Bachelors degree or five or more years of experience in Human Resources. Proficiency in computer and office functions. Strong organizational skills. Ability to work with staff, students and the public. Above average verbal and written communication skills. Ability to work independently with minimum direction to meet deadlines. Such alternatives to the above qualifications as the Board of Trustees my find appropriate and acceptable. REPORTS TO: Superintendent of Schools JOB GOALS: To support the delivery of School District 91’s written, taught, tested and reported curriculum and contribute to maximizing student achievement as tested with the Idaho Standards Achievement Test. To plan, coordinate and oversee the functions of the Human Resources office in such a way as to enhance the morale of school district personnel, promote the overall efficiency of the school system, and maximize the educational opportunities and benefits available to each individual child. ESSENTIAL DUTIES AND RESPONSIBILITIES: Processes necessary payroll information for all new hires and terminating employees and enters position, code, and wage information in the district’s payroll software system. Determines salary and wage placement for all classified and certified personnel. Processes Personnel Action Forms. Prepares all classified personnel action forms for returning employees to assist principals and payroll with beginning of the year information. Coordinates and prepares the reporting of all data for the Idaho Basic Educational Data Systems (IBEDS). Prepares certified employee contracts and notifications. Serves as the chair of the District Insurance Committee. Oversees all aspects of employee benefits. Manages the credit advancement of certificated employees. Reviews certified placement for both the district and IBEDs to maximize the state reimbursement possible. Helps with recordkeeping and reporting of highly qualified teacher information. Serves as the chair of the Employee Wellness Committee. Coordinates all district-wide employee wellness activities. Serves as a liaison with employees concerning all fringe benefits. Oversees compliance with all state/federal labor laws and serves as a resource for supervisor and employee questions. Assists with light-duty assignments for worker’s compensation claims and serves on the district safety committee. Assists with in-service programs for employees as requested. Coordinates classified due process matters. Assists and advises principals and supervisors on discipline issues. Maintains Board Policy relating to all employment practices for certificated and non-certificated personnel. Assists in collective bargaining as requested. Creates, updates and maintains job descriptions for classified and certified personnel as well as stipend positions. Assists in the maintenance of personnel files relating to compliance with federal and state laws. Monitors 403(b), 401(k) and 457 plan compliance. Processes and updates salary schedules, 90-day review advancements, and work calendars Manages the online application software. Prepares and distributes job postings for all district vacancies. Reviews certified and stipend postings for contract compliance. Assists with interviews, checks references and makes hiring recommendations as requested. Updates and distributes Classified Employee Resource Binder and benefit information. Assists with the preparation of the budget as requested. Coordinates employee fingerprinting in compliance with Idaho Code. Completes new hire reporting as required by the Idaho Department of Labor. Coordinates Flex Plan enrollment. Assists with substitute teacher processing and training. Monitors classified evaluations and reminds administrators as needed. Works with building principals to maintain highly qualified information on paraprofessionals and serves as the proctor for the ParaPro assessment. Completes surveys and provides information as requested. Assists with the United Way drive. Prepares identification badges for new employees. Serves as clerical support for the Pay Grade Committee. Serves as a member of the Classified Sick Leave Bank Committee and other committees as requested. Maintains high standards of ethical behavior and confidentiality of information. Has regular and predictable attendance. OTHER DUTIES AND RESPONSIBILITIES: Performs all other duties as assigned. Monitors classified staff for compliance with staffing guidelines. Reviews timecards to ensure part-time staff stay within PERSI guidelines. TERMS OF EMPLOYMENT: This position is scheduled for 8 hours per day, 260 days per year. Benefits will be in accordance with approved Board policy. Wages will be in accordance with the Classified Salary Schedule as a Grade 15. This is an “at will” position in that the employer or employee may terminate employment at any time, or for any reason consistent with applicable state or federal law. The “employment at will” policy cannot be changed verbally or in writing, unless the change is specifically authorized in writing and expressly approved by the Board of Trustees of District 91. EVALUATION: Performance of this position will be evaluated annually by the Superintendent in accordance with provisions of the Board’s policy on the evaluation of classified personnel.
