BOARD OF TRUSTEES – ANNUAL BOARD RETREAT

Chairman Hill called the meeting to order at 3:05 PM.
ADOPT AGENDA
Trustee Cogliati made a motion to adopt the agenda. Trustee Wilson provided the second. Motion carried 5 ayes,
0 nays.
ACTION ITEM
a. Bond Refinance
Superintendent Boland introduced Chelsea Porter from Hawley Troxell who joined the meeting via
WebEx. Chelsea presented an overview of the 2020 refunding bond issue that included the strategy
and goal review, overall timeline, prior board actions, and the bond resolution.
Trustee Radcliffe moved to adopt a resolution authorizing the issuance and confirming the sale of
School District No. 91, Bonneville County, State of Idaho General Obligation Refunding Bond, Series
2020 (Sales Tax and Credit Enhancement Guaranty)(Taxable). Trustee Wilson provided the second.
Motion carried 5 ayes, 0 nays.
CONTINUOUS IMPROVEMENT PLAN
Superintendent Boland stated by statute the district is required to have a Continuous Improvement Plan and
shared a template packet that included a mission statement, vision statement, career and college success
model, beliefs, student demographic profiles, enrollment, and goal areas. Superintendent Boland invited the
board to discuss goal areas where the board identifies specific goals they want to address as a board. He
stated this is currently not included in our continuous improvement plan. He stated the continuous
improvement plan will be brought back to the board for approval for the upcoming school year.
a. High Reliability Schools Framework
Superintendent Boland stated High Reliability Schools is a framework the district will use to solidify
specific outcomes the district is striving for with outcomes achieved school by school that correlate to

the overall high achievement of students. The district was not able to release a survey to parents yet
but the district did release a survey to staff and has reviewed that survey data with principals to
develop specific goals relative to a safe and collaborative environment.
b. Board Goals
Superintendent Boland invited the board to discuss goal areas to incorporate into the continuous
improvement plan and what those goals might look like. Discussion was held including, the board
identifying goals that align with the district’s goals, incorporating goals specific to the board,
continuity and measurable goals. The board discussed a timeline and concentrating on four goals,
Superintendent evaluation, aligning with High Reliability Schools, facilities, and engagement.
Trustee Radcliffe moved to adjourn. Trustee Wilson provided the second. Motion carried 5 ayes, 0 nays. Meeting
adjourned at 5:11 PM.
