Angela Pendlebury, Comptroller Debbie Wilkie, Board Secretary, Recording Guests: Nick Miller, Hawley Troxell, Eric Heringer, Piper Jaffray Chairman Burtenshaw called the meeting to order at 7:05 PM. The Pledge of Allegiance was led by Principal Aaron Jarnagin. ADOPT AGENDA Trustee Lent made a motion to amend the agenda to move Executive Session to Item VI. at the end of the evening. Trustee Haws provided the second. Motion carried 5 ayes, 0 nays. Trustee Haws then made a motion to adopt the amended agenda. Trustee Wilson provided the second. Motion carried 5 ayes, 0 nays. REPORTS/INPUT/INFORMATION a. Bond Refinance Proposal – Nick Miller, Legal Counsel, Hawley Troxell Mr. Miller shared a PowerPoint and reviewed a proposal drafted that would allow the district to refinance a portion of the 2012 bonds. The goal is to generate savings to the district debt service and pay off the bonds early by issuing short term bonds to pay of long term bonds. The recommendation is to refinance 6 million dollars of the 2012 bonds which could generate a savings of around 3.2 million dollars. Eric Heringer, Financial Consultant, Piper Jaffray will prepare the necessary paperwork and a Notice of Sale for the bonds. The Board of Trustees is to being asked to delegate authority for Superintendent Boland, and Carrie Smith, Director of HR & Finance, to act on behalf of the Board when the paperwork is ready and deemed final so the bonds can be sold. A discussion was held regarding the format for the bid opening that would take place on May 31, 2018 is the Board approves the resolution later this evening. 4/11/2018 D91 Board Minutes Page 1 of 5 b. Student Reports – Written comments, if provided, are attached. The question for the students to report on this month was what are some examples of acts of courage related to social justice you have seen among students in your schools? i. IFHS – Justin Shadley, Student Representative, reported. ii. Skyline – Marissa Haacke, Kynlee Christensen, and Nachelle Horne, Student Representatives, reported. iii. Compass – Madison Thrailkill, Student Representative, reported. c. Superintendent’s Report i. Secondary Education Update – Dr. Sarah Sanders, Director of Secondary Ed. Dr. Sanders provided a handout and reviewed that the secondary administrative team has been working together to operationalize the D91 Vision, Culture that Empowers, Instruction that Engages and Technology that Enables. Dr. Sanders introduced Principals Matt Bertasso, Bobbi Finlayson, Aaron Jarnagin, Matt Hancock, Kathy Smith, and teachers Collette Stenerson and Paula Trudell, who all shared information about what has been implemented in their various buildings to help build a culture that empowers students and teachers. Dr. Sanders also shared that counselors have also been working together and set goals to become local experts in suicide prevention, crisis response and threat assessment. d. Patron Input (Sign-in required) – no input. e. IFEA Report - Marcia Bingham, Co-President, reported. Written comments are attached. f. First Reading – Revised Board Policy, Section 306.0 – Purchasing Carrie Smith stated that the current policy is being updated to reflect legislative changes. This is the first reading of revisions to BP, Section 306.0 – Purchasing as presented. The revisions will be posted on the district’s webpage for review and will be brought forward for a second reading at the May board meeting. g. Other Items i. Board Updates – National School Board Association Convention Debrief Trustees Wilson, Lent, Haws and Warden and Superintendent Boland shared information regarding the sessions they each attended at the conference held April 5-9, 2018 including Career and Technical Education, technology, mental health, social-emotional health, opioid use, student engagement, and the superintendent’s evaluation. Everyone stated is was a great convention. Chairman Burtenshaw shared that she and Dr. Sanders had recently attended a cottage meeting with a group in the community that is organizing to address student safety. Chairman Burtenshaw stated most of the things the group is advocating for the district is already doing, we just need to work at telling patrons what our safety committee and district is doing. The group is holding a meeting at the College of Eastern Idaho on Saturday, April 21, 2018 to review safety measures. The district is hoping to coordinate efforts and work in partnership with the group so we are not duplicating our efforts. ii. Monthly Budget Report – a hard copy was provided in the board packet. Student 2017-2018B Skyline High School PROPOSALS a. Second Reading – New Board Policy, Section 503.1 - Retention of District Records Superintendent Boland reviewed this is the second reading for new Board Policy regarding the retention and destruction of district records. No patron input has been received to date. This item will be brought forward at the May meeting as an Action Item. b. Fee Based All-Day Kindergarten Superintendent Boland stated that Kelly Coughenour, Director of Elementary Education, and Jennifer Jackson, Director of Curriculum, have worked with teachers over the past several months to see if the all- day kindergarten concept is viable. Mr. Coughenour shared a PowerPoint presenting research data and their findings. A monthly tuition of $275 and 25 students per class would be required to pay for the additional half day kindergarten offering to make it work. Parents would have the option to enroll their child in a half- day or full-day of kindergarten. The district would use a lottery system if more than 25 students signed-up at any one location. The committee proposed to start with only three locations the first year to see how it goes. A discussion was held in regards to conducting a survey to help gauge parent interest first, and then seeing what interest there is during kindergarten roundup. Superintendent Boland stated the committee th will bring a recommendation to the May 9 board meeting to go forward or not depending the feedback they receive. ACTION ITEMS a. Bond Refinance Chairman Lisa Burtenshaw read the resolution as stated: A resolution authorizing issuance and providing for the sale of general obligation refunding Bonds Series 2018 taxable of School District #91, Bonneville County, State of Idaho, authorizing the manner of sale of the bond delegating authority to approve the terms provisions and sale of the bonds and providing for related matters. Trustee Haws made a motion to adopt the Bond Resolution as presented. Trustee Wilson provided the second. No further discussion. Eagle Rock Locker Bid Angela Pendlebury, D91 Comptroller, reviewed that a bid was published, and three responses received, for the purchase of 552 double tiered lockers at Eagle Rock Middle School. Angela stated with steel pricing rising the listed price is guaranteed if ordered before the end of the month, the price includes installation of the new lockers and removal of the old ones. It is the recommendation of the administration to award the Eagle Rock locker bid to B and B Specialty, with the low bid of $165,565.00. Trustee Lent made a motion to award the Eagle Rock locker bid to B and B Specialty for $165,565.00 as presented. Trustee Haws provided the second. No further discussion. Motion carried 5 ayes, 0 nays. EXECUTIVE SESSION Chairman Lisa Burtenshaw called for a motion to go into Executive Session at 9:08 PM. Trustee Wilson made a motion to go into Executive Session pursuant to Idaho Code §74-206 (1) (b) Personnel, (c) Property and (f) Litigation. Trustee Haws provided the second. A roll call vote was taken: Lisa Burtenshaw – yes Larry Haws - yes Dave Lent - yes Larry Wilson – yes Deidre Warden – yes (via telephone) Superintendent Boland and the Board of Trustees met in Executive Session for discussions regarding a personnel matter, property acquisition, and ongoing litigation involving the district. We provide toiletries, food, clothes, school supplies, etc. Our students perform service projects by gathering items from various entities in the community to keep this open. -We had a very peaceful walkout on the 14th of March, allowing students to express their opinions concerning school violence and standing in solidarity with the students Stoneman Douglas. -Minnidoka field trip: The Social Studies Department at Idaho Falls High School is sponsoring a field trip to Minidoka for juniors and seniors to learn about the incarceration of Japanese Americans in Idaho during WWII. The IFJACL (IF Japanese American Citizens League), INL, and the Chukars have donated funds and equipment for us to travel, tour the site, and play a pickup game of baseball. This week, we had Hanako Wakatsuki, a Park Service ranger from Mindoka, come and speak about the camp, and next week Dr. Addler will come and speak about the constitutionality of the internment camps. -Holocaust class- we learn about the spread of hate and how important it is to stop it. -March with Hillcrest. April 21st, Walking on Sunshine. Suicide Prevention/ Awareness March/Dance. -Tigers Eat Together. Lunch club for students at IF. Hopes to build unity and make new friendships. -Student Leadership eats with the DAC kids every Monday, “Munch and Mingle Mondays” Activities: Rummage: Next weekend. Joyce and I as Co-Presidents will be observers. • The nominating committee for IFEA has started the election process for the 2018-2019 school year and will be seeking nominations for the Executive Board and Building Reps from the membership this next week. • IEA Region 6 held the Mini-Delegate Assembly on April 5 at SandCreek Middle School with members from all over the region attending and becoming acquainted with the agenda for the IEA Delegate Assembly. • The IEA Delegate Assembly is next week in Boise on Friday and Saturday, April 1,, Ith and 20th. • The planning Committee for the IFEA and District #91 Education and Retirement Celebration at the Colonial Art Center on May 16th is in full swing. The committee chairs, Margaret Quade and Lisa Scott have the theme, food and Celebration activities in the works for an exciting evening of events. • The New Teacher Breakfast committee has also started to meet and is seeking new sponsors and donations. • We have also been keeping updated on the School Bond and hope to work closely with the District on this project and help where needed.
