NOON – TUESDAY, MAY 17, 2021 Present from the Board of Trustees: Present from the Administration: Lara Hill, Chair George Boland, Superintendent Hillary Radcliffe, Vice Chair Margaret Wimborne, Director of Communication Larry Wilson, Treasurer - excused & Community Engagement Paul Haacke, Clerk Tito Paredes, Director of Information Technology Elizabeth Cogliati, Trustee Brandi Moreno, Recording Clerk Chairman Hill called the meeting to order at 12:00 PM NOON and asked for a motion to adopt the agenda. Trustee Radcliffe made a motion to adopt the agenda. Trustee Haacke provided the second. Motion carried 3 ayes, 0 nays. Trustee Cogliati arrived at 12:02 PM, after the vote. DISCUSSION a. Discuss Idaho Falls School District 91 Operational Plan Superintendent George Boland stated, looking back to March 15, 2020, when Superintendents had the first conference with the Idaho Governor, we were encouraged to keep schools open, then the announcement came out of the White House and things split overnight. We went from having a reasonable number of students in school to only 40% so that caused an abrupt shift. We did have the plan in place at that point in time. We are almost back to that same situation where conditions were such that there were a set of CDC guidelines that we were basing our actions and recommendations on and then those flipped, so it makes sense at this point in time to look at sunsetting our 2020-2021 COVID Operational Plan. We do know that within 30 days of accepting Federal ARP ESSER Funds, we will have to have plans in place. Superintendent Boland shared a handout from the Idaho Department of Education that discusses the federal funding and requirements tied to accepting those funds. He stated we don’t have a lot of detail yet, but we do know there’s going to be some specific things that will be required of that plan, and it no longer aligns with the current plan we have, and a modification of our current plan would not meet their requirements. The state informed the district that they plan to distribute a plan template for the district to look at. He stated our current plan is probably no longer guiding us in how we operate, we are back in school 5 days a week and with the vaccination scenario and change in guidance form the CDC has more or less rendered our plan obsolete. b. Discuss Idaho Falls School District 91 Mask Requirement Discussions included CDC guidance for masking in schools, local COVID active cases and their sources of transmission, surrounding school district requirements, clarifications on the ARP ESSER Safe Return to In-Person Instruction and Continuity of Services Plan and options for students and staff continuing to wear masks. 05/17/2021 D91 Board Minutes Page 1 of 2 ACTION ITEMS a. Possible Sunset of Idaho Falls School District 91 Operational Plan Trustee Haacke made a motion that District 91 retires their COVID Operational Plan. Trustee Radcliffe provided the second. Trustee Cogliati requested clarification if the motion needed to state that the district will be developing a new plan. Chairwoman Hill stated not at this time. Trustee Cogliati requested if an effective date needed to be in the motion. Chairwoman Hill stated the motion would be effective immediately. Motion carried 3 ayes and 1 nay by Trustee Cogliati. b. Possible Sunset of Idaho Falls School District 91 Mask Requirement Trustee Haacke made a motion that District 91 effective today, rescinds the mask mandate currently in place. Trustee Radcliffe provided the second. No further discussion. Motion carried 3 ayes, 1 nay by Trustee Cogliati. Trustee Radcliffe made a motion to adjourn. Trustee Haacke provided the second.
