HomeMy WebLinkAboutDirector of Human ResourcesJuly 2021TITLE: Director of Human Resources QUALIFICATIONS:High School Diploma.Bachelors degree or five years of experience in Human Resources.Proficiency in computer and office functions.Strong organizational skills.Ability to work with staff, students, and the public.Above average verbal and written communication skills.Ability to work independently with minimum direction to meet deadlines.Such alternatives to the above qualifications as the Board may find appropriate and applicable.REPORTS TO: Superintendent of Schools.IV.JOB GOALS: To support the delivery of School District 91’s written, taught, tested and reported curriculum and contribute to maximizing student achievement.To plan, coordinate and oversee the functions of the Human Resources office in such a way as to enhance the morale of school district personnel, promote the overall efficiency of the school system, and maximize the educational opportunities and benefits available to each individual child.ESSENTIAL DUTIES AND RESPONSIBILITIES Plans, directs, and manages the human resources function for the district’s certificated and classified employees Manages all personnel actions, assignments, transfers, reassignments, promotions, demotions, and dismissals of personnelAssists with the reporting of all staff data for the IdahoSystem for Educational Excellence (ISEE).Manages the credit advancement of certificated employees. Reviews certified placement for both the district and ISEE to maximize the state reimbursement possible. Serves as the chair of the District Insurance Committee. Oversees all aspects of employee benefits.Oversees compliance with all state/federal labor laws and serves as a resource for supervisor and employee questions.Oversees the district Safety Committee and the administration of the workers compensation program.Coordinates classified due process matters. Assists and advises principals and supervisors on discipline issues. Develops Board Policy proposals and recommendations relating to all employment practices for certificated and non-certificated personnel.Monitors 403(b), 401(k) and 457 plan compliance.Oversees and coordinates the processing of all new employees and changes to existing employees.Chairs the Pay Grade Committee.Assists with the recruitment and selection of certified staff members.Files reports and surveys in a timely manner.Manages the online application software. Prepares and distributes job postings for all district vacancies. Reviews certified and stipend postings for contract compliance.Overseesthe classified evaluations process.Oversees the application of the district’s key card system.Oversees the Classified Sick Leave Bank Committee and other committees as requested.Directs and evaluates the work of the human resources staff.Maintains high standards of ethical behavior and confidentiality of information.Has regular and predictable attendance.OTHER DUTIES AND RESPONSIBILITIES:Performs all other duties as assigned.TERMS OF EMPLOYMENT:This position is scheduled for 8 hours per day, 241 days per year. Benefits will be in accordance with approved Board policy. Salary will be in accordance with placement on the Administrator’s Salary Schedule.This is an “at will” position in that the employer or employee may terminate employment at any time, or for any reason consistent with applicable state or federal law. The “employment at will” policy cannot be changed verbally or in writing, unless the change is specifically authorized in writing and expressly approved by the Board of Trustees of District 91. VII.EVALUATION:Performance of this position will be evaluated annually by the Superintendent of Schools in accordance with provisions of district policy.
