High school diploma and 32 college credits or ETS Para Assessment test with a passing score of 460 or higher. Ability to maintain positive communications and work cooperatively with school personnel, program staff, students and parents. Training and experience in clerical duties. Good organizational ability, typing skills, telephone etiquette, and general knowledge of program procedures. Computer knowledge and experience with word processing, e-mail, spreadsheets, etc. Possess an understanding of the special needs of the migrant and LEP (Limited English Proficiency) populations. Bilingual in English and Spanish both verbal and written. Knowledge of community resources for families. Previous experience preferred, but not mandatory. Such alternatives to the above qualifications as the Board may find appropriate and acceptable. REPORTS TO: Supervisor of Federal Programs. JOB GOALS: To support the delivery of School District 91’s written, taught, tested and reported curriculum and contribute to maximizing student achievement as tested with the Idaho Standards Achievement Test. To increase the district’s effectiveness in meeting the educational needs of Migrant and LEP students by performing a variety of home and school liaison activities, data entry, record keeping tasks, testing of students, translations, interpreting, enrollment of Migrant and LEP students, and completion of Certificates of Eligibility for the State Department of Education. ESSENTIAL DUTIES AND RESPONSIBILITIES: Works to become thoroughly knowledgeable about Federal Programs eligibility requirements for LEP and Migrant students. Administers pre- and posttests of the Woodcock Munoz Language Survey. Translates District/Federal Programs documents. Assists parents of Migrant and LEP students in completing and returning school enrollment forms, free lunch forms, and home language surveys (copies of home language surveys must be sent to the Federal Programs office). Transports newly identified Migrant and LEP families to register/enroll students in school. Introduces Migrant and LEP parent(s) to the building principal who will , with the help of the Federal Programs Office, determine the placement of the Migrant or LEP child is special school programs, such as LEP Kindergarten, Bilingual Kindergarten, Newcomer Center, and Title I. Communicates pertinent child/family background information (home status, medical conditions, legal conditions, etc.) to the building principal and the Federal Programs Office. Notifies Federal Programs Office of all Migrant and LEP students that have moved in/out of the district. Conducts home visits to determine the reason for a Migrant or LEP student’s absence from school when requested by building principal or the Federal Programs Office. Serves as a liaison when requested between Migrant and LEP families and the schools, continually striving to maintain positive communications and good relations. Completes and e-mails the following reports to the Federal Programs Office on a monthly basis: Family Contact Log, Employer Contact Log, Social Services Contact Log, and Family Liaison Contact Log summary sheet. Recruits Migrant and LEP families to participate and attend regularly scheduled Parent Advisory Council (PAC) meetings. Reports, reviews, and plans PAC meeting schedule and agendas with the Federal Programs Supervisor and Administrative Assistant. This will include scheduling PAC meeting sites; preparing PAC meeting agendas; scheduling speakers and student performances; distributing school district information and forms; etc. Provides parents of Migrant and LEP students with information about school services and programs that are available for their children. Interprets at Parent Teacher Conferences, IEP meetings, and Back to School meetings when requested by the Federal Programs Office. Assists the Federal Programs Office in the enrollment of Migrant, LEP, and Title I students in the summer school program. Serves as a staff member in the Federal Programs summer school program. Attends in-service classes and other district or building meetings when requested. Maintains high standards of ethical behavior and confidentiality. Has regular and predictable attendance. OTHER DUTIES AND RESPONSIBILITIES: Performs all other duties as required. TERMS OF EMPLOYMENT: The exact terms of this position will be determined by the needs of the students and budgetary constraints. Wages will be in accordance with the Classified Salary Schedule as a Grade 5. This is an “at will” position in that the employer or employee may terminate employment at any time or for any reason consistent with applicable state or federal law. The “employment at will” policy cannot be changed verbally or in writing, unless the change is specifically authorized in writing and expressly approved by the Board of Trustees of District 91. EVALUATION: Performance of this position will be evaluated annually by the Supervisor of Federal Programs in accordance with provisions of the Board’s policy on the evaluation of classified personnel.
