Chairman Hill called the business meeting to order at 7:01 PM The Pledge of Allegiance was led by Angela
Pendlebury. Trustee Radcliffe made a motion to adopt the agenda. Trustee Haacke provided the second.
Motion carried 5 ayes, 0 nays.
REPORTS/INPUT/INFORMATION
a. Student Reports
i. Compass Academy – no report
ii. Emerson High School – Representative Annabelle Price reported that Emerson is doing well,
everyone is welcoming, they had a Cinco de Mayo activity where students tie-died shirts, ate
tacos, and had an outside day. The students celebrated Earth Day where they cleaned up Kate
Curley Park. The school has a new peer support group called Sad Wolves where they meet and
talk to their counselor about mental and emotional health.
iii. Skyline High School - Representative Erin Walsh reported they just finished up Teacher
Appreciation Week and now they are working on painting rocks with Idaho Falls High School
and Bonneville High School to give to students at Rigby High School.
iv. Idaho Falls High School – Representative Marvin Smith reported they held the annual talent

show on April 29 , it was a great success both as a fundraiser and to raise school spirit, he
th
congratulated everyone who participated. The Crusade for Cancer is June 5 , it’s a fun-run
activity, students are spreading the word to sign people up to raise money for local cancer
patients. He reported they held student elections, they had great participation and he thanked
everyone who put in their time and effort to run the elections. They are looking into having a
Last Man Standing competition fundraiser where students place their hand on a wall, and they
have activities to try and make them remove their hand from the wall. They just had their
Powder Puff activity and congratulated the Senior and Sophomore classes on their win.
b. Superintendent’s Report

Superintendent Boland reported on April 28 a plan was presented to the Bonneville County Planning

and Zoning with regard to the 49 Athletic Practice Field project and they approved Phases 1, 2 & 3.

They were concerned about Phase 4 because it had a major structure. Today was the final day to submit
appeals for planning and zoning to the County Commissioners. If there are no appeals, we will be ready
to proceed with Phase 1. If there are appeals, there will be another hearing scheduled.
The D91 Technology Center project is moving along, it is 25% complete. Work will continue but there is
a concern in acquiring structural steel and Batemen-Hall is working to minimize the impact of that.

Last spring, we had to cancel a number of activities, the Rendezvous, Patriotic Program, and the 6
Grade track meet. He stated this year, we will be able pull all of those off. For the Patriotic Program
they filmed students singing and will put together a montage and hopefully we’ll have clips to share with
the board and the recording will be made available for parents to watch, so students get this modified
opportunity. The Rendezvous was not a rendezvous, but the activities were made available to students,
they had the opportunity to churn butter, make ice-cream, sandpaper art, pioneer games, square
dancing, make beaded bracelets, and other online activities so these were school based rather than
ththth
taking students to the hockey shelter like in the past. We will hold the track meet May 24-26 for 6
thth
graders this year, and we were able to include last year’s 6 graders who are now in 7 grade, where
they will participate in track events at their respective Middle Schools.

Discussion was held clarifying that the major structure on Phase 4 of the 49 Athletic Practice Field
project is a fieldhouse, clarification that Bateman-Hall is the project manager, with the parent group
representative in-the-loop and fundraising for the project and the district is responsible to operate that
project. Clarification now with the Governor’s Stage 4, Health District’s new guidelines and District 91,

the number of people gathering is no longer limited. Clarification that the 7 grade track events will be
during the Middle School’s regular season.

Chairwoman Hill thanked everyone who submitted emails with their concerns, thoughts, and ideas. She
then invited patrons in attendance to give their input. Max Blake, Lisa Blake, and Scott Blake provided
comments on next year’s Foreign Exchange Student Program in District 91. Kazia Remingon Brown,
Jessica Zaugg, Gabriel Burns and Becca Lords provided comments on the mask requirement.

PROPOSALS

a. Proposed 8 Grade US History Text Adoption
Lisa Armstrong, Curriculum Coordinator introduced members of the committee, Jeff Cannon from Eagle
Rock Middle School and Roger Gottlob from Taylorview Middle School, she stated Nina Griswald was
unable to attend. Lisa shared a PowerPoint for the US History Adoption committee work that included
the scope of work 1- Standards Review, 2-Establish needs and quality expectations, 3-Prescreen multiple
options, and 4-Evaluate the results and identify the best source. She presented the board with the
committee’s recommendation of Savvas My World: American History and provided teacher feedback for
this recommendation. Discussion included the version date and resources. The information presented
tonight will be posted on the district’s webpage for public review, with materials available at the district
office, and a form for public input.
ACTION ITEMS
a. ISBA Service Agreement – Re-Examine Trustee Zone Boundaries
Superintendent Boland stated a part of the census is looking at Trustee zone boundaries where there
are a number of statutes that regulate that. He stated, ultimately there cannot be more than a 10%
variation in population between the zones. This is an in-depth process which we had completed 10
years ago where there was not more than a 10% variation so we did not need to make any changes but
with the growth we’ve had south of town, there is a possibility there could be some changes. He stated
Idaho School Board Association (ISBA) has provided us with a service agreement that was shared in the
board packet. Discussion included the (2) two phases of the agreement and duration of the process.
Trustee Haacke made a motion to contract ISBA to Re-Examine the Trustee Zone Boundaries. Trustee
Wilson provided the second. No further discussion. Motion carried 4 ayes; Trustee Cogliati abstained.
b. 2021 Audit Engagement Letter with WIPFLi, LLP
Carrie Smith, Director of HR & Finance stated she will not be involved in this year’s audit so she
introduced Angela Pendlebury, Comptroller who stated we are required by law to have an annual audit,
we have used WIPFLi for several years, they know our systems, their price is reasonable, and they are
one of the bigger firms in our area which is a requirement because of the size of our district, and we’ve
been happy with them over the years. She stated it is the recommendation of the administration to use
WIPFLi, LLP for our audit.

Trustee Wilson made a motion to approve the 2021 Audit Engagement Letter with WIPFLi, LLP Trustee.
Radcliffe provided the second. No further discussion. Motion carried 5 ayes, 0 nays.
c. High School Football Equipment Usage Requests
Superintendent Boland stated for the summer football camps, IHSAA has a rule that requires board
approval for usage of the football equipment for those camps. This comes up every spring, there are
submissions from both Idaho Falls and Skyline High School.
Trustee Radcliffe made a motion to approve the High School Football Usage Requests for both high
schools. Trustee Wilson provided the second. No further discussion. Motion carried 5 ayes, 0 nays.
