schools. Angela gave the board a
book commemorating the history of the 1201h Anniversary Idaho Education Association.
Mitzi Ellingson, IFEA President, shared a story of how the Association was able to help a student
get a pair of glasses through the Children's Fund recently. Mitzi also provided copies, and
reviewed the results, of the 2012-2013 IFEA Survey they recently conducted. A brief
discussion was held.
d. Education Foundation Report
Tonya Bunnell, Education Foundation Director, reported that she has been going at a rapid pace
after taking over this position six weeks ago. The Foundation was able to raise about $500
recently, for One District One Book, during the Annual Giving Fair at the Elks Lodge. Tonya
commended the teachers in the district and stated it has been very heartwarming to see the
level of support throughout the district and the community to raise money to share with those
teachers that did not receive any of the state's merit pay. As of Monday, December 101h the
total raised was $7,800 and donations will be taken until Wednesday, December 121h. Tonya
also stated that the Ed Foundation office will be closed for one month starting Friday, December
14th but that all donations postmarked through December 31" will be eligible for the 2012 tax
deduction.
e. Superintendent's Report
Superintendent Boland stated the rumors circulating about the Clair E. Gale project costing over
9 million dollars so far are not true. The monthly construction updates provided by Bateman Hall
construction manager show the project on schedule and on budget at less than 5 million dollars.
The superintendent reviewed current enrollment numbers stating overall the district is down 45
students from the start of the first trimester to the beginning of the second trimester.
Superintendent Boland also shared information provided by the National College Clearing House
which gives the district data about graduating students post -secondary go on rate. The current
report is based on students graduating in 2008 through 2012, the district's average go on rate is
currently at 50 percent. The superintendent stated this is good data that we have not had in the
past. If anyone is interested in seeing the full report they may contact the superintendent for a
copy. Superintendent Boland also suggested the board may need to review the current Board
Policy 411.0, Dedication Plaques for New Schools, before getting back with Design West
Architects to finalize plaques for the new building projects.

a. Accept New Course Proposal History and Hollywood
Assistant Superintendent Trina Caudle introduced Dave Sanders, Skyline High School history
teacher, and Jennifer Jackson, District 91 Curriculum Coordinator, to field questions regarding
the proposed class in which students will view films that Hollywood and the public may consider
historically accurate and through research, critical thinking and class discussions decide what is
and what isn't historically accurate. The class, if approved, would be open to seniors only. A
discussion was held.
Trustee Hillman made a motion to accept the new course proposal History and Hollywood as
presented. Trustee Warden provided the second. Motion carried 5 ayes, 0 nays.
b. Award Bids for Sale of Surplus Vehicles
Carrie Smith reviewed that all bids were collected by sealed bid, all bids exceed the minimum
requirement, all but one of the bids received were from salvage companies and one bid
recommendation is from an employee whose bid exceeded the next highest bid by $150. Carrie
stated it is the recommendation of the administration to award the bids as presented.
Trustee Warden made a motion to accept the bids for sale of surplus vehicles as presented.
Trustee Haws provided the second. A discussion was held. Motion carried 5 ayes, 0 nays.

News from Student Senate
Spirit Week: The week before Christmas
Monday: Team Spirit Day — wear your jerseys or other spirit gear
Tuesday: Pay a Buck to wear a hat — the money will go to the food bank or other charity
Wednesday: Come as your idol
Thursday: Christmas Spirit Day — contest for the most in each advisory — early lunch and donuts!
Friday: Pajama Day
We are considering doing a Winter Dance —how many would support the dance by coming?
The dance would be sometime in January.
Fund Raisers:
Santa letters and Macy's — Macy's will contribute $1.00 for each Santa letter received to
The Make a Wish Foundation —this foundation supports children with cancer and
terminal diseases. We will be collecting Santa Letters from Advisories every day next
week — the goal for Emerson is to turn in 8 per student — and then we will be
contributing about $1000.00 as a school. Letters need to be short, appropriate and in
envelopes addresses to Santa.
Questions about Attendance Policy? The Why's
1. We had 60 students have to stay for shortened days 82%
2. 60% of students were taking advantage of the policy before.
3. Students were complaining about how people were getting away with too much
time off.
4. 25% of our students that missed classes scored a D or F in classes and have to retake
those classes.
