BOARD OF TRUSTEES -- BUSINESS MEETING
DISTRICT OFFICE BOARD ROOM -- 7:00 P.M.

Chairman Burtenshaw called the meeting to order at 7:00 PM. The Pledge of Allegiance was led by Compass Academy
Student Representative Amy Hill.
ADOPT AGENDA
Trustee Haws made a motion to adopt the amended agenda as posted. Trustee Lent provided the second. Motion
carried 5 ayes, 0 nays.
REPORTS/INPUT/INFORMATION
a. Student Reports —Written comments, if provided, are attached.
i. Idaho Falls High School - Student Representative Shaelyn Stohl reported.
ii. Skyline High School — Student Representative Ashleigh Ferrara reported.
iii. Emerson High School — Student Representative Amanda Rice reported.
iv. Compass Academy — Student Representative Amy Hill reported.
A brief discussion was held. Chairman Burtenshaw stated she would be calling leadership advisors to schedule a
time for board members to meet and collaborate with student leaders.
b. Superintendent's Report —Superintendent George Boland reported the following:
• Margaret Wimborne has worked closely with Eastern Idaho Regional Medical Center and Eastern
Idaho Public Health Department to get information out about the Enterovirus that has made its way
into the area. Dr. Richard Nathan, Infectious Disease Specialist, was in the audience tonight and
shared that EIRMC currently has six known patients. Dr. Nathan stated the virus comes on quickly
and can be very serious. EIRMC has printed 6000 flyers with recommendations for recognition and
prevention of the virus to send home with students. Superintendent Boland stated as a district, we
will encourage hand washing and take extra precautions with surface disinfecting.
• Enrollment Numbers - Kindergarten numbers are down this year with 775 students, compared to a
record high 847 students last year, we are up 70 students in grades 1- 6, up 65 students in grades 7
and 8 and up 35 students in grades 9-12 compared to the same time last year. Overall the district is
up 73 students from the same time last year. The superintendent stated that Average Daily
Attendance (ADA) is not only based on how many students are enrolled but also how often they

attend class. Another factor related to ADA is meeting conditions to be eligible for an Emergency
Levy which will be addressed later in the agenda.
• There was concern expressed earlier today regarding the ACT testing scheduled on Saturday,
October 25 the same day as the Emotion Bowl this year. The test runs from 8:00 a.m. to noon and
the game is scheduled to start at 4:00 PM. The superintendent stated he will be meeting with the
Athletic Director, IFHS and SHS principals and coaches and the Director of Secondary Education to
discuss the possibility of moving game time back a couple of hours
A brief discussion was held. Chairman Burtenshaw asked about overflow numbers this year. Superintendent
Boland will provide the information in his weekly update to board members.
c. Patron Input — Written comments, if provided, are attached.
Dr. Richard Nathan and his son Jacob provided comments advocating for the Math Counts, a math
enrichment program for middle school students. Jacob stated making math competitive is a great motivation
and also makes it more fun.
A brief discussion was held regarding the available teacher stipend for a Math Counts advisor at the middle
level. Superintendent Boland stated he has contacted both middle school principals to see if they can find a
teacher interested in being the Math Counts advisor.
d. IFEA Report - President Elect Mary Robinson reported, a written copy is attached.
A brief discussion was held regarding Tiered Licensure. Mary will send information to Debbie for the Board to
review and discuss at the work session on September 241h
e. Education Foundation Report — Program Director Tonya Bunnell reported, a written copy is attached.
A brief discussion was held regarding separation from the Mayor's Scholarship Program and funding for the
College Pathway Program which was designed to help District 91 students exclusively.

Chairman Burtenshaw led a discussion regarding board member attendance at each of the above scheduled meetings.
Debbie Wilkie will complete registrations and post a notice of the meetings as necessary.

PROPOSALS
a. Student Data Privacy and Security Policy
Superintendent Boland reviewed Idaho Code 33-133 Student Data Use and Limitations passed in the last
legislative session which requires districts to adopt and implement the model policy as written. Therefore, it
is the recommendation of the administration that the policy presented be placed as an Action Item on the
October 8" agenda foregoing the third reading. A discussion was held.
ACTION ITEMS
a. Authorize Emergency Levy - IC 33-805, 63-805(3) (Eligibility Pending)*
Carrie Smith, Director of HR and Finance, provided a handout and reviewed information regarding eligibility
determination and tax implications for the $319,000.00 that the district is eligible for after an increase in the
average daily attendance (ADA) this year. A discussion was held regarding the options available and future
Supplemental Levies.
Trustee Warden made a motion to authorize the Emergency Levy for $319,611.00 based on eligibility by Idaho Code
33-805 with an increase in enrollment of 73 students and by decreasing the bond contingency as presented. Trustee
Lent provided the second. A discussion was held. Motion carried 5 ayes, 0 nays.
Chairman Burtenshaw called for a motion to adjourn. Trustee Zollinger made a motion to adjourn. Trustee Haws
provided the second. Motion carried 5 ayes, 0 nays. Meeting adjourned at 8:21 PM.

School Board Report for Skyline Sept 10 2014
Culture:
Freshman First Day- Cheer and Student Government helped kids
to find classes and locker. They also conducted the assembly to
get them excited about school pride at Skyline.
• Fall Sports are in full swing.
• Homecoming week is next week. There will be many activities put
on by the Student Government such as, Powder Puff (Girls
Football), Powder Buff (boys Volleyballs), the Homecoming
parade (Sept 19), Coronation and Skit night, the homecoming
dance (Sept 20), and Football game against Rigby.
• Several senior projects that were on summer course have raised
money and food goods for the Skyline Food Pantry.
Instruction:
• The late start and advisory day being on Monday together was a
hit among teachers and students.
• This year the Fast Forward scholarship program is helping to
assist students in paying for Dual Credit and AP classes.
Technology:
• Public Relations Officer Michael Provencher is planning on
continuing the Blue View this year. It is a 2-3 minute video that
will be played in advisory every Monday to inform students about
upcoming events.
• Many teachers at Skyline are continuing the use of their websites
to assist students with course work. Mass text is also being used
to help remind students about class assignments.

PUBLIC INPUT SHEET
Guidelines for Patron Involvement in School Board Meetings
School Board meetings are meetings of the elected Board of Trustees held in public for the
purpose of conducting the business of the Board. Patron input is invited during board meetings
on the following basis:
To request to speak to the Board of Trustees:
In order to be recognized, the patron must sign and complete the Public Input portion below prior
to the beginning of the meeting. The Public Input Sheet should be located on a table at the back
of the boardroom.
Patrons will be recognized by the Chairman of the Board. Public input should not exceed three
minutes. The Board will listen to public input without comment except to ask germane questions.
Expressions must be appropriate to the public setting. Discussion of personnel matters or
personal attacks are not appropriate.
Board Policy 506.0 item 5 states that complaints against a particular teacher or District
employee shall be in writing. The contract between District 91 and the teacher's
association, as well as traditional concepts of the due process of law, require that the
affected employee be notified of a written complaint.
The Chair has the authority to control the meeting whenever necessary.

IFEA REPORT 9-10-2014
Thank you to Deidre Warden, Larry Haws and George Boland for attending New Teacher Breakfast. We
appreciated your comments and encouragement of all to join IFEA.
1. Pizza Parry at Dora Erickson Sept.17. Free to member families and $5 per person or $15 per
family for returning teachers. Informational booths will be set up on Benefits, Persi, professional
dev., etc.
2. Candidates Forum/Focus on Education Oct.9.AJ/Bert Marley/Jana Jones. Reception for members
6-6:30; stump speech and Q&A starting at 7 PM. Location TBD, probably Shilo.
3. Public Hearing on Tiered licensure Oct.7 in Pocatello. Comments collected by State Board of ED.
4. Members of IFEA attended Summer Institute in Boise. Opportunities to earn up to 4 credits
through NNU for $60 per credit.
5. Continued opportunities for professional development will be offered through the year. Classes
are free for members and small fee of nonmembers of IFEA.
We appreciate the opportunity to speak at district opening meetings. It enables us to continue
close collaboration between the district and educators for positive connections and to build
trust.
