BOARD OF TRUSTEES -- BOARD BUSINESS MEETING
DISTRICT OFFICE BOARD ROOM -- 7:00 P.M.
690 JOHN ADAMS PARKWAY
WEDNESDAY, OCTOBER 11, 2017
Chairman Burtenshaw called the meeting to order at 6:30 PM. Trustee Lent made a motion to go into
Executive Session pursuant to Idaho Code §74-206 (1) (c) Property. Trustee Warden provided the
second. A roll call vote was taken:

EXECUTIVE SESSION
Superintendent Boland and the Board of Trustees met in Executive Session for a discussion regarding
property acquisition.
Trustee Warden made a motion to return to Open Session at 6:55 PM. Trustee Haws provided the
second. Motion carried 4 ayes, 0 nays.

Chairman Lisa Burtenshaw called the business meeting to order at 7:00 PM. The Pledge of Allegiance
was led by Kennedy Going, IFHS Student Representative.

Trustee Lent made a motion to adopt the agenda. Trustee Haws provided the second. Motion carried 4
ayes, 0 nays.

REPORTS/INPUT/INFORMATION
a. Student Reports – written comments, if provided, are attached.
i. Idaho Falls High School – Representative Kennedy Going reported.
ii. Compass Academy - Representative Tristyn Page reported.
iii. Skyline High School – Fatima Sanchez reported.
In addition to their reports, the students were asked to find out what the current seniors
thought of the Direct Admissions Letter they received from the State Board of Education. They
all reported it was a little misleading, it should say they qualify to be admitted instead of
accepted, students liked that they could apply for free and appreciated the scholarship
opportunities. The students also appreciated their College and Career Advisors at their schools
and said they are a great resource for students.
b. Superintendent’s Report
Superintendent Boland shared the following information:

The PSAT Assessment will be given to all 8 grade students in the spring, it should
provide helpful information regarding AP readiness and 4-year planning, the district may

also include 9 graders in the future.
INOVA Training will be held on October 12 & 13, 2017 for district and building
administrators, instructional coaches, elementary and middle school intervention
specialists, one elementary, two middle school and three high school teachers from
each to review and study student academic and social-emotional data.
Pre-Algebra courses will now be known as Applied Algebra. After reviewing the
standards and revising the scope and sequence, it makes sense to change the name and
number of the course.

Parent and teacher Dan Thomas provided comments regarding scented air pollutants used in
classrooms. A brief discussion was held.
d. IFEA Report – Marcia Bingham, Co-President, reported.
Upcoming class offerings for educators -
o The Master Educator Premium class will be taught by Zoe Jorgenson again this
year in Idaho Falls and surrounding area. The class name has been changed from
Master Teacher Premium to Master Educator Premium to include librarians and
others.
o Zoe Jorgensen will also attend a Critical Conversation class, offered by the State
Department, that will help teachers have a better understanding of the teacher
evaluation process.
o Paul Stark, IEA Attorney – will teach an Education Law class starting sometime in
January.

o Kari Overall, the new Idaho Educator Association President, will be here in
November to meet with the Idaho Falls Education Association’s Rep. Council and
Executive Board.
e. FY2017 Audit Report – Judy Brower, WIPFLi, LLP
Superintendent Boland reported that Judy Brower was also presenting at District 93 earlier this
evening and has not arrived yet. Chairman Burtenshaw stated we would move on and come
back to the audit report when she gets here.
f. Other Items
i. Board Committee Updates – Review October Bond Gallery Walk Schedule
Chairman Burtenshaw reviewed upcoming dates for opportunities to share the High
School ReDesign Project information. Gallery Walks are going to be held in conjunction
with several district events where parents, students and patrons will be able to view the

designs and ask questions about the projects that will be on the November 7bond
election ballot. A discussion was held.

Superintendent Boland stated this is the Second Reading for both policy revisions. The only
change from the first reading is a spelling correction. No comments or patron input have been

received to date. The policy revisions will be placed on the November 15 agenda for the third
and final reading.
ACTION ITEMS
a. FY2017 Audit
Chairman Burtenshaw called for a motion to table this item since the presenter was unable to
give the report tonight as planned. A discussion was held. Carrie Smith will make arrangements
to reschedule the FY2107 Audit Report with Judy Brower and then a Special Board Meeting will
be called.
Trustee Lent made a motion to table the FY2017 Audit until a future meeting. Trustee Warden
provided the second. Motion carried 4 ayes, 0 nays.

b. Sunnyside Elementary Crossing Guards
Superintendent Boland reviewed a handout showing the cost projections for adding four
crossing guards at Sunnyside Elementary as discussed earlier at the Sept. 27, 2017 work session.
Superintendent Boland shared that the parent committee was told in a letter from IFPD Captain
Clements, who chairs the Traffic Safety Committee, that the traffic study conducted did warrant
crossing guards at those intersections but the City did not have the budget. Superintendent
Boland stated after researching this information, their request had not gone through the
appropriate channels and never made it to the City Council. The Superintendent would like to
request that the Board approve funding for four crossing guards, for the remainder of the school
year, until this can be resolved. A discussion was held.
Trustee Warden made a motion to approve funding for four crossing guards at Sunnyside
Elementary for the remainder of the 17-18 school year, in the amount not to exceed $10,552.75
as presented. Trustee Haws provided the second. Motion carried 4 ayes, 0 nays.
Trustee Haws made a motion to adjourn. Trustee Warden provided the second. Motion carried 4 ayes, 0
nays, the meeting adjourned at 7:52 PM.

Kennedy Going is representing IFHS for Justin Shadley because he is previously disposed.
Very Successful Emotion Week.

• It's a little misleading. Says student is accepted but you have to still apply.
• However, it is very good that they sent multiple copies
• Good that we can apply for free
• Should say we qualify NOT accepted. People believe they automatically are in instead of actually
applying for real.
• Natalie Black, our College and Career Advisor, is fantastic resource. She explains all the news and
helps relay information. She is calling all the seniors down to explain the letter and future
opportunities.

School Board and District 91
I am representing my wife and 3 kids who are here with me tonight in
regard to scented air pollutants in classrooms in District 91.
In 2013, my youngest daughter, Jillian, attended a private preschool daily.
She often became ill and we were seeing the doctor repeatedly for
breathing difficulty, sinus infections, and congestion. We were prescribed a
nebulizer and daily prescription of Cingular-a mild steriod to help her
breathing, he was concerned that we may need to consider removing her
tonsils... After several visits to our doctor he asked if her environment
included anything scented? We were aware that her preschool classroom
had a very potent Scentsys. The doctor sent us with a medical note that
she not be exposed to anything scented, and it was removed from her
classroom that same day, and we had immediate positive results for the
rest of the school year.
We've had our own experience with the application of an essential oil to
our daughters skin, which lead to a severe rash, difficulty breathing,
breathing treatments, and steriod shot. This is not something we take
lightly.
4 Weeks ago, my kids went to longfellow's music class for the first week of
specials. Jillian, who was flagged on Powerschool for Asthmatic reactions to
Oil diffusers and air scents went to music and play practice which is held in
that room, my wife noticed the smell immediately and the oil diffuser
sitting on music teachers desk. Jayce, Jenna, and Jillian all came home ill
with a headaches, shortness of breathe, loss of voice, and congestion. We
went to the doctor and shared with him our situation once again and our
doctor without hesitation immediately responded with the Medical Notes
for each of our children and voluntarily drafted a letter to the School Board
and the building principal which I will read now.
Dr. Campbell: "Dear School Board/ Principal, I would strongly discourage

the use of aerosolized oils of any kind, Scents of all kinds commonly
trigger allergies, Asthmatic responses and Headaches." — Derek Campbell
We delivered this letter and personally met with Longfellow Principal, Steve
Andrew, and he sent the following email to the longfellow staff I would like
to read the following excerpt from his email:
To Longfellow Staff/Faculty "Regarding scented oil diffusers and air
fresheners... After consulting with some of you, some parents of students
with medical needs, and the district office, we have decided that it would
be best if we no longer used these devices in the school for benefit of
those who are in need of cleaner air. If you are using these items, please
take them home with you and let your family enjoy them."
After this email was sent, I recieved an email from Steve:... "I sent this to
the staff at Longfellow earlier today. I did bring the issue up with Kelly C. As
well, so the District Office is now aware of your concerns. I hope things at
the district level get resolved to your liking." Since that email, my children
have already had their medical alerts added to specifically include "Scentsy.
Doterra oils and floral scents, especially oil diffusers" However, even with
D.O. and principal support, a teacher my child rotates to each day for 60
minutes continues to run her Scentsy in her classroom as of 2 days ago.
I suffer from the same syptoms my children do... I propose that the School
Board of District 91 follow the medical recommendation from Doctor
Campbell and I goute "1 would strongly discourage the use of aerosolized
oils of any kind, Scents of all kinds commonly trigger allergies, Asthmatic
responses and Headaches." I am requesting a BAN on all air fresheners,
Scentsys, Oil Diffusers, aerosolized oils/scents, and Wall Plug -ins in every
D91 public school. It is impossible for my kids and others like us, with like
conditions, to focus and be successful with a daily headache onset,
shortness of breathe, and sinus pressure. I want the safest learning
enviroment for my children, and others like us, an enviroment without

scented air pollutants.
