HomeMy WebLinkAboutDirector of Student ServicesMay 2022TITLE: Director of Student ServicesQUALIFICATIONS:Master’s degree or higher from an accredited college or university.Minimum of five years of experience working full time as a school administrator and full time certificated experience working with students, Pre-K-12, while under contract in a school setting.Obtain college or university verification of demonstrated competencies in the following areas: Organization and administration of student services, including foundations of special educationLeadership, ethics, and management of changeAll forms of communication, including technology, advocacy, mediation, and counseling with parents of children with disabilitiesCustomer involvement and public relationsStaff development and supervision of instructionPolicy development as related to special education and related servicesSchool law and finance as related to special education and related servicesCurriculum development, integration of technology, delivery, and assessment as related to special education and related servicesStudent behavior management/positive behavioral supports/effective disciplineDiagnosis and remediation in special educationValid Idaho Exceptional Child Certificate with appropriate endorsements.Valid Idaho Administrators Certificate with Director of Special Education endorsement.Ability to work with students, staff and the public.Such alternatives to the above qualifications as the Board may find appropriate and acceptable.REPORTS TO: Assistant Superintendent of Secondary EducationJOB GOALS:To support the delivery of School District 91’s written, taught, tested and reported curriculum and contribute to maximizing student achievement.To provide special education services in accordance with state and federal law.To provide health related services as defined in Board PolicyTo provide behavior support services for schoolsPERFORMANCE RESPONSIBILITIES: Oversees the implementation and observance of all board policies and state and federal regulations and administrative procedures that relate to special education programs, health programs, behavior programs, and Section 504 activities, and Medicaid billing procedures. Assists in recommending and preparing policies relating to special education for consideration by the Board of Trustees as per the Superintendent’s direction. Develops administrative procedures to ensure an organized approach to providing services in all areas assigned to Student Services Supervises the work of Psychologists, Consulting Teacher, Transition Specialist, Special Design Resource Room Teachers, Nurses, Speech Language Pathologists, Physical Therapists, Occupational Therapists, Homebound Instructor, Early Childhood Special Education Teachers, Behavioral Specialist, Day Treatment Teacher, School Companions, Psycho-social Rehabilitation workers, and ESY Summer School Teachers. Coordinates the evaluation of individuals identified in item C. Directs activities governed by the IDEA, Title VI-B regulations for Early Childhood and School Age Special Education, and IDAPA regulations as they apply to School Based Medicaid Serves as the liaison to interagency affiliations and Idaho State Department of Education, Special Education Division. Oversees all required State Department of Education activities such as Child Find, Child Count (December 1 Count),and state and federal special education reports and audits. Coordinatescompliance procedures and the technology used to complete compliance forms, to insure that students with disabilities are appropriately identified and served. Coordinates special education curriculum scope and sequence. Monitors procedures that ensure that best practices in special education are followed. Coordinates the VI-B and ECSE budgets and assists in the general fund budget planning to ensure adequacy of educational programs. Provides staff development to support all areas of Student Services. Coordinates special education program evaluation to ensure effectiveness. Assists Human Resources in preparation and updating of related job descriptions. Assists in the recruitment, selection and placement of special education teachers and pupil personnel service providers. Serves as the responsible administrator upon the Superintendent’s absence as requested. Seeks out opportunities for professional growth. Maintains high standards of ethical behavior and confidentiality of student information.OTHER DUTIES AND RESPONSIBILITIES:Performs all other duties as assigned.TERMS OF EMPLOYMENT:The annual contract will be based on 250 days of service (twelve months). Benefits will be in accordance with approved board policy. Salary will be in accordance with the placement on the Administrator’s Salary Schedule commensurate with years of experience and education.EVALUATION:Performance of this position will be evaluated annually by the Assistant Superintendent of Secondary Educationin accordance with board policy.
