HomeMy WebLinkAbout2019_11_25 Board Minutes IDAHO FALLS SCHOOL DISTRICT NO. 91 BOARD OF TRUSTEES – WORK SESSION DISTRICT OFFICE BOARD ROOM – 4:00 P.M. 690 JOHN ADAMS PARKWAY WEDNESDAY, NOVEMBER 25, 2019 Present from the Board of Trustees: Present from the Administration: Larry Wilson, Chair George Boland, Superintendent Paul Haacke, Trustee Carrie Smith, Director of HR & Finance Hillary Radcliffe, Clerk Brandi Moreno, Board Secretary, Recording Lara Hill, Vice Chair Larry Haws, Treasurer (arrived at 4:06 p.m. and departed at 6:15 p.m.) Others Present: Elizabeth Cogliati, Trustee-Elect Chairman Wilson called the meeting to order at 4:03 p.m. ADOPT AGENDA Trustee Hill made a motion to adopt the agenda. Trustee Radcliffe provided the second. Motion carried, 4 ayes, 0 nays. WORK SESSION a. Master Facilities Plan Discussion Superintendent Boland shared a flow chart to guide the discussion which included questions: Do we like the direction of the five recommendations? Do we want to run a bond in 2020? If so, what does the scope look like for the recommendations? What are the financial considerations, and what are the construction considerations? The chart also included the timelines to run a bond in March, May, and August 2020. Each board member was also given a binder of the full report from Cooperative Strategies including the data for the master facilities plan, the community meeting results, survey results, and the steering committee recommendations. Trustee Haacke requested the board review the five recommendations and hold discussions for each recommendation. Recommendation 1 – Configuring grades K-5 in the elementary schools and 6-8 in the middle schools. A discussion was held concerning what the configuration would look like in the middle th schools, integration of the 6 graders, the need for additional faculty and administrators, and transportation concerns. Trustee Haacke stated he has received positive feedback from the community on this recommendation. 11/25/2019 D91 Board Minutes Page 1 of 2 Recommendation 2 – Renovate, Demolition, and Rebuild Idaho Falls High School on site. A discussion was held concerning the options of rebuilding on site or on a new site, what the public expressed, how phasing this project would work, and how to address the most critical needs. Superintendent Boland stated this project has had the most varying support. Recommendation 3 – Renovate Skyline High School on site. A discussion was held concerning the needed updates to Skyline High School, the need for student services with adequate special needs space, adding a performing arts center, and relocating the front entrance to the school. Superintendent Boland stated there is a lot of community support for this recommendation. Recommendation 4 – Build a High School Career Technical Center in a centralized location. Superintendent Boland reported there has been some early discussions with College of Eastern Idaho, Bonneville School District 93, and business people with Idaho Business for Education on possibly creating a regional consortium for CTE programs where there is opportunity for possible public/private partnerships. Superintendent Boland states these career technical programs are very expensive, and there is a need for a centralized center and space for the equipment. If there is a centralized Career Technical Center, it makes even more sense to join a regional consortium. Recommendation 5 – Rebuild Temple View & Linden Park elementary schools and repurpose Theresa Bunker elementary for an early childhood center. The Idaho Department of Transportation is currently planning to restructure the highway that runs next to Temple View. A discussion was held for other site locations to rebuild Temple View. A discussion was held concerning Linden Park being rebuilt onsite. Superintendent Boland reviewed each item listed on the flow chart and discussions were held. He asked board members if they were to run a bond when do they feel would be the best time to run it? A discussion was held including having time for open houses, planning the scope, and getting information to the public. Chairman Wilson suggested the board discuss the phasing process and what that could include. A discussion was held. Chairman Wilson asked Superintendent Boland to visit with the City of th Idaho Falls concerning a process for 7 street and bring back what he finds to the next work session. b. December Work Session Date It was decided that December was not a good time to schedule another board work session and instead hold the next board work session on January 7, 2019 at 4:00 p.m. at the district office. Trustee Haacke made a motion to adjourn. Trustee Hill provided the second. Motion carried, 4 ayes, 0 nays. The meeting adjourned at 6:26 p.m. 11/25/2019 D91 Board Minutes Page 2 of 2
